BASWEDAN CLAIMS VICTORY IN JAKARTA GUBERNATORIAL ELECTION
Former Minister of Education Anies Baswedan and businessman Sandiaga Uno won the Jakarta gubernatorial election on Wednesday 19 April, as the results of quick count polling projected a comfortable lead over incumbent governor Basuki Tjahaja Purnama and his deputy Djarot Saiful Hidayat. A quick count conducted by Saiful Mujani Research and Consulting (SMRC) showed that Baswedan won 58.1 percent of the vote against Purnama’s 41.9 percent. Indo Barometer tallied similar results, showing Baswedan ahead of Purnama by 17 percent. Voter turnout was reportedly at a record high of more than 80 percent. The Jakarta General Election Commission (KPU) is expected to announce the official result on 1 May. Purnama conceded defeat on Wednesday evening, saying that he had congratulated Baswedan and Uno by phone. Despite mounting concern over the emergence of sectarian conflict ahead of polling day, the election proceeded peacefully. Police said that there were no reports of violence, although Jakarta Police chief Insp. Gen. Mochamad Iriawan confirmed that 15 people had been detained after disturbances at some locations. Siti Zuhro, political expert at the Indonesian Science Institute (LIPI), said that Baswedan and Uno won the runoff election owing to the shifting votes from supporters of Agus Harimurti Yudhoyono, who was eliminated in the February poll. “Baswedan and Yudhoyono shared support from Muslim voters. The increase in support for Baswedan reflects Muslim preferences among Jakarta voters,” Zuhro was quoted by Koran Tempo. Zuhro explained that Purnama’s defeat was due to the ethnic, religious, racial and social group (SARA) sentiments ahead of the runoff poll, including Purnama’s ongoing blasphemy trial. Philips J. Vermonte, a political expert at the Centre for Strategic and International Studies (CSIS), argues that Baswedan’s main challenge now is to address these sentiments in the capital amid his ties with hard-line Muslim groups, including the Islamic Defenders Front (FPI) that endorsed his candidacy for the governor seat. Baswedan and Uno celebrated victory on Wednesday evening at the Istiqlal Mosque with their supporters, including Gerindra Party, the Prosperous Justice Party (PKS) and leaders of Islamic groups. Gerindra chairman Prabowo Subianto said that Baswedan’s victory owed much to the Muslim clerics, whom he considered as having played greater roles than those of politicians. Mardani Ali Sera of the PKS also praised FPI leader Rizieq Shihab as an “important figure” in Baswedan’s victory. The Jakarta election result will, however, appease the hardliners who had taken to the streets to call for Purnama to be imprisoned over his blasphemy case.

Prosecutors Demand One Year Jail Term for Purnama
In a trial hearing on Thursday 20 April, prosecutors sought a one year prison sentence and two years of probation against Jakarta Governor Basuki Tjahaja Purnama for defaming Islam over his statement about a verse in the Quran (Al Maidah 51) that he said had been politically used to urge Muslim people not to elect non-Muslim figures as leaders. Prosecutors have asked that Purnama be imprisoned for one year if he repeats the offense within a two year probationary period. "We call for the judge to sentence the defendant to one year in prison with two years’ probation period, for expressing hate or insult towards a certain group of people," said chief prosecutor Ali Mukartono. The trial continues on Tuesday 25 April to hear Purnama’s defence.

Two Years Sentenced Sought For Blasphemy
Prosecutors at the Jambi District Court on Tuesday 18 April demanded a two year prison sentence for Reza Hauzen in the blasphemy case concerning a Christmas tree in a hotel in Jambi with the word Allah in Arabic script as one of its ornaments. The incident led to uproar when the four-star hotel Navita in Jambi erected the Christmas tree in January. It was later found that the suspect, who worked in the hotel as an employee, allegedly put up the decorations after he was paid late by the hotel management.

Four Men Die After Drinking Tainted Alcohol
Papua police spokesman said on Monday 17 April that six men had died after consuming traditional alcohol in Kamu, Dogiyai regency, having consumed beverages on Friday 14 April at a wedding party. The deaths mark the fourth incident this year in which people have been killed in the regency after consuming tainted alcohol. On 6 March, four people died after drinking tainted beverages in Subang regency (West Java), while another four died in Bantul (Yogyakarta) on 29 January.

Five Arrested For Killing Family of Four In Medan
Police in North Sumatra arrested five people for the murder of family of four in Medan on 5 April. A spokesman said the suspects who allegedly set fire to the house while the victims were sleeping, were arrested in separate locations in Medan on Tuesday 18 April. The spokesman said that land sales are the motive behind the arson. Police seek four more suspects who were involved in the murder.

One Dies In South Sumatra Shooting Incident
Police fired shots at a car carrying seven people in Lubuklinggau, South Sumatra fatally injuring one of them on Monday 17 April. A police spokesman said that officers shot at the vehicle because the driver refused to stop during a traffic operation. Two others were injured in the incident. South Sumatra Police chief Agung Budi Maryoto said that he had deployed a team to investigate the incident, adding that he would impose sanction on officers if they were proven guilty to have violated standard operational procedures.

Inmates Escape: Malang | Surabaya
Seventeen inmates broke a window and escaped from a Malang penitentiary in East Java on Wednesday 19 April. Police have deployed a team to re-arrest them. Three of the escapees have reportedly been arrested. Meanwhile, five of seven inmates that escaped from the Tambaksari police precinct in Surabaya (East Java) on Monday 17 April have been re-arrested. The seven reportedly broke out from their cell by bending the bars using a log. Police are investigating.

Regional Police Chiefs Replaced
The National Police on Wednesday 19 April replaced a number of regional police chiefs. National Police Chief Spokesman, Boy Rafli Amar was assigned as Papua Police Chief, replacing Paulus Waterpau while Choki Manurung will become Bengkulu Police Chief replacing Yovianes Mahar. Meanwhile, Erwin Triwanto was appointed as West Kalimantan Police Chief replacing Musyafak.

Malaysian National Sentenced For Drug Trafficking
The Palembang district court in South Kalimantan on Wednesday 19 April imposed the death penalty on a Malaysian national for the smuggling of 20 kg of crystal methamphetamine in October 2016. Another Malaysian national got life in prison for his involvement in the case.

Police Seize Crystal Methamphetamine in North Sumatra and Jambi
Custom officers foiled an attempt to transport 2 kg of crystal methamphetamine from Kualanamu airport, North Sumatra to Denpasar, Bali on Tuesday 18 April. One person was arrested for its trafficking. Also on Tuesday, the Jambi police arrested two alleged drug traffickers, seizing 1.2 kg of crystal methamphetamine.

Several areas in Bandung, West Java, have experienced hail, strong winds and lightning on Wednesday 19 April. A spokesman for the Meteorology, Climatology and Geophysics Agency (BMKG) said that hail usually occurs during the transition between seasons. Almost 50 trees fell during the storm, damaging at least three vehicles. No injuries were reported, however. Meanwhile, floods up to 50 cm were reported in several areas in Depok (also West Java) on Wednesday after intense rain. A spokesman for the administration said dozens of houses in Tanah Baru were engulfed in floodwaters, while floods also cut road access to Jl. Anggrek.

Six Dead In Railway Accident
At least six people died and eight others sustained critical injuries after a train collided with a minibus on a railway crossing in Pucung Lor village, Cilacap regency (Central Java) on Tuesday 18 April. A spokesman for the state-owned railway company PT KAI said the incident took place after the minibus driver, who survived, passed through the crossing which had no gate despite the train had sounded its horn several time. Police detained the driver and are investigating.

South Sulawesi Governor Helicopter Made Emergency Landing In Parepare
A helicopter carrying South Sulawesi Governor Syahrul Yasin Limpo and aids made an emergency landing at Glora Mandiri Soccer Field in Parepare on Wednesday 19 April after the pilot had a heart attack. Sources said that the governor was heading to Wajo regency from Makassar to inaugurate the Karangloe Dam. Sources said that the pilot was having trouble breathing and decided to make an emergency landing. He was taken to a nearby hospital and doctors said he had suffered a mild heart attack. The governor continued his journey with a military helicopter.

US Vice President Visit
U.S. Vice President Michael Pence arrived in Jakarta on Wednesday 19 April as part of his 10-day visit to Asia. He will also visit the Istiqlal Grand Mosque and hold a dialogue with leaders of different religions. West Java: Clash during Student Rally in Bogor
A clash broke during a rally staged by dozens of members of the Indonesian Islamic Student Movement (PMII) at the Bogor City Hall in Jl. Ir. H. Djuanda, Bogor, West Java, on Tuesday 18 April. A police spokesman said the clash broke out after protesters were denied entry to the hall by the authorities. No injuries were reported but congestion resulted after protesters closed the road by burning tyres. The spokesman said calm was restored after dozens of police officers were deployed. The PMII members demanded that Bogor Mayor Bima Arya fulfil a promise he made to restore city’s spatial problems.

Yogyakarta: Protest against Central Java Governor
Around 25 activists from the rights movement, Jogja Solidarity Against Cement Factory, staged a rally on Tuesday 18 April to protest the visit of Central Java Governor Ganjar Pranowo to the University of Gadjah Mada (UGM) campus in Yogyakarta. They demanded Pranowo to cease mining activities on Kendeng Mountain, which could deplete water reserves in the area. A rally coordinator said that by permitting the construction of the cement factory, the government would kill Kendeng residents because of the project’s impact on water resources and agricultural activities in the area.

Chinese Investment Trigger Labour Friction
Foreign direct investment from China hit a record high of USD2.67 billion last year after President Joko Widodo welcomed Chinese investors to take on risks for infrastructure and other big projects. But the cheap funding comes at a price: Chinese companies often bring in their own workers and machines, creating friction with locals, industry associations and government officials said on Wednesday 19 April. Chairman of the Indonesian Workers Unions Association (KSPI), Said Iqbal said that local unskilled labours cannot work because the jobs had been filled by the Chinese. There are currently over 21,000 Chinese workers in Indonesia, mostly working for Chinese companies and Chinese funded infrastructure projects. There have been reports of conflicts between the locals and Chinese workers. Late last year, around 150 college students on Sulawesi, where several Chinese smelters are being built, stopped vehicles they suspected of carrying illegal Chinese workers and brought them to the authorities. A manpower ministry official said that the ministry is devising a mechanism to reduce tension between the local and Chinese workers.
