Website Outages being caused by Sql Server Hardware?

We have been experiencing frequent website outages from the SQL server
being "too busy". When talking to datatel support we were told that
it was because our database server didn't meet the recommended
hardware.
Is anyone else on 2.1.5 having similar problems?
What processor and RAM specs are others using successfully?
Any ideas or input is welcome.

Doing some research on the forum and in AnswerNet I found the
following change request:

It appears that several universities on 2.1.5 are having similar
issues. It'd be great to get as many 'Add Mes' to this CR as possible.
