Also if the enterprise dumps are being used to make the files then it wouldn't be possible

Because the april ones are empty

It looks like Wikimedia is starting to collect money for the service now. https://dumps.wikimedia.org/other/enterprise_html/
I need to investigate further, but it looks like there are just 15 dumps per month free of charge.
