Problems getting signature categories to display

Hi there ... I've been wrestling with this for a while, and I cannot
seem to find out what I am doing wrong. If I go into Snort
Management, select a sensor and go to Configure Signatures, I can get
it *mostly* populated, but not completely! Most important to me is
getting the local.rules to display and manage via the console ... I
have a lot of custom rules which are not getting processed.

What am I doing wrong?
