BUG: -cmd 32986 creates a new instance of TDL

I have a user defined tool for the command "Expand all tasks" with this properties:

• C:\Program Files (x86)\Todolist\ToDoList.exe
• -cmd 32986
• C:\Program Files (x86)\Todolist\rot.ico

Test a)

• Disable "Allow multiple instances of TDL"
• Collapse some or all tasks
• Use the UDT - everything will be expanded
• --> OK.

Test b)

• Enable "Allow multiple instances of TDL"
• Collapse some or all tasks
• Use the UDT - nothing will be expanded, but a new instance of TDL with all current files is created
  
• --> Not OK.

ps. I'll fix this first in 7.1 so we can verify the correctness so as not to risk breaking 7.0 (any further).
