It's been a while since I've used it (and I don't have a Windows box handy to test on) but I remember using an image viewer called JPEGView. From memory, I seem to recall it supporting the feature you need most: refreshing the display when the source file changes. In any event it is one of the few open-source image viewers for Windows that I found to holds its own.
Okular is a document viewer that opens pdf, djvu, jpeg, png files, perhaps even more. It's a KDE app, since KDE is cross-platform, you may give it a try.Expect a big download though. On the other hand if you plan to use it on Linux, it should be pretty easy to get it up and running.
I know this is an old question but I did not want to install another image viewer. However, a web browser works just fine depending on what you need. You can open the image directly in it and then either
jester, you go to Settings - RAW tab - and see that it has a Check next to View RAW files in and I chose Embedded Preview Image (fastest) - and all the RAW images view nicely in order to organize and/or cull out the bad ones before moving to the RAW editor of choice. I could also make FastStone my default Photo viewer in order to view the RAW files from the card if I want before moving them to a proper folder before editing.
I have installed Windows 10 which has a nice photo viewer app called 'Photos'. I have already set it as the default system photo viewer for JPG files but Thunderbird overrides this with its own default settings for opening attachments. When I try to set the default action by going to Options>attachments>jpeg>'select helper application' the Photos app does not appear in the list and I do not know how to browse to it as it is not a conventional app in the programs folder.
JPEGView is a small and fast viewer/editor for JPEG, BMP, PNG, GIF and TIFF images. On-the-fly image processing is provided - allowing to adjust typical parameters as sharpness, color balance, contrast and local under-/overexposure. Context: I recently switched to XFCE to revive my eeePC (as Gnome Shell and Unity are somewhat slow on it). I'm generally satisfied as it runs pretty snappy, and I can get work done on the go. Mcomix actually not a traditional "image" viewer but a comic reader but since it preloads all pictures in a folder/zip/rar/whatever it is instant when switching pictures (turing a page) + there is a small preview on the side where one can see which pictures are already preloaded

after some google search i bump into -> -classic-windows-photo-viewer-in-server-2016/ which works well except group policy is on computer level and might not work for everyone and most importantly hinders further customization.

Apart from this, when you maintain smartphone backup on computer, the device backup suite on PC can cause the error. Try to view the images after uninstalling the Android phone backup suite. Sometimes, the imported images from Android phones do not open in the photo viewer because of the encryption settings. You can remove the encryption on the image file to view it in Windows Photo Viewer.
Hi Stevens, Please update your windows OS and driver in your laptop. And if you are open raw files on Windows Photo Viewer you need to open it another supporting application such as Adobe Photoshop, raw image viewer. Thanks!

I had this issue when I try to open a specific jpg jpeg image file. I also right click and select properties and try to change the file extension with jpg but fails to open the file. Can this software repair my jpeg file?
