TRAVEL BAN ON HOUSE SPEAKER AMID GRAFT PROBE   COUNTRY HEADLINES
House of Representatives speaker and Golkar Party chairman Setya Novanto has been barred from traveling abroad for six months, as the Corruption Eradication Commission (KPK) continues its probe into his alleged involvement in the electronic identity card (e-KTP) project that caused an estimated IDR2.3 trillion (USD173 million) in state losses. The director general of immigration at the Ministry of Law and Human Rights, Ronny F. Sompie, confirmed that his office imposed the travel ban on Monday 10 April after a request from the KPK. Two officials from the Ministry of Home Affairs, Irman and Sugiharto, are on trial for corruption over their role in the project. Novanto was named in a KPK indictment read out in court during the opening of the trial; however he has not been named a suspect in the case. The indictment alleged that Novanto and Andi Agustinus (alsot known as Andi Narogong), a businessman and contractor for the Ministry of Home Affairs, received about IDR574 billion (USD43 million) in illicit payments. The indictment also claimed that Agustinus had lobbied Novanto and other lawmakers to approve state budget funds for the project. The KPK declared Agustinus a suspect on 23 March. KPK commissioner Alexander Marwata said on Tuesday 11 April that the travel ban on Novanto was necessary for their investigation. “The travel ban is aimed to ensure that investigators could intensify their probe into the alleged involvement between Novanto and Narogong. Investigators will focus on questioning Novanto as a witness,” said Marwata, as reported by Kompas. In the past, it has been common practice for the KPK to name someone a suspect after banning them from travelling overseas. However, Marwata said that Novanto’s status would be based on further investigations. Novanto has repeatedly denied the corruption allegations; however, he has stated that he would obey the legal process. A number of House of Representatives (DPR) members and politicians from the Golkar Party have expressed concern that the travel ban would disrupt Novanto’s duties as DPR speaker. Meanwhile, the lead KPK investigator in the e-KTP case has undergone surgery after being attacked with hydrochloric acid by two unidentified men on Tuesday. Novel Baswedan is currently being treated in hospital for an eye injury and burns to his face. President Joko Widodo has condemned the attack and instructed police to arrest the perpetrators. National Police chief Gen. Tito Karnavian said that he has formed a special team to investigate the attack. Karnavian added that police have also increased protection for KPK investigators who are currently handling high-profile cases.

Police Identify Banyumas Attacker
Police have identified the perpetrator who injured three police officers during an armed attack at the Banyumas Police headquarters in Purwokerto, Central Java, on Tuesday 11 April as Mohammad Ibnu Dar (22). Dar, who was wearing Islamic State (IS) attributes, stormed the station at around 1000hrs local time and struck an officer with his motorcycle, a police spokesman said. Two other officers were injured when Dar attacked them with a machete. Dozens of officers managed to incapacitate Dar and take him into custody. The latest attack follows a number of “reckless and amateurish” assaults staged by perpetrators affiliated with IS-linked groups. Six militants were killed and four others arrested after they attempted a drive-by shooting of police officers in Tuban regency, East Java, on Saturday 8 April.  Terrorism analyst and regional representative for the International Organization for Security and Intelligence, Rakyan Adibrata, said that the number of attacks in the past two years indicated that radicalism is growing in Indonesia; however he described the attacks as “reckless and amateurish” and said that none of the perpetrators possessed the skills typically obtained from military training.

Man Arrested Over Tuban Police Terror Attack
Counterterrorism authorities arrested a man, identified as Irsyad alias Syeh (40), at his home in Randusari village, Kendal regency (Central Java), on Tuesday 11 April. A police spokesman said that Irsyad was arrested for his alleged connection to the terrorist suspects that attempted a drive-by shooting of police officers at a traffic post in Jenu, Tuban regency, on Saturday 8 April. Police confirmed that all of the suspects involved in the attack are members of Jamaah Ansharut Daulah (JAD), a group affiliated with IS.

Police Seize Illegal Medicines 
Police discovered thousands of packages of illegal medicines during checks at Tanjung Priok port in North Jakarta on Friday 7 April. A police spokesman said that the medicines had originated from Pontianak, West Kalimantan. Four people were arrested over the haul.

Man Hijacks Ride-Hailing Vehicle  
A man posing as a passenger hijacked a ride-hailing taxi on the Jagorawi toll road in Bogor, West Java, on Tuesday 11 April. The driver was injured during the incident and dumped on the road. As of writing, police were still looking for the suspect.

Motorcycle Thieves Detained in Bekasi and Tangerang 
Police on Monday 11 April arrested two men over a spate of recent motorcycle thefts in Bekasi, West Java. A police spokesman said that the suspects had been involved in 20 motorcycles thefts since January. Police seized four motorcycles from the suspects. In Tangerang (Banten province), police arrested four alleged motorcycle thieves, injuring two of them who reportedly tried to escape during the arrests.

Police Arrest Alleged Drug Traffickers in Bogor 
Police arrested two men for the alleged production of crystal methamphetamine during a raid on a house used to manufacture drugs in Bogor, West Java, on Tuesday 11 April. Police seized drug making materials and equipment from the house. Officers are still searching for several other suspects in the case.

Homes Inundated by Flooding in Aceh
Hundreds of houses were inundated in Southeast Aceh regency, Aceh province, when flash flooding swept through four villages on Tuesday 11 April. A spokesman for the regional Disaster Mitigation Agency (BPBD) said that floodwaters had also cut access roads connecting the regency to North Sumatra province.  The floodwaters reached a height of up to one metre in four villages, namely Lawe Tua, Batu Dua Ratus, Lau Kesumpat and Kayu Mblin. A 68-year-old woman reportedly died in the flooding.

Four Vietnamese Boats Seized in West Kalimantan
The Maritime Security Board (Bakamla) apprehended four Vietnamese vessels allegedly caught fishing illegally in Indonesian waters of the South China Sea on Monday 10 April. Around 31 Vietnamese crew members were detained. A Bakamla spokesman said that they are being temporarily detained at the Pontianak PSDKP (Maritime and Fisheries Monitoring Task Force) centre in West Kalimantan.

Cement Consumption Increases in March
Domestic cement consumption increased by 4 percent in March this year to 5.02 million tonnes from the same month last year, according to data from Cement Producers Association (ASI) released on Tuesday 11 April. Cement consumption in Java increased by eight percent and outside Java by 1.5 percent. Overall cement consumption increased by one percent to 14.45 million tonnes in the first three months of the year.

Woman Acquitted of Defamation Over Facebook Post
A woman charged with defamation under the controversial Electronic Information and Transactions (ITE) Law has been acquitted in the Makassar District Court in South Sulawesi. 27-year-old Yusniar, a resident of Makassar, was initially detained and later released on bail for writing a Facebook post that offended a local politician. The charge carries a maximum sentence of six years in prison. She posted the comment a day after her parents’ home was reportedly attacked by 100 people, allegedly among the crowd was Sudirman Sijaya, a local legislative council member. The presiding judge said that Yusniar was not proven to have slandered Sijaya because she did not mention any names in the post, nor did she refer to him in any way.

Comment:  The acquittal of Yusniar is somewhat of a surprise, as guilty verdicts are very common in defamation cases prosecuted under the ITE Law. According to data from the Southeast Asia Freedom of Expression Network, 200 people have been prosecuted under the law since it was first enacted in 2008. Only two people were convicted in 2008; however that number jumped to 62 in 2015. The most infamous case involved a housewife who was handed a prison sentence for complaining about OMNI Hospital in 2009 in a private email that went viral.

Flooding Inundates Parts of Greater Jakarta
Heavy rain in the Greater Jakarta area on Tuesday 11 April caused flooding in a number of regions, resulting in significant traffic congestion. Several areas in South Jakarta were flooded at around 2000hrs yesterday. Floodwaters from 60 to 100 centimetres deep were reported in Kemang, Kebayoran Lama, Setiabudi and Petogogan Selatan. Flooding was also reported in Makassar sub-district, East Jakarta. A police spokesman said that several vehicles broke down on Jl. Wijaya Timur VI, East Jakarta, after trying to drive through the flooding. Meanwhile, the Meteorology, Climatology and Geophysics Agency (BMKG) has forecast more heavy rain in the Greater Jakarta area today, Wednesday 12 April.
