Release announcements

Next release we do, I want to add two sections: A list of people who contributed to the project, and a list of new contributors.

I know we already thank people in the Changes.pod, but I want to take the next step.  I don’t know if we can do it for 2.16, but as we get ready for 2.18, I want to build a release announcement in dev while we do development, so that when the time comes for the release, it’ll be there.
