View it in your browser.   English follows Hebrew   סיור ייחודי – גנים לאומיים במזרח ירושלים, תוכנית מתאר - נבי סמואל 1. סיור ייחודי – גנים לאומיים במזרח ירושלים ביום שלישי 24 לספטמבר בשעה 10 בבוקר, חול המועד סוכות, נקיים סיור בגנים הלאומיים של מזרח ירושלים. במהלך הסיור נעסוק בשאלות כמו: מה הקשר בין גן לאומי לסכסוך פוליטי? מדוע ירושלים, ובעיקר מזרחה, היא העיר בעלת השטח הנרחב ביותר של גנים לאומיים? כיצד משמשים אתרי העתיקות והחפירות הארכיאולוגיות כלים במאבק על התודעה הציבורית – ואמצעי להשתלטות על אדמות התושבים הפלסטינים? הסיור כולל ביקור בגן לאומי 'סובב חומות ירושלים', בחפירות הארכיאולוגיות של עיר דוד והכפר סילואן, נסיעה לשכונת א-טור וביקור בגן הלאומי 'עמק צורים' והגן הלאומי המתוכנן 'מורדות הר הצופים'. משך הסיור כארבע שעות והוא כולל נסיעה באוטובוס בשכונות מזרח העיר וקטעי הליכה קלים. מקום מפגש ופיזור: חניון גן הפעמון בירושלים להרשמה יש לשלוח מייל עם שם, לציין 'סיור גנים לאומיים', מספר משתתפים וטלפון לדואל: to...@alt-arch.org תרומה מומלצת לכיסוי חלקי של העלויות: 50 ש"ח (או איש כאשר ידבנו לבבו) גן לאומי עמק צורים ושכונת ואדי ג'וז 2. תוכנית מתאר לנבי סמואל בניוזלטר הקודם פרסמנו מידע על הכפר הפלסטיני נבי סמוויל ואתר העתיקות נבי סמואל, הנמצאים מצפון לירושלים. את המידע שריכזנו בדו"ח על נבי סמואל תוכלו לקרוא בקישור המצורף לחצו כאן. בחודש יוני פרסם המנהל האזרחי תוכנית מתאר חדשה לכפר. תושבי הכפר זקוקים בדחיפות לתוכנית מתאר לפיתוח תשתיות, להרחבת בתיהם ועל מנת ליצור חלוקה מסודרת בין שטחי בנייה פרטית, ציבורית וחקלאית-מסחרית. ללא תוכנית כזאת, עתיד הכפר נמצא בסימן שאלה. אולם התוכנית המוצעת מתעלמת לחלוטין מהתושבים וצרכיהם ומתמקדת באתר העתיקות. על פי הצעת המנהל האזרחי ייבנה בו שטח תיירותי, הכולל מסעדה, מרכז מבקרים, חנות מזכרות, חדר משמר (למה צריך?) ועוד. הכניסה לאתר תהיה מהצד הקרוב להתנחלות הר שמואל במקום הכניסה כיום, שבקרבת הכפר נבי סמוויל. תושבי הכפר, יחד עם עמק שווה, הגישו התנגדות לתוכנית מכמה סיבות עיקריות: 1. טענה לאפליה – פיתוח אתר העתיקות בשטח של אלפי מ"ר, בעוד שלתושבי הכפר אסור לנטוע עץ על אדמתם מכיוון שהיא נמצאת בשטח הגן הלאומי. 2. אתר העתיקות הוא מקום הכפר הקדום, ועד היום המסגד ובית הקברות נמצאים בשטח האתר. העברת הכניסה לצד השני, לקרבת ההתנחלות הר שמואל, תקשה על התושבים להיכנס בחופשיות לאתר. 3. המורשת המוצגת באתר העתיקות היא חלק בלתי נפרד ממורשת הכפר. מן הראוי שהמנהל האזרחי יפעל לחיזוק הקשר בין התושבים לעתיקות בכפרם, ולא ליצירת מאחזים תיירותיים בגדה המערבית. אנו תקווה שהטענות שהעלינו וטענות אחרות, שהעלו התושבים וארגונים אחרים שהגישו התנגדויות, יזכו לאוזן קשבת. בכל מקרה אנו צופים שרק מאבק ארוך וממושך יוכל למנוע את יישום התוכנית המוצעת.     מפת גן לאומי נבי סמואל והסביבה 3. טוויטר עמק שווה נמצא בטוויטר בכתובת EmekShaveh@. עקבו אחרינו!   4. פייסבוק אתם מוזמנים להצטרף אלינו דרך פייסבוק בכתובת עמק שווה Emek Shaveh: http://www.facebook.com/EmekShaveh    ----------------------------------------------------------------------------------------------------------------------------------- ----------------------------------------------------------------------------------------------------------------------------------- A special tour - national parks, Nebi Samuel 1. A special tour – National Parks in East Jerusalem On Wednesday, 25 September 2013, 10 AM – We’ll conduct a tour of National Parks in East Jerusalem during the intermediate days of Sukkot. Issues addressed will include the connection between the national park and the political conflict; why national parks in Jerusalem, particularly in East Jerusalem, cover an area larger than in any other Israeli city; how do antiquity sites and archaeological excavations serve as tools in the struggle over public awareness – and as ways to seize Palestinian-owned land. The tour includes a visit to the Jerusalem Walls National Park, the City of David and Silwan excavations, a trip to the A-Tur neighborhood, and a visit to the “Emek Tzurim” national park, as well as the planned site for the “Mount Scopus Park.”   The tour is approximately four hours in length, and includes travel on a tour bus through East Jerusalem neighborhoods, and light walking. Pick-up and drop-off point: Gan HaPa’amon – Liberty Bell Park, Jerusalem To register - send an email with “National Parks tour” in the subject line, your name and the number of participants to:  to...@alt-arch.org Contribution to cover expenses:  NIS 50 The Emek Tzurim National Park and the Wadi Joz neighborhood 2.  Nabi Samuel outline plan In our previous newsletter, we provided information about the Palestinian village of Nebi Samwil and the Nabi Samuel antiquities site, north of Jerusalem.  The information is available in the report on Nabi Samuel at this link. In June the Civil Administration published a new outline plan for the village.  The residents of the village urgently need an outline plan for infrastructure development, to enlarge their homes and to create an orderly allocation of land for private, public and commercial/agricultural uses.  The absence of such a plan endangers the future of the village.  But the proposed plan completely ignores the needs of the residents and focuses on the antiquity site.  The Civil Administration proposes to establish a tourist area comprising a restaurant, a visitor center, gift shop, guard booth (why?), etc.  Entry to the site will be from the side near the Har Shmuel settlement, instead of the current entrance near the village of Nebi Samwil. Residents of the village, together with Emek Shaveh, have submitted objections to the outline plan, for a number of reasons:  Discrimination – development of an antiquities site on thousands of dunums while villagers are prohibited from planting a single tree because they village is in a national park. The antiquities site is located on the area of the old village of Nebi Samwil, whose mosque and cemetery still exist there.  Moving the entrance to the other side, near the Har Shmuel settlement, will make it difficult for residents of the village to freely enter the site. The heritage represented by the antiquities site is inseparable from the heritage of the village.  The Civil Administration should strengthen the connection between the residents and the antiquities in their village rather than creating tourist outposts on the West Bank.  We hope our arguments and those raised by residents and other organizations who submitted objections will be considered favorably.  Nevertheless, we anticipate that only a long, sustained struggle can prevent implementation of the proposal.
