If you are not a parking pass holder, Public Parking is available in any of the Dash's lots for $5 per car in advance, or $10 per car day-of-game online with the PayByPhone app or at our parking kiosk located at the top of the stairs at the Main Gate. WORK connects DASH West lot users to downtown. It is available Monday-Friday, 6:30am - 6:30pm. The service picks up at Area 7 and Area 9 parking lots and drops off at the intersection of Ottawa and Pearl every 15 minutes.

The Downtown Area Shuttle, or DASH, is a system of small buses connecting key downtown Grand Rapids locations and parking lots. DASH is free to ride and provides residents, workers, and visitors with convenient connections to all parts of the core of downtown Grand Rapids. This service is made possible by the City of Grand Rapids and operated by The Rapid.
The DASH will continue to serve the same core destinations as DASH West and DASH North on the days it operates. New DASH destinations include a Bridge Street stop that connects much of downtown to a grocery store, a Grand Rapids Public Library stop, and Leonard Street stops that connects a new business and residential district to the downtown area.

I have a 1999 Forster and, due to the cold weather, needed to replaced the battery. The old (original) battery had become very weak and would not keep a charge for very long. Following this repair the parking (running) lights and dash lights are intermittently blinking. Everything else seems to work fine. When I turn on the headlights, all exterior and dash lights come on as normal, and even though they are not blinking you can still hear the clicking under the dash. I tried pulling some fuses that pertain to lighting and nothing stopped this behavior.
It sounds like you tripped the security system with the battery changeout. If you have a key fob remote, try turning the alarm off with it. If you don't have a fob, try putting the key in the door or ignition and unlocking it a few times. The code alarm system used on that model always did weird things I couldn't figure out. There should be a button in a recessed ring under the steering column used for programming the system. If not, it was a dealer installed system and the button is on the module itself which is under the steering column. My kids car would sometimes fail to reset even if you went through the procedure, but it did eventually reset itself just by driving for awhile.
I've seen other posts where people have indicated that there is a tag with instructions on the battery cable concerning this very scenario and how to clear it. If you have the key fob, simply using it should work.
The flashing lights are telling you that you need to "reintroduce" your keyfob door lock transmitter to the transceiver in the car. Press the "unlock" button on the keyfob (while the lights on the car are flashing - battery hooked up) and they'll stop flashing. [i'm 99% sure it's the unlock button - if it doesn't work, then try the "lock" button.]
Thanks everyone, this is good information. Since I was standing in front of the car, on my driveway, with the doors already unlocked, I didn't even think of this; but it does make sense. So as not to kill the new battery, I left it at home with the cable off. I'll give it a try later.
Had this same thing happen with my 95 LSi. I didn't think of my keychain remote, as I stashed it somewhere because it was too bulky to carry around in my pocket. Anyway, here's the easy fix I discovered, if you still need help:
I figured out that messing with the power supply without a key in the ignition "told" the security system that someone other than the owner was tinkering with the car. The key seemed to "tell" the security system everything was cool and no need to flash warnings.
Karma, a spunky teenager from Donutville, gets a call that she had inherited property from her great uncle Henry. Though unfamiliar with "great uncle Henry", she decides to go to DinerTown to claim the property. However she's disappointed when she comes to find an empty lot riddled with trash. Mr. Big passes by and offers to buy the plot from her, but Flo intervenes and encourages Karma to turn it into a parking lot. This is where the game takes off.
As Karma runs a successful career with her first parking lot, friends such as Quinn, Bobbi, and Walter give her new locations which need help with their parking lots. Even Mr. Big asks for her help towards the end of the game, since his new mall is having parking trouble on the moon.
The player controls the main character, Karma. She is responsible for numerous tasks such as parking customers' cars. Another important gameplay element is Karma's radio. Karma will begin the game with a single song, but she will be able to obtain more as the game progresses. When she has built up a decent sized collection, Karma can gain a temporary speed boost if she switches to another song from her radio at the right moment (when the green light flashes). Similar to most Dash games, color bonuses can be achieved by parking a car into a matching color. Some cars come in as a filthy mess, so they require a car wash. Later into the game, a character going by the name "Cousin Jimmy" will be able to complete this task for you. Another obstacle of the game are piles of snow/leaves/sand, which must be swept up.
In order to progress through the story, the player must reach a required goal in a level. Parking cars and returning them to their owner quickly will reward the player with a good amount of cash. The timer above a customer's head indicates how long they'll take to return. However, the more customers are left waiting in the lot, the more impatient they'll become. Their patience range from Happy, Sad, and Angry. The moment a customer has reached their breaking point they will be red in the face. Returning a car to an angry customer will cause the player to lose money.
This is the starting level of the game, where the player will be taught the basics. Rosie the Regular, Barb the Businesswoman, Simon the Celebrity, and Colin the Cellphone Addict are present in this level. The player will be introduced to car elevators and the car washing buckets. There is also a vending machine, which snacks can be used to keep waiting customers happy. Flo makes an appearance as a customer here.
The second level of the game, taking place in an abandoned wedding spot. Uncle Al, Hal the Hungryman, Derek, and Aunt Ethel are newcomers in this level. The player's also introduced to the broom and shovel, which the latter needs to be used to clean up snow piles. Certain levels also have reserved spots for customers. These offer bonus tips if the car is still parked in this area by the time the customer arrives. Quinn makes an appearance in this stage as a customer.
