The Model Building Byelaws, recently released by the Ministry of Urban Development for adoption in the entire country is a small step towards achieving larger overarching g o a l of ease of doing business in India. It provides a fundamental framework to help create objective, rational and updated provisions for building construction as also an online single-window building plan approval process.
The Bye-laws have been unified for easy reference besides simplification of processes. One common single application form has been devised for online submission by the building proponents to the concerned urban local body instead of applying to various agencies like Airports Authority of India, National Monuments Authority, Fire Services, Jal Board, Delhi Urban Arts Commission, Metro, Power Distribution Companies, concerned central ministries like Forests, Railways, Defence etc.
On this context PHD Chamber is organising a Conference on �Model Building Byelaws 2016� on 8th July, 2016 at 10:00 a.m. at PHD House, New Delhi. The objective of the conference is to discuss and deliberate on the o p p o r t u n i t i e s /challenges that will emerge from these reforms in construction sector.

KEY REFORMS
� Model Building Bye-Laws, 2016 (MBBL 2016)seeks to provide an online single window framework for approval process.
� MBBL 2016 intends to improve ease of doing business regarding issuance of construction permits.
� The time limit for all kinds of single window approvals is 30 days and if it is not done by the concerned agencies within this time-frame then it will be deemed as approved.
� Different set of environmental conditions are provided for each category of building ranging from 5000 square meters to 1.5 lakh square meters.
� Urban local bodies (ULBs) will have the power the monitor the environmental concerns in their region.
� Provisions for local body to provide incentives to individuals for rain water harvesting and roof top solar power generation by various mechanisms including discounts and rebate in property tax.
� A risk based matrix for different types of buildings has also been introduced, for fast track approval of small buildings with low risk criteria and high risk buildings like m a l l, multi-story or big complexes to be examined in the required detail.
