BUG: Filtering 'Started Now' tasks where time has default value of '00:00'

Hi Dan,

You did fix the issue for "BUG: Filtering 'Due Now' tasks where time has default value of '23:59'".
I see there is a reverse effect on start date filter

1. create a task
      - started today (no time  >>  defaulted to '00:00')
      - due today (no time  >>  defaulted to '23:59')
2. filter only on 'started now'
      >>  the task is hidden = not ok, as '00:00' is already 'started'

I won't bump the release to 7.0.9.1 in the group here. It's all still 7.0.9.
When I attempt to update 7.0.9.0 to .1 the in-app update freezes at 2%.
I dunno if this is just my system yet. Will post back here when I get it loaded.

I had to kill the update and then restart TDL and the update. But it worked the second time.
Call it a fluke.
