The %Complete can be calculated according to Preferences>Tasks>Attribute Calculations. See checkboxes.

As one example, the %Complete can be Time Spent divided by Time Estimate. So if the estimate is 9 hours and the time spent is 132 minutes, then the %Complete is calculated as 24%.

The %Complete for a parent of subtasks can be calculated as seen in Preferences.

The %Complete can also be used in calculating the Time Remaining - look further down on that Preferences page.

You can change the display of the %Complete value in the grid using chceckboxes under Preferences>User Interface>Tasklist Attributes.
