Prevent Debris From Clogging Drains
& Polluting Water - Discard Yard Debris
Properly.
During the warm season, mowed grass and wet leaves present a challenge
to citizens. Grass, leaves and other debris swept into street
gutters, storm drains, or sewers are DETRIMENTAL TO THE ENVIRONMENT.
When it rains, the water that runs along the gutters on Howard County
streets "disappears" down the storm drains. The water does not go to
a waste treatment plant, and therefore, nothing is removed from it.
When dumped into storm drains or left in street gutters, excessive
nutrient-rich debris is washed into local streams that feed into
rivers, which drain directly into the Chesapeake Bay causing
pollution.
When citizens sweep grass, leaves and other debris into the gutters
and storm drains, the drains are clogged, rendering them ineffective
and causing localized flooding. Removing debris swept down the storm
drains by citizens prevents county highway crews from other road
repair work and incurs additional taxpayer costs.
Wet grass and leaves also present a potential safety hazard for
motorists as they can create an extremely slippery road surface.
Discarding grass, leaves or other debris onto county roads is
ILLEGAL!
(Under Transportation Section 21.111 in the Annotated Code of
Maryland, "...a person may not throw, dump, discharge, or deposit any
trash, junk or other refuse on any highway..." )
In Eastern Howard County, grass, leaves and other yard trimmings may
