Hey guys,

As you may or may not know, I am doing some work on GA for a journal
deadline and as usual, I am using this as a time to fix any
outstanding bugs in the code. This means making practical use of the
testing branch as I had started at the beginning of the summer.
During my evaluation, I found something rather unpleasant, what I
definitely seems like a bug in the IEdgeReplacementPolicy for TCP. I
would be grateful if someone would double check:

By the way ... what happened with the merging of the code bases? Is
anyone alive at UF? Post some status updates guys.

I just looked at the code and I can't really tell what's a bug or not. In terms of merging the code bases, hopefully I can do it soon, sorry for the delay.
