Erroneous data in French nc-test2008 files.

Hi,
I am a little late for this, but the files nc-test2008-ref.fr.sgm and
nc-test2008.fr in additional-dev.tgz contains erroneous french accents
from segments 358 to 398. I posted a patch correcting the errors that
I noticed at http://wmt09.googlegroups.com/web/nc-test2008-ref.fr.sgm.patch.
