Who rules Bartertown?

If Bartertown=Morden, that's a very qood question.

There's no doubt that the Witches won the war and conquered Morden -- what isn't yet defined, however, is who is really in charge.

The Outlands are not under anyone's rule -- they are considered "wild" at this time.

I'm thinking that Sanguinara has direct control over Valkenholm. She rules, period.

In Steppengrad, Baba Yaga is in charge -- but does she rule directly? Or has she appointed someone to do all the actual rulership things?

In Cairn Kainen, the clan chiefs all bow to the Morrigan's will -- although she rules from afar and rarely takes any interest in day-to-day activities.

Hyphrates is split between the Pharoah and the Usurper, Memmon. Does the Pharoah rule Hyphrates? Perhaps he does so "in the Djin's name" --- having been placed there by that Witch before her death.

What about Manreia? Who rules there, and how? Perhaps a powerful Bane actually controls that country.

Hebron, with the exception of Parnath, is patrolled and controlled by the forces of the Witches. Which Witch, though?

Port Sorrow and Parnath are technically free from the Witches' domination... at least, for now.


So we have three regions that are (more or less) under direct control: Cairn Kainen (Morrigan), Steppengrad (Baba Yaga), and Valkenholm (Sanguinara).
Three others are not yet defined: Hyphrates, Hebron, and Manreia.

Any thoughts or ideas?

In  my head Hebron is theoretically free. However the Crone's former army still terrorizes the land but in no organized way. Also, the forces of Man are too little to actually stop them.

Having just read John's write-up on Manreia, I like the idea that the Lord
Warlock officially calls the shots / manipulates the ruling council, but
unofficially uses a network of vampires/dhampirs as secret police...
though they may be working their own agendas.
