Question: Polish characters problem

Hello.

Some time ago I asked a question about the Polish characters in the text. Still have problem with this.

Process:

1. File excel format with data - 3 columns-  name, data1, data2. (i am using 2016 office)
2. I press "save as"
3. Pick "CSV Comma Separated"
4.Before I pressed "Save" i pick up in Tools->Web Option->>Code-> Unicode UTF-8 (attachment)
5. I pressed 'Save'
6. Next I try it to import data to ToDoList
7. After importing i have every think OK except no Polish characters in Title (attachment)

On the screen to point 7. I turned off columns they are not significant.
How we can see ToDoList not showing Polish character correctly

What i am doing wrong ?

EDIT:

I suppose that the TDL is saved in "UTF16 - LE", you could try to save your data in this format before importing.

ToDoList does not currently support plain UTF-8.

Instead, as Peter suggested, use UTF-16.
