I want to close a service if it is unused

to Windows NT/2000/XP Internals, Device driver ,System side programming
How can I tell if a service does not have any current users? on linux
I could use lsof to determine if a file handle was open. On windows, I
can call stop and delete on a service but I get an error if the
service is currently in use.
