Grin, I do have my days, working on ideas for a world like ours where the Lord of Fairy are back and its not going to be pretty. All the worse  of the old fairy tales, not the fun kid ones, but closer to Beowulf, Red Ridding Hood (baked grandma and more), blood bathing countess, or just cap dying in blood red caps.

But itsmagic or just very high tech gone wild or VR or what?

Or the tech is so alien, its hard for anyone to see it as
"tech".

Example would be tech based on organic versus inorganics.
Inorganics such as metals and silicon.

Organic such as what our bodies used?

Magic, there is beings in our world that can cause electrical
shocks, and sonar, so why not one step beyond? Broadcast power
but not how we do it using tech based on Tesla/Marcony, but on
the Electric Eel or Bat?

The idea is that its till fantasy, but the underlying is not,
but like a VR world, its tech underneath but how we see things
is in a fantasy way? Like if Matrix was not 20th century US, but
was land of Fairy?

Magic is defined in the Fantasy category, Sci-Fi in the

Maatrix, was fantasy, but the images was tech.

His need for guns, was they real, or just a focus for his mind
to make changes?

Third option is insightful, but there would be varibles to each
aproach.
