Most likely the delay is caused by network latency as Google servers AC for Web is hosted on are located in the US.

You might want to consider disabling the sync on startup and exit and invoke the sync manually as needed to pull the changes from the web. The changes you make on the phone are synced to the web automatically in near real time.
