Contacts: differentiating people we can contact from those we can't

We periodically obtain a list of contacts from activities we sponsor.  In cases where the contacts are EU-UK residents, the law of the land allows them to decline any contact. We currently capture the event at which we made the contact in a Contact-level Category. 

 

Do I need to “add child” to the events where this is relevant? Other ideas?
