Quality presupposes identified crucial standards, measures, means and outcomes. These means elements in a quality OER programme must be identified and standardized; identification and matching of teachers' and learners' styles to ensure effective OER implementation, evaluation and assessment parameters must be carefully selected and quality ensured in design for internal and external consistency. Quality in building of OER programmes, pedagogy; evaluation and outcome are crucial issues.
The basic requirements of parameters must be set for attainment by all and sundry for everyone to be able to build, ensure and sustain quality. OER basic standards in form of templates can confine practitioners within required standards. Guidelines for determining aspects to be included in OER standards must be internationally deviced and agreed upon against which checks and balances can also be ensured. To make the varied OER programmes effectively implemented, identified and matched teachers' and learners' styles should be used to come up with templates of OER programmes pedagogy for desired outcomes.
