My quest 3 isn't charging with my link cable and I've had no problem doing it with quest 2 but it just stays at the same percentage.. I haven't tried the charger the comes in the box but It should be charging.

I have the exact same issue, my quest 2 would slowly charge with the link cable connected to the PC when the headset was off. With my quest 3 connected to PC via the link cable with the headset off my battery percentage remains the same. I even left my computer on for 5 hours with no change in battery percentage. On my Quest 2 it would be fully charged in that amount of time.

If the quest 3 is not able to maintain a charge while over link cable connected to a pcie stata powered card even, then please explain what is different. Sure there is a different SoC but by no means is it noted anywhere that it's not possible to keep it charged like you could a quest 2. I could have my quest 2 at 5% at max settings and be actively playing and it will charge it up to 100 while in use even.
However there is an issue or some clear guidance explanation needs to be given on ability to charge via PC while in use. I could charge the q2 while in use up from 15% connected to PC over link cable to a pcie SATA powered card. The quest 3 however in same situation is just getting a slower discharge and that's it which is really unacceptable.
Never said they couldn't release a headset that couldn't be powered by desktop PC. My issue here is there is zero documentation noting the requirements on how to have Q3 charged while playing over link cable and then having a community manager here make the claim that the link cable wasn't designed for such for the quest 3 which just seems unfathomable....

You can set the link options on individual files and/or folders by the owner, across all owned content, or by the admin for the entire company. When a collaborator has more restrictive access to a file that that is given through a shared link, the collaborator gains the permissions provided by the link when accessing a file with the link. Email: Click Share. In the email window that appears, add the email addresses of the people you want to share with, make any additional edits, then click Send. The email option is only available when you have iCloud Mail turned on.
Copy Link: After you select Copy Link, a text box appears. Add the email addresses or phone numbers the people you want to share with, then click Share. A new window appears with the link for your file. Copy the link and send it.
Users can edit permissions for files, including setting the state of the file (published or unpublished), restrict file access to students who have the link, or schedule availability dates for the files.
When the Only available to students with link option is set, the file can only be viewed if students are given the link to the file. This option only hides files from students in Course Files. This functionality is not valid outside of the Files feature. For instance, if a file with a student visibility restriction is added to a Module or Assignment, the file can always be viewed by students. Course users who have enabled the Files notification preference will still receive a notification when a file is added to the course if the Only available to students with link option is selected.
When the student availability date restriction is set, students cannot view the file in Course Files outside of the restriction dates. If the file is linked in another area of Canvas (such as Modules or Assignments), students will be able to see the name of the file, but if they click the file, they will see a message stating that the file has been locked and cannot be viewed until the specified date. Course users who have enabled the Files notification preference will not receive a notification when a file is added to a course if the student availability date restriction is selected.
The default restriction option is to make the file only available to students with the link. The Only available to students with link option [1] makes the file available to students who are given a link to the file. The file will be hidden to students in Course Files.
While screen readers can read a full page to a user, screen reader users may prefer to instead listen to a list of links. In that case, a screen reader may only read the link text and not the surrounding text.
Colorblind users may not be able to perceive color cues. Typically, pages present links as a different color than their surrounding text. Adding underlines or other non-color indicators help users who may not see color. Users who are not comfortable with technology may also appreciate having links underlined.
In general, content editors should avoid using images as links. If an image functions as a link, the image must have alt text that conveys the location and purpose of the link. The alt text should not describe the image. Treat image links as links, not as images.
Giving links a different color from the surrounding text is common on the web. Color differences help sighted users, especially users with cognitive impairments. But, color differences alone are not sufficient for accessibility.
In general, pages should have some non-color away of conveying links. This concern applies most to links that appear alongside or within blocks of text. Links that appear in menus, for example, are clear enough because of their place in a layout.
Each browser has a different default focus style, generally a thin dotted line or faint blue ring. Browser defaults are often imperceptible, especially around image links or on blue backgrounds. As a general rule, designers should design custom focus styles. Focus styles should be noticeable and salient.
