These points are of such nature that primarily political will , decision making and consensus are required AND little effort expected for execution
Some of these points which I have compiled are in bullet list format and if you don't get the entire gist , pl ignore those points for now .

There are some things so simple , can't understand what is taking ages for GOVTs to implement
e.g. Critical Traffic points to have Radar Cameras to prevent aggressive Signal jumping
This implementation does not require any investment !! Increase in Traffic fines will pay back for Camera Costs quite easily .
Companies that install Cameras , can be given share of Traffic Fines !!
