POLICE PROBE ATTACK ON KPK INVESTIGATOR COUNTRY HEADLINES
Police are investigating an acid attack on a senior investigator with the Corruption Eradication Commission (KPK) who is leading a probe into graft claims surrounding the electronic identity card project (e-KTP) that has implicated senior Indonesian politicians. Unidentified people threw hydrochloric acid at Novel Baswedan, the brother of Jakarta gubernatorial candidate Anies Baswedan, in the early hours of this morning, Tuesday 11 April. Baswedan was reportedly on his way home after performing morning prayers at a mosque near his house in Kelapa Gading, North Jakarta, when the suspects approached him and splashed acid in his face. Kompas reported that Baswedan suffered a severe eye injury caused by acid burns. North Jakarta Police chief Sr. Comr. Dwiyono told Liputan6 that a witness reported that two men on a motorcycle approached Baswedan prior to the incident. “We are still questioning witnesses to identify the suspects,” said Dwiyono. Baswedan has previously been targeted while investigating high-profile corruption cases, including one linked to procurement of driving simulators that implicated then National Police traffic chief Insp. Gen. Djoko Susilo in 2011. Police arrested Baswedan in 2012 over an old allegation that he shot a thief in 2004 while serving as a police officer in Bengkulu. Indonesia’s Ombudsman found that the case was marred by irregularities and alleged that it was fabricated to prevent Baswedan from completing his investigation. Last year, he was hit by a car while riding his motorcycle to the KPK office in Kuningan, South Jakarta. Baswedan is currently leading an investigation into the electronic identity card (e-KTP) project that allegedly caused an estimated IDR2.3 trillion in state losses. As many as 70 high profile government officials and House of Representatives (DPR) members, including DPR speaker and Golkar Party chairman Setya Novanto, were named in a KPK indictment read out in court. In a trial hearing on 30 March, Baswedan testified that graft suspect Miryam S. Haryani had told him five DPR members had threatened her so that she would not report to the KPK that she and several other politicians had received illicit payments from the project. KPK spokesman Febri Diansyah confirmed earlier today, Tuesday 11 April, that the commission last night barred Novanto from leaving Indonesia for six months while investigations continue into the e-KTP case. Busyro Muqoddas, a former KPK chief, condemned the attack, adding that it was a threat aimed at weakening the anti-corruption agency.

Police Officers Injured in Armed Attack
A man was arrested after attacking Banyumas Police headquarters in Purwokerto, Central Java, earlier today, Tuesday 11 April. A police spokesman said that the man, who has not been identified as of writing, stormed inside the building on a motorcycle and hit a police officer. Another officer was also injured after the man attacked him with machete. The suspect was caught as he tried to escape. Police are investigating any links to terrorist groups.

Former Detainees, IS Followers Pose Threat: BNPT
National Counterterrorism Agency (BNPT) chief Comr. Gen. Suhardi Alius said that local governments had neglected to monitor hundreds of suspected militants who had returned to Indonesia after attempting to join the Islamic State (IS) in Syria. Alius said on Sunday 9 April that the militants posed a threat if left unmonitored and un-assisted economically. Counterterrorism authorities have long demanded shared responsibility with local governments and other agencies to monitor and provide jobs for deported militants and for at least 500 former terrorist convicts who have been released from prison. Meanwhile, the immigration office said it had increased efforts to prevent Indonesian nationals travelling to Syria by conducting backgrounds checks on passport applicants. Immigration office data shows that from January to March 2017, the office had delayed 1,300 suspicious passport applications and had suspended the departure of 300 Indonesians.

Police Ban HTI Event in Central Java
Police banned an event organised by hard-line Islamic group Hizbut Tahrir Indonesia (HTI) in Semarang, Central Java, on Sunday 9 April. Semarang Police chief Sr. Comr. Abiyoso Seno Aji said there was concern that the event at the Grasia Hotel would threaten religious harmony in the city. “I don’t want any trouble in Semarang,” said Aji, adding that HTI did not obtain a police permit for the gathering. Hundreds of members of GP Ansor, the youth wing of Nahdlatul Ulama (NU), the country’s largest Muslim organisation, surrounded the venue hours before the event was scheduled to take place. A spokesman for GP Ansor said that the organisation was strongly opposed to the event “because of HTI’s stance of rejecting the Pancasila state ideology”.

Hot Spots Detected in Sumatra
A spokesman for the Meteorology, Climatology and Geophysics Agency (BMKG) said that 15 hot spots, indicating forest and land fires, were detected in four provinces in Sumatra on Sunday 9 April. The hot spots were detected in Jambi, West Sumatra, South Sumatra and Riau. The BMKG spokesman said that the dry season is expected to begin in May and run until September.

Purnama’s Blasphemy Trial Postponed
Judges at the blasphemy trial of incumbent Jakarta governor Basuki Tjahaja Purnama today, Tuesday 11 April, decided to postpone the hearing after prosecutors requested more time to prepare their sentence demand. A member of the prosecution team said that they are still compiling evidence from witness testimonies. Judges scheduled the next hearing on Thursday 20 April, a day after the Jakarta gubernatorial election on Wednesday 19 April. A spokesman for Purnama’s legal team said that the delay is not ideal, but they would accept the decision.

PKB Backs Purnama in Jakarta Race
The National Awakening Party (PKB) on Monday 10 April declared its support for incumbent Jakarta governor Basuki Tjahaja Purnama and deputy governor Djarot Saiful Hidayat. “We support Ahok and Djarot because they have shown good performance as governor and deputy governor,” said the chief of PKB’s Jakarta branch, Hasbiallah Ilyas. On Monday, Purnama and Hidayat visited the headquarters of Indonesia’s largest Islamic organisation Nahdlatul Ulama (NU) to meet NU chairman Said Aqil Siradj. Siradj told Purnama and Hidayat they he hoped they could take into account the views of grassroots NU members.

Comment: PKB’s support will help boost Purnama’s chances in the second round of Jakarta gubernatorial election on 19 April. Previously, two factions of the United Development Party (PPP), one led by Romahurmuzy and the other by Djan Faridz, also declared their support for Purnama and Hidayat. Members of both parties are predominantly from NU which is keen to promote moderate Islam. Analysts said that support from PKB and PPP could reduce the perception that Purnama was hostile towards Islam. The pair is also backed by the Indonesian Democratic Party of Struggle (PDI-P), the National Democrats (Nasdem), Golkar and the People’s Conscience Party (Hanura).
Baswedan Team Meets at Prabowo’s House
The leaders of political parties supporting Anies Baswedan and Sandiaga Uno in the Jakarta gubernatorial election met at the home of Gerindra party chairman Prabowo Subianto on Monday 10 April to discuss the campaign. Among the attendants was the chairman of the Welfare and Justice Party (PKS) Sohibul Umam and National Mandate Party (PAN) chairman Zulkifli Hasan.

Government to Study Relocating Capital
The Minister of National Development Planning (Bapenas), Bambang Brodjonegoro, said on Monday 10 April that the ministry would complete a study on the possible relocation of Indonesia’s capital from Jakarta to another region by the end of the year. Brodjonegoro said that the new capital should be located outside of Java, adding that the strongest candidate is Palangkaraya in Central Kalimantan. President Joko Widodo had previously said that the relocation of the capital was necessary to speed up development outside Java.

TNI Stops Malaysian Optical Cable Project in Riau Islands
The Ministry of Foreign Affairs on Monday 10 April confirmed that the Indonesian military (TNI) has stopped a submarine optical cable project being undertaken by Malaysia-based communications company PT Sacofa because it considers it a violation of Indonesia’s sovereignty. The project is located in West Tarempa village, Anambas regency, Riau Islands. TNI chief Gen. Gatot Nurmantyo said that the company’s permit expired in November 2016, but it resumed operations on 23 March. The Coordinating Minister for Political, Legal and Security Affairs has forbid the company from resuming the project.

West Java: Flooding in Depok | Whirlwinds Hit Bogor
Heavy rain in Depok, West Java, on Monday 10 April caused flooding up to 50 centimetres deep in a number of areas in the city. According to the Depok Disaster Management Agency, flooding was reported on Jl. Margonda Raya, Jl. Siliwangi and Jl. Arif Rahman. Meanwhile, at least 30 buildings were damaged when whirlwinds swept through Bogor, West Java, on Monday 10 April. No casualties were reported.

Rally Held After Police Officer Allegedly Assaulted A Worker
Dozens of members of the Independent Labourers Union Confederation (GSBI) held a demonstration in front of the Tangerang Police headquarters on Jl. Daan Mogot, Tangerang (Banten), on Monday 10 April to demand the dismissal of a police officer who is alleged to have assaulted a female factory worker. On Sunday 9 April, workers staged a rally opposing the Labour Law during a car-free day event at Adipura statue in Tangerang. The incident occurred when police tried to disperse the factory workers who refused to leave. Tangerang Police chief of intelligence and security Adj. Sr. Comr. Danu Wiyata agency was reportedly seen slapping a female factory worker. Jakarta Police spokesperson Sr. Comr. Argo Yuwono said that police would not attempt to cover up any violation committed by an officer. “We will not dismiss any mistakes made by officers. This [incident] should teach us to refrain from being emotional and remain calm,” he said.

Indonesian Farmers Association Elect New Chairman
The Indonesian Farmers Association (HKTI) on Monday 10 April elected Moeldoko, the former Indonesian military (TNI) chief, as its new chairman. Moeldoko replaced Mahyudin, a Golkar Party politician and the deputy speaker of the People’s Consultative Assembly (MPR). Moeldoko will hold the post until 2020. The HKTI is considered to be one of the most sought after strategic posts by the country's elite politicians. Odd-Even Traffic Policy Temporarily Revoked
In a move to prevent further congestion on Jl. Gatot Subroto in South Jakarta, Jakarta Police and the city administration on Monday 10 April temporarily revoked the odd-even license plate policy on the Semanggi-Kuningan section of road.
