Contribution to resolve water issue

Hi ALL,

I got an email from tenant informing about society collection of Rs. 2000/- to add a new pipe to resolve the existing water crisis.
Can anyone throw some light on this contribution and what is the proposed solution for adding new pipe?
I am willing to contribute the amount but need to know more about this additional pipe.

Any information will be appreciated.
