We had quite the ending to a challenging contest: a two-way tie for first place! Columbia 1 and Cornell 2 both finished with 8 problems solved and 1244 penalty minutes.
This is an unprecedented result; the
regional contest rules state that beyond these two metrics, it is up to RCD (myself) to announce tie-breakers prior to the contest. Neither myself nor my predecessor declared any tie-breakers prior to the contest, therefore I must declare a tie!
Furthermore, I would like to address my error during the scoreboard reveal at the Manhattan College site, where I announced Columbia 1 as winner. There was a bug in the pc2 scoreboard software that impacted only Columbia 1 so that one of their incorrect submissions was not penalized. (This bug was not present in the contest resolver scoreboard, therefore I was also surprised to see the tie when the results were revealed to me.) We worked with the pc2 team to discover the root cause of the miscalculation, and after re-running the numbers, indeed both Cornell 2 and Columbia 1 had 1244 penalty minutes.
