League management recommendation for Naaz XI vs Fire dispute - VOTES NEEDED

Committee members - see recommendation from Haris below that I have highlighted.  I agree.  

Please cast your votes as well ASAP  This is a time sensitive case and once we have a majority opinion we need to issue a verdict and move forward.

You have to go back and read the umpire's reports in more detail.

Umpire did not declare a tie on the field.   Naaz XI caused serious delays in the match until 9:20 pm when this match literally had its "plug pulled" and everyone was forced to go home without a decision.  

That is the reason this case is with the committee.

If teams have reservations...that is the reason the umpire is there.  But here we are - everyone in the league management second guessing the umpire's decisions and reports.

When there is a dispute, everyone says "ask the umpire,  ask the umpire..."   but when we ask the umpire and he says things that are counter to people's preconceived ideas then everyone ignores the umpire's report.

Can't have it both ways.

when it drizzles yes teams has some reservations at times, it does not happen all the time but in this scenarios it seems like match was being forced to complete for 7 overs in questionable weather

Ok, by making that recommendation you are encouraging teams to delay matches until they can be called off when it is to their advantage.

If that is the case then other teams will learn this great tactic and do the same in the future.  If that is what the league wishes, so be it.

We wrote "no delay" rules in the rule book to prohibit exactly these kinds of actions by teams but if you want to take a step backwards this is the way to go.

There is plenty of evidence for a decision by the committee here if people pay attention to the details of the umpires report.  So my investigation is complete.

Time for a decision.   I would be interested in finding out what Rizawi sahab has to say now that the evidence gathering is complete.

Haris,

My message is very clear both team need to wait until umpire called off the game.  That is what I was asking, it was very clear that if Naaz decide to walk out they should lose the game.  This is not the case now, Naaz was there until lights turned off and park district lady telling everyone to go home.

One more thing to add in the report for question number 2 is Naaz did not played and continued the argument along with their other 4 other players on the field which causes the delay and if you want I can provide you the names of the players who were on the field and arguing and as I stated earlier they had no intentions to play.

When I was talking to Park District lady and explaining her the importance of the game he started arguing to me why are you explaining her everything if she wants to shut down the lights and I told him because she asked me why this game cannot be continue or reschedule another day.

Thanks for the report - can you clarify a few points?
1.  When you asked Naaz XI to take a 5 minute break and that turned into a 15 min break - is that something that you approved or did they take longer than the time you gave them on their own?

My words were let's take a 5 minutes break as it's raining and will see if it stop then we will resume the game and that's why they were taking time because rain didn't stopped but once it stopped they took little more time to come back and when they were back it started drizzling again but I resumed the game which stopped after one over as Batsman complained he cannot see the ball and I cannot take the risk of letting them play in case if they get injured.

2. At any point in the match did Naaz XI promptly comply with your directions to resume play when you felt that the conditions were good enough to play or did Naaz XI cause delays by not resuming play promptly when you told them to play?

They were ready to play but when second time the game stopped and Chicago Fire dry out the pitch at that point when i called them, other players from Naaz XI comes first and then the batsman ( which creates a delay for about 3 - 5 minutes) but the park district lady came along and told us we cannot play.

I was the umpire for the game between Chicago Fire and Naaz XI that was rained out in the end.
 
When Chicago Fire was batting the game interrupt couple of times and they actually batted in rain for about 4 overs when it was drizzling and were able to complete their innings.
 
When Naaz XI innings was about to start it started little drizzle and they complained they cannot see the ball because of the splash once the ball bounce on the mat (Pitch) and I had to stop the game. I told them to take about 5 minutes break which went up to 12 - 15 minutes when I was calling them to come and play after 3 overs. They finally come to the game and after one over informed me about same issue that they cannot see the ball because of the splash so I had to stop the game again and Chicago Fire actually cleaned the pitch with comforter to dry out the area so Naaz Xi can play but their players keep coming in the field and telling me they cannot play and there the delay comes up and when I asked them we can wait and play they mentioned if rain will be consistent they will not play as it's not playable condition and I spoke to Haris bhai in the mean while who informed me to wait till 10 P.M as at that time it was about 9:12 P.M. and I agreed and informed Naaz XI. The only bad thing which I shouldn't say is their body language was they don't want to play as they told me how crucial the game is for both teams and around 9:20 in the meanwhile the lady from Park District came out and mentioned we will ruin ground and she cannot allow us to play and mentioned there were thunder lightning which never happened but I didn't argued with her and she said she need to shut down the lights and if needed she will turn it on again. But after 5 minutes she came back again and said she spoke to her Manager and will shut down the lights as while we were talking to her rain stopped after 5 minutes and the game rained out.
The actual delay was I would say was about 15 - 20 minutes after Chicago Fire dry out the pitch.

Hi All,

I Siva Kesana on behalf of Team Chicago Fire filing this complaint based on following points:

1. Naaz XI deliberately delayed proceeding of the game for 30-35 minutes when conditions were good enough for the game to have      continued.  Chasing a stiff target and a quick wicket down at the end of the 4 overs they deliberately delayed as they wanted to            avoid 7 overs to be completed for D/L method to kick in.
2. Umpire kept asking to continue with the game but they declined and kept arguing to waste time unnecessarily.  Their players kept coming onto the field with the intention of delaying things and arguing with umpire.
3. Drizzle stopped and umpire asked them to continue but they kept arguing and wasting time. The game started in the same conditions and the conditions remained same through out.

What happened today was unethical and against the very basic spirit of the game. The game could have continued as rain never returned after that. The game should be deemed forfeited by Naaz XI.

I am requesting committee to take action based on above 3 statements and penalize the wrong doer and unethical behavior. Any false judgment here by ACC will not only promote unethical behavior, bring game in disrepute, harm sporting spirit but also will set a wrong precedence for future.

We will abide and respect the judgment of the umpire who witnessed everything.

Please take up this matter on an  emergency basis as this was a crucial game for us.

In this case my vote to continue game where they left off with same roster. Any team refuses to do so should loose game. As we don't have enough time we should take this approach only.
