Mr. Sader Ali, Enquiry Officer & IDO, Raninagar-II, Block conducted enquiry
on the citizenship and residence of the victim Alamgir Seikh. He submitted
report to the Sub-Divisional Officer, Domkal, Murshidabad. In the enquiry it
was established that the deceased victim was a citizen of India with
permanent residence.
The Sub-Divisional Officer, Domkal, Murshidabad forwarded the said enquiry
report to the District Magistrate, Murshidabad with an enclosing letter vide
Memo no.768/en dated 18.5.2011. In the enclosing letter the Sub-Divisional
Officer, Domkal, Murshidabad informed the District Magistrate, Murshidabad
that the family members of the deceased victim was intimated by the Block
Development Officer, Raninagar-II to take delivery of the mortal remains of
the victim.
On 23.5.2011 the SPDIB, Murshidabad through message (subject-ZOE NR8483-8488
GR-200) informed the Officer-in-Charge of Raninagar Police Station; IC,
Domkal; SDPO, Domkal; IG, Border; IB, West Bengal; District Magistrate,
Murshidabad; The Commandant, 91Bn, BSF, Roshawon Bagh, Lalbagh; Joint
Secretary to the Government of West Bengal, Home(F & NRI), Writers Building,
Kolkata that the mortal remains of the victim was received by an NGO
Ain-O-Salish (ASK) of Bangladesh from Rajshahi Medical College, Bangladesh
to hand over it to the family members of the deceased victim on 24.5.2011 at
Kaharpara BOP area at around 12.00 hrs. In the message it was mentioned that
repatriation of the mortal remains may pleased be allowed to facilitate the
family members of the deceased to receive the body for performing rites. In
the message it was also mentioned that OC, Raninagar Police Station will
inform the nearest relative of the deceased to remain present at Kaharpara
BOP on 24.5.2011 by 10.00 hrs for transportation of mortal remains and the
Commandant, 91Bn, BSF, Roshawon Bagh, Lalbagh was requested to look into the
matter and do the needful.
On the schedule mentioned time and place the family members of the victim
were present. But they did not receive the body.
We received information that BGB(Border Guard Bangladesh) refused to accept
the body of the victim for transportation as it was informed by Border
Security Force that there was no person with the name and address as of the
victim was existed in India.
We requested repeatedly to the authorities namely BDO, Raninagar-II Block,
Deputy Magistrate of SDO, Domkal; the Officer-in-Charge of Raninagar Police
Station, Mr. Avay Sah, Assistant Commandant, 91Bn, BSF who were present to
receive the body to rectify the wrong information furnished by BSF to BGB.
Then and there DIG, BSF, Roshawon Bagh, Lalbagh was contacted over telephone
several times and we requested him to send fresh message to BGB confirming
the victim as Indian Citizen having permanent residence. But our request was
completely ignored. Then the family members of the victim and our team had
to return from Kaharpara BOP with empty hands. Several representatives from
print and electronic media were present there and witnessed the apathy and
inhuman attitude of the system.
We apprehend that BSF had conspired not to render any assistance to receive
the body of the victim by his family members as they are involved in killing
the victim having motive to shield their crime.
We demand that that the BSF authority must be directed to act on the enquiry
done by the BDO office confirming the citizenship of the victim being an
Indian having permanent residence.
We demand initiation of proper legal action against the involved authorities
for showing utter negligence for which the body of the victim still rotting
with expectation of last rites from 12.4.2011 till date.
We demand immediate handing over of the body of the victim to his family
members without hanging the matter in the hands of the authoritative
bureaucracy.
