Shuaib, Sajid, El Ninos mgt - I'll make two points related to your query and tell you why the umpiring committee cannot take up this matter for adjudication -
1. Third parties cannot protest result of other teams' matches. The rule cited below with highlights should make it clear that only the teams involved in a match can dispute its result. As a side comment, I will make the point that if we let all teams protest other teams' results then there will be never ending disputes every weekend.
2. Even if a dispute is filed by one of the teams that played a match, the dispute can only be based on a point of LAW, not other points. So -
Improbability of two ties in a row for the same team (appearance of foul play) & blank score sheet (administrative matter) are not points of law and cannot be used as a basis to dispute match results.
If El Ninos has evidence of foul play in a broader sense or is concerned about the fair operations of the league, please contact the president of the league and if he calls for an investigation into the overall operations of the league then management can take up that issue separately. The umpiring committee can only deal with specific cases and cannot address broad allegations of "fixing" etc. In this case the committee has no grounds (points of law) based on which it can take up this case.

Rule # 1.3.3. Dispute of umpire’s on-field decision - In case either team disagrees with the umpire’s on-field decision, they must promptly and respectfully inform the umpire and the opposition team that they are playing the match “under protest”, but must ACCEPT the umpire’s decision on the field and continue and complete the match without any delays. Subsequently, if a team wants to dispute the match, then they must write “Played under protest” on the web stat form and send a written dispute to the umpiring committee within 48 hours. Umpiring committee will discuss and give judgment within seven (7) days. NO EXCEPTIONS. NOTE: Team management may dispute umpire’s on-field decision only on a POINT OF LAW as defined in the ACC rules, NOT on umpire’s judgment. If a dispute is regarding umpire’s judgment on the field then the committee will not take up the case and umpire’s decision shall stand as final.
