moving a partition

I have xp and win98se on one hard drive that is a 40 gig. I would like
to move the win98se OS to a external 4 gig hd. I tried to do so with
Partition Magic and it denies me because it says that the 4gig hd has
no unallocated space. I thought if a hd that has been formatted and
partitioned that would be enough space...here are the numbers win98
1730.8 MB used, 283.2MB unused...the destination 4 gig drive has
3909.9 MB unused period. Does anyone know why i am denied by PM
program? Also, on the same drive that I have win98, my XP is 17331.4MB
used and 7553.5MB unused. Maybe the program is assuming I want the
entire drive, win98 and XP moved? I do not...just win98. Sorry if this
sounds confusing.
