General position description:

 

This position is posted at recruitment range of $43,347-$60,000 and salary grade equivalent 73.

This position is exempt from the State Personnel Act.

 

Division information

The Division of Land and Water Stewardship is a non-regulatory division within DNCR that provides information and assistance to support effective conservation. The office is an integral part of the state’s conservation efforts, and seeks to maintain a positive relationship with communities through partnerships with local, state, and federal agencies, industries, organizations, and private citizens.

 

The Clean Water Management Trust Fund (CWMTF) provides grant assistance to non-profits, local governments and state agencies for the protection of natural resources in North Carolina. CWMTF funds projects that (1) enhance or restore degraded waters, (2) protect unpolluted waters, and/or (3) contribute toward a network of riparian buffers and greenways for environmental, educational, and recreational benefits, (4) provide buffers around military bases to protect the military mission, (5) acquire land that represents the ecological diversity of North Carolina, and (6) acquire land that contributes to the development of a balanced State program of historic properties.

 

Description of work

This position will serve as the regional liaison and principal regional contact for CWMTF for eastern half of NC.  Work involves frequent travel throughout that region and may require some overnight in-state travel. The position will work with local and state agencies and non-profit organizations to provide guidance for development of grant applications; conduct site reviews to evaluate the technical merits of the applications on the basis of project benefits to natural, cultural and historic resources, and the best use of State funds; present project applications to the CWMTF board of trustees; assist CWMTF staff in contract execution; monitor project implementation; work with grantees on project issues and develop / negotiate solutions to project obstacles; update board on project status; evaluate project effectiveness; and assist Division staff with other duties as needed including preparation of materials for Board review, and resolving easement violations.  Job duties will include working outside, traversing and navigating rough terrain in unfavorable environments.  The duty station will be the CWMTF Central Office in downtown Raleigh and will report to the CWMTF Stewardship Director.

 

Knowledge, skills and abilities

1.      Considerable knowledge of principles, practices, and regulations related to land conservation.

2.      Familiarity with basic stream restoration and stormwater management design principles.

3.      Experience with grant development and/or administration.

4.      Must communicate effectively in verbal and written form establishing and maintaining effective working relationships with public officials, field professionals, coworkers, supervisor, and the general public.

5.      Must be comfortable speaking and giving presentations in front of a large public audience.

6.      Proficiency with MS Office applications including Word, Excel, Powerpoint and Outlook.

7.      Familiarity with GIS or similar mapping software and field navigation using GPS units. 

8.      Must be able to conduct field investigations that may require exposure to inclement weather, insects, hot and cold temperatures and long hours traversing over rough terrain.

9.      Must be able to work independently with little supervision, and collaborate with other CWMTF staff to achieve common goals.

10.   Must possess a valid NC Driver’s license.

11.   Must possess analytical skills that foster collection and comprehension of highly technical information and ability to formulate challenging and pertinent questions related to the projects.

12.   The ability to accept changing work tasks in a dynamic team environment is required.  

 

Training and experience requirements

Graduation from a four-year college or university with a major in one of the agriculture, biological, engineering, environmental, natural resources sciences or closely related curriculum and four years of experience related to the area of assignment, or an equivalent combination of training and experience that demonstrates the employee's functional work experience needed to perform the work of the position.

 

Preferred experience: A master's degree in one of the natural sciences or engineering, natural resource management, or a related field and five or more years of experience with land conservation activities including grant development and administration, or an equivalent combination of education and experience; considerable knowledge of modern, efficient techniques and procedures for gathering, analyzing, and evaluating field data, including GPS, GIS, and mobile apps; experience negotiating solutions to complex natural resource problems; familiarity with legal instruments used in land conservation; familiarity with North Carolina’s cultural and historic resources.
