Action Needed: Support HB 2960 – Veterans Court Grant Program (House Floor Vote March 9)
Hello Veterans and Supporters,
HB 2960 – Veterans’ Court Fund; Grant Program, sponsored by Rep. Stacey Travers, continues to advance through the Arizona Legislature.
This week the bill passed unanimously out of the House Appropriations Committee, moving it forward to the House Third Read calendar for a final floor vote scheduled Monday, March 9 in the afternoon.
In addition to establishing the Veterans’ Specialty Court Grant Program, an important amendment was successfully adopted by Rep. Travers and Rep. Kupper to strengthen support for incarcerated veterans preparing for reentry.
The amendment requires the Arizona Department of Corrections to share information with the Arizona Department of Veterans’ Services regarding veterans scheduled for release within 90 days.
This coordination allows outreach and benefits counseling to begin before release so veterans can:
• Reinstate federal VA benefits
• Connect with support services
• Improve stability and reduce the risk of reoffending during reentry
HB 2960 matters for Arizona because it:
• Strengthens public safety by holding veterans accountable while addressing service-related conditions such as PTSD, traumatic brain injury, and substance use.
• Reduces repeat offenses and long-term justice system costs through rehabilitation and structured support.
• Provides measurable oversight through required program data reporting and outcome tracking.
• Honors the service of Arizona veterans by helping them transition back to stable employment, housing, and family life.
