Settlement agreed to by both parties. Bureaucracy remaining consists
of court approval (should be a slam dunk) and congressional approval
which looks to be supported by high ranking member of both parties.
Funding to come from an existing fund in DOJ and appears no new
appropriations will be required.

They set up a site for information at www.cobellsettlement.com where,
among other things a copy of the setlement can be found.

My short take on this is as follows:

$1.4 billion damages to be distributed to individuals to settle
potential claims. This is the dollar number in most news stories.

$2 billion to fix the problems. Primary issue is fractionation of
claims but developing a modern system capable of remediating the
problems that led to the lawsuit is also contemplated. As for the
surveys required to remediate, nothing specific identified though the
issue is identified 4-5 times throughout the document. Perform a
search on "survey".

My guess is this will be a huge boom for the CFEDS program if
anything. BLM Cadastral has been decimated over the last 2 decades
and I doubt it could support the needs but that's more a political
situation than anything else.

Can anybody please tell me what is the maximum possible number of DOD GPS birds visible (at one time)?

DOD birds only and for the sake of discussion, no mask, and standing at at the equator.

This question arose after 1) posing a question on a forum, 2) reading this article and then 3) this technical paper cited by the article's author wherein 4 Ph.D.s are indicating 15, a number that seems hard to swallow as I've always been led to think 12 DOD SVs was the max. My read on the Stanford paper is that it's a red herring to the question.
