Details
Title: Users may be unable to access Wi-Fi or VPN on Android devices
User impact: Users may have been unable to access Wi-Fi or VPN on Android devices that required a certificate from Microsoft Intune.
More info: Users may have been affected if they required a new SCEP certificate delivery from Microsoft Intune to access their Wi-Fi or VPN on newly targeted Android devices that didn't already have a valid certificate. Users with existing valid SCEP certificates weren't affected by this behavior and were able to access network connections as expected.
However, regardless of whether certificates already exist on the device, users on Android devices leveraging SCEP certificate profiles may have been blocked from receiving any other targeted configuration policy. Admins may have also been affected and may have seen errors in the SCEP policy console for the associated policy status in Microsoft Intune.
Final status: We've completed the deployment of our fix to roll back the previous change and confirmed through our service health telemetry that impact has been resolved.
Scope of impact: Any user or admin may have been affected by this event, and may have been unable to access their Wi-Fi or VPN on Android devices that required a certificate from Microsoft Intune.

Root cause: A recent change to the Microsoft Intune service intended to improve reliability and make certificate delivery more resilient contained a code regression, which impacted certificate delivery and led to impact.
Next steps:
- We're reviewing our feature update testing and validation methods to better identify the potential for impact to the certificate delivery process in Microsoft Intune prior to deployment to prevent similar impact in the future.
