I checked everything, card is OK, payment authorization has been approved, int'l payments have been made and everything is verified in my Paypal account (card, email, phone, address, you name it). Furthermore, I called VISA guys and they told me they've not received any payment attempt, soy they're NOT rejecting my payment.

And although I contacted and detailed Paypal support this, they insist in pointing me to do what I've already did, blaming there's sth related with the card issuer, which as you can see, it's not their fault. I'm still having this issue. When I called Citi Bank about this, I was told that everything looked fine on my card, but she was aware of this being a problem. She further suggested that using a card through PayPal may result in it being viewed as a Cash Advance and read me a canned statement of how much money that would cost me. She had no suggestions on how to determine if that was what was happening, or what vendors through PayPal are doing that. For now, I am not using PayPal at all. They need to solve this.

I try to pay on Google play and I can pay normally on Google play but not on Paypal.

The error messaging does relate directly to the card itself, so I'm guessing that, while the issuing bank says everything is normal, there may be a decline on their end or an error.

I would contact Paypal. Lots of our friends from SL are having issues purchasing. Evidently your country does not want you to spend money in other countries, due to SL's poor economy. Give it try and see what they say. Good luck.
PayPal can generally be used in that case, because they will charge the transaction in local currency, but you may have your PayPal account set to charge the transaction in the listed currency instead of converting it. Changing the setting on your PayPal account may help, if this is the problem.
What card were you trying to pay with? Sri Lanka does not allow bank accounts to be attached to PayPal. Your debit card is money debited from your bank account They only allow credit cards to be attached. Try paying with a credit card and not a debit card.
To clarify, if the OP is using PayPal to pay their gov has stated outward payments can be made through PayPal by linking their credit cards, but resident customers cannot link their bank accounts. PayPal cannot process a debit card from SL. They can process a credit card payment.

The cardholder may just need to re-enter their card details, or contact the card issuer to resolve the issue. In rare cases, the response code may also highlight that the transaction is suspected as fraudulent. There are two types of card issuer rejection, soft declines and hard declines.
Soft declines are by far the most common and are usually the result of a temporary issue. Once the issue has been resolved, the merchant is able to retry the transaction. Soft declines usually happen if further cardholder authentication is required - or if there are technical or infrastructure issues during payment processing.

I doubt they'll attempt it a third time. Of course, calling customer service or writing them through online banking will be the best way to find out. I'd also advise them it was a mistake and try to get the fee reversed.

I'm confused! If you used the wrong account number, what does adding cash to your account have to do with anything? Wouldn't correcting the account number be the appropriate action? EDIT: I just realized you may mean you added money to the account that bounced; I THOUGHT you meant you'd given an incorrect number, as in a typo, not that you accidentally used the wrong account, i.e., one with insufficient funds.
At any rate, I would give BofA a call and tell them you used the wrong account number, hence the payments were rejected, here's the correct account number, please pull it again, and see what they say.
I believe the op had multiple accounts in their payment options and the one they used didn't have funds, perhaps an alternative account they used to use, as I have done this before, but I caught it before the return payment and just balanced the account before the return. I don't know how common the 2 retry payment return automation is, but it has been my experience when I did get them. My PayPal credit card from synchrony closed my account after one return payment after raising my sl to 7 or 10k. That wasn't fun. If I have learned anything it is to figure out how to push and not play games that rely on your daily monitoring, as you will forget. They won't.
