Reorganisation Complete; Please Read!

I've included all the possible changes from the existing proposals into the rule-set I proposed, and made it the current rules. All pending proposals are now invalid, but this major reorganisation should allow us to continue to play without having to wait for people forever. I hope we can now start to have a little fun with this, and leave teething-problems behind.

Please note that the current rules require players to spend a number of points on making a rule-change proposal. If you spend all your points, then at this time you won't be able to make any more proposals.
