World Braille Day: Education tools for the visually-impaired
If there aren’t enough books for all, let book shops perish,” says K
Raghuraman, co-ordinator, Karna Vidya Foundation and professor at the
Department of English, Government Arts College for Men. His sentiments
may seem rather extreme, but in reality, they are expressions of the
adversity of a visually-impaired reader. Less than half percent of
books in any library around Chennai are written in Braille,
considering four out of every thousand people in Tamil Nadu are
visually-impaired.
The introduction of accessible e-books has been a boon for such
readers, despite low levels of awareness. On World Braille Day, we
tackle an important question — where should Braille proceed? Source:

The National A for Blind 2019 has begun in Nagpur from the 5th of
January 2019. It is going to be an exciting event as top four players
from this 14-player round robin event, qualify for the World
Championship in Italy from 5th to 15th og April 2019. The favourite is
definitely five-time National Champion Kishan Gangolli, but he will be
receiving stiff resistance from youngsters Aryan Joshi. Marimuthu,
Soundarya Pradhan and others. Regular readers of ChessBase India will
remember that the 2018 edition of the National A for blind happened
because of the crowdfunding done on ChessBase India. It's a pleasant
feeling to see that the 2019 edition has kicked off without any issues
and is being smoothly organized. Check out the round one results. 14th
National “A” Chess Championship for visually challenged 2019 started
on 05/01/2019 at MLA Hostel Nagpur, Maharashtra. Top fourteen

them accessible to the differently abled.

 2. Lack of books for visually impaired at Book Fair disappoints many
Walking around the theme pavilion at the New Delhi World Book Fair,
one can spot a range of aides for the visually impaired — Braille
geometry sets, chess boards, a set of playing cards, but oddly enough,
not many books.
The visible shortage of literature for people with  disability at the
fair themed, “Books for Readers with Special Needs”, can be attributed
to the dearth of publishers working in the sector, said one of the
officials from National Book Trust (NBT).
“When we started working on this theme, we realised there was very
little work done in this sector by publishers, and that remains our
main aim -- to sensitise the publishing fraternity to address this
need,” Neera Jain, chief editor and joint director, NBT, said. Source:

3. Arushi organises 13th Car Rally for the Blind.
Arushi organised ‘The 13th Car Rally for the Blind’ here on Sunday.
Dilip Suryawanshi, MD Dilip Buildcon and Sarit Kumar Choudhary from
IGRMS were present as the Chief Guest and flagged off the first
vehicle which was driven by Aruneshwar Singhdeo and navigator Kamal
Bhamore and started the rally from DB Mall, MP Nagar, Bhopal.
Many other guests, volunteers of Arushi and staff were also present.
The Rally was supported by Amway, Directorate of Sports and Youth
Welfare, LIC, IGRMS, MP Tourism, Indian Oil Corporation and Aquarius.
The rally moved through clear roads from DB Mall to Paryawas Bhawan,
MP Nagar, Arera Hills, Jail Road, Ravindra Bhawan, Professors Colony,
Bharat Bhawan, Boat Club and ended at IGRMS. Enroute were check points
to ensure, no-one drives fast, and all traffic rules were strictly
followed.Source:

4. Nepal’s only library for visually impaired has no visitors.
KATHMANDU (The Kathmandu Post/ANN) – The floor of the National Braille
Library for the Blind is filled with books. Big, thick volumes of
books in Braille are littered all over while steel racks are
carelessly stacked with more. “These all are donated books. Different
international organisations donate books to us almost every alternate
month,” said librarian Ambika Shrestha. The National Braille Library
hosts over 25,000 English language books from a host of genres – from
natural sciences to popular fiction books, such as the Harry Potter
series to classics such as Shakespeare’s Othello to Henrik Ibsen’s A
Doll’s House. But what it fails to see is visitors. Source:

Examine foreign currencies to make rupee notes blind-friendly, HC
tells RBI. The Bombay high court (HC) on Monday directed the Reserve
Bank of India (RBI) to examine currencies of “advanced countries” like
the US Dollar, British Pound and Euro to develop features that would
make notes user-friendly for those who are visually-impaired and
blind. The RBI has been asked to submit its report to the court in two

The court was hearing a petition filed by the National Association of

were difficult to distinguish by touch, and sought directions to
include distinctive features in the new coins and currency notes.

Through this IIT-Delhi alumnus’ innovation, visually-impaired can see
pictures and diagrams. The device developed by a national
award-winning female scientist, Ankita Gulati, faced challenges in
convincing the visually-impaired and also fellow industry-players as
she was often the only woman in the events, conferences etc.
With the help of digital inclusion device, visually-impaired can
access the diagrams and pictorial content. IIT-Delhi alumnus, Ankita
Gulati has developed a device called TouchVision which narrates the
content in the picture when a visually-impaired person touches it. “A
foldable stand is used to position a smartphone camera for scanning
tactile material and pointer ring on user’s index finger is used to
read the text. The smartphone through an app provides simultaneous
audio to the user as per index finger’s location. Label and

Soon, Braille e-reader for the blind. A British company plans to
launch a Braille e-reader for blind people this year, which would
greatly enhance their reading experience and spare them from lugging
around hefty print volumes. Bristol Braille Technology hopes to launch
Canute 360, their new ‘Kindle for the blind’, which displays nine
lines of text at a time, or about a third of a page of regular print.
“This means you only have to press the forward button every 360
characters rather than every 20,” said Stephanie Sergeant, whose
company Vision Through Sound provides training for blind people and
has been working with Bristol Braille. Any text that has been
translated into Braille format can be downloaded into the Canute.

Centre proposes to hike monthly pensions for the elderly poor,
disabled and widows. Ahead of the 2019 election, the Rural Development
Ministry has proposed that the monthly pensions of the elderly poor,
disabled and widows be increased from the current ₹200 to ₹800. For
those above the age of 80, the proposal is to increase the pension
from ₹500 to ₹1,200 a month. The Ministry has submitted the proposal,
which would have an additional annual cost implication of ₹18,000
crore, to the Finance Ministry to be considered for inclusion in the
interim Budget to be presented on February . “The proposal is being
scrutinised for the possibility of inclusion in the Budget speech,”
said a senior official of the Rural Development Ministry, which
administers the National Social Assistance Programme (NSAP).
If the proposal is announced, the Ministry will then move the Cabinet
to approve the increase in pensions, said the official. Separately, a
study has been launched to consider doubling the number of people
covered by the scheme, a promise originally made in last year’s
Budget. Source:

Ropar in Punjab has developed an Android App “Roshni”, using image
processing and analytics.

Soon, voter enrollment form to come in Braille.
                                                 Ever hear of an
application forms for voter-list enrollment in braille? As part of its
accessible election drive, the Election Commission (EC) will soon
launch braille versions of electoral list related activities including
the application form for  enrollment. The measure will be executed on
the National Voters’ Day, January 25, in West Bengal’s South Dinajpur
district.
Till now, the visually-challenged voters had to depend on others to
fill up the voter list enrollment form and forms for corrections in
voter identity cards. With the launch of braille enabled versions of
such forms they will be able to fill the  forms by themselves,” a
senior EC official told DH.  He also said that the step is being taken
on a pilot basis and its success will determine the project's
implementation on a large scale. The EC’s drive to make elections more
accessible to  specially-abled voters started last year with the
launch of braille enabled voter identity cards as a pilot project and
since then its use has been expanded across the country. Another
unique initiative for specially-abled voters was launched in  Bengal
in May last year during the byelection for the Maheshtala Assembly
constituency in South 24 Paraganas district. Voter slips in braille
and instruction boards for specially-abled voters was launched. The EC
has also taken several measures such as making polling booths more
accessible to the specially-abled by incorporating facilities
including ramps for wheelchairs and dedicated staff for assistance.
“The steps are not just to make elections  more accessible to the
visually-challenged voters but also to send out a social message of
inclusiveness,” the official said.

Paytm modifies app to make it accessible for blind, low vision users.
Be it booking a cab to ordering your weekly supply of vegetables,
Paytm is used by many people in India, and has emerged very quickly as
one of India’s leading mobile payment companies. It's tagline of Paytm
Karo promises a hassle free experience to users across the board.
Not all users, however, with many blind and low vision people
reporting that the app was inaccessible, an issue that NewzHook has
reported on extensively.
Paytm has finally taken note of those complaints and has come out with
an updated 8.1 version that specifically addresses the issues faced by
people with visual disabilities. This is thanks to the efforts Mumbai
lawyer Amar Jain, who persisted in the face of constant stonewalling
from the company.
Jain, who is visually impaired, did not give up, going to the extent
of approaching the Securities and Exchange Board of India(SEBI) and
Masayoshi Son, Founder-CEO, Softbank, which has invested in Paytm to
ensure that his voice, as well as those of thousands from the
community are heard.
The thing to remember is that Paytm was at one point usable, if not
fully accessible on IOS and Android. Apparently, while the developers
coded it the same way some changes happened at the OS level and it
went from usable to un-usable. This was a while back and I started
working on this three-four years back. - Amar Jain, Lawyer. Source:

Punjab: Visually impaired students set to march in Republic Day
parade. As many as 27 students, and a visually impaired teacher,
Pooja, who leads them, are part of the special marching contingent of
the Patiala School for Blind. As the command of “Dahiney dekh’ (eyes
right) comes loud and clear, 11-year-old Veerpal smartly turns to look
towards the saluting stand. However, neither he nor the 26 other
members of the marching contingent can see. They are all visually
impaired students of the Patiala School for Blind practising to take
part in the state-level Republic Day parade. These 27 students, and a
visually impaired teacher, Pooja, who leads them, are part of the
special marching contingent of the Patiala School for Blind.
Rehearsing hard along with the Punjab Police, National Cadet Corps and
other school contingents for the state-level parade, these students
are equally excited to be able to present a salute to Chief Minister
Captain Amarinder Singh, who will review the parade on January 26.
As the Deputy Superintendent of Police, leading the parade, gives a
call to march, these 27 students in the age group of 11-17 smartly
turn right in a column of threes and pick up plastic pipes which
enable them to march in a single file. An able-bodied teacher
accompanies the marching contingent to be able to give them direction

TouchVision brings pictures alive for people with visual disabilities.
From poorly trained teachers to lack of accessible reading materials,
the exclusion faced children who are visually impaired is evident in
multiple ways.
It also denies them the freedom of pursuing subjects of their choice,
especially those that rely on the use of diagrams or images, like
science, maths and geography.
Something law student Maitreya Shah was acutely aware of right through
his years in school.

Notes of  empathy.
CHENNAI: In January 2017, when we met Vasanth Raghuvir, managing
trustee of the Shakti Foundation ahead of their 27th annual fundraiser
concert, she shared a positive observation with CE, “The ‘pity factor’
towards persons with disabilities (PwD) is slowly fading away. Another
perceptible advancement is that a lot of young PwDs have got married
to able-bodied persons. They share work, run households and also work.
Acceptance is slowly growing in society. It’s not sympathy that they
need but empathy.”
The Shakti Foundation has been one of the primary organisations in the
city crusading for this change and championing the cause of the
differently abled. Source:

Boundaries get blurred. They get even thinner when we live with a

Setting a benchmark for inspiration.
KOCHI: Kerala Blind School Society (KBBS), Aluva has proved that
disability will not be a deterrent in achieving one's dream by bagging
the overall championship once again in the state special school fair
held at Kasargod. The school, established in 1962, has been winning
the coveted title every year and hasn't given away the first place in
the state-level band competition for the last 21 years. The school
which became aided in 1995 is managed by a governing body of an
18-member-committee constituted by the CSI Marthoma church. "Our
school has set a benchmark by winning many laurels at the national
level. Recently, a student secured third place in All India Reading
competition held in  Delhi on the World Braille Day," said Jiji
Vargheese, principal, KBBS.   Currently, the school has more than a
hundred students and 22 staffs in total. In order to get admission,
the student has to submit a medical disability certificate which
proves they are visually impaired above 40%. Apart from teaching
curriculum based on state syllabus, the school focuses on improving
reading and writing skills in Braille. It also provides orientation
and mobility training to encourage students to explore the world. The
school also have instructors for craft, music, band, and physical
training. "We follow the ratio of one teacher for five students to
actively engage them in different activities. With continuous efforts,
we have won the ever-rolling trophy in sports competition for disabled
students, organised by Lions club," added Jiji.

 Capable even if disabled.
An institutional display of pure and simple discrimination dressed up
as legal reasoning is unacceptable
One of the darkest moments in the American disability rights movement
was the American Supreme Court’s decision, in 1927, upholding the
forced sterilisation of a mentally infirm woman, reasoning that it
helped get rid of those who would sap the state of its strength by
swamping it with incompetence. Similarly, in India, the Supreme
Court’s ruling last Tuesday, in V. Surendra Mohan v. Union of India,
has to be regarded as one of the darkest in India’s disability rights
movement. Source:

Gear up for the friendship rally.
Partner with a visually-impaired navigator and drive your way to the finish line
No driver likes being told how to drive by a passenger, but those
behind the steering wheel at the O2 Car Rally this weekend are all for
it — drivers will have no idea what the route is, and will be
dependent completely on their visually-impaired navigators.
“The route will be typed out in Braille and handed out right before
the race,” says Dipti Bhatia, CEO of National Association for the
Blind’s (NAB) Tamil Nadu chapter. The association has been organising
the race for the last 29 years — 2019 will be it’s 30th edition.
Bhatia recalls winning the rally in its first edition: in fact, her

1. News-
CHENNAI: Following the decades-old tradition, the National Association
for the Blind in association with O2 Health Studio organised a Car
Rally for the Blind on February 3 at Savera Hotel. The first rally was
held in Mumbai, and Chennai followed in 1989. Even after decades, the
objective remains the same. It is still one of the most inclusive
sports events for the differently-abled.
Each car has a driver and a navigator who are mutually dependent. They
are accompanied by not more than two more team members. The sighted
driver depends totally on the visually challenged navigator for the
route which is handed over to them in Braille. This has to be read out
by the visually challenged navigator. The rally lasts a little over
two hours and takes the participants through Chennai’s roads. As speed
and timing play an important role, the third member of the team has to
do the calculations while the fourth member co-ordinates the
proceedings. Source:

Visually impaired and blind voters will be provided with braille voter
slips in the Lok Sabha elections due this summer. Braille is a script
with raised dots that can be read with the fingers by people who are
blind or who have low vision. It is a tactile reading and writing
system used by blind and visually impaired people who cannot access
print material. As part of its strategy framework for ‘accessible
elections’, the commission has told all chief electoral officers to
issue accessible photo voter slips with braille to voters who are
visually impaired or blind. Source:

1.    ‘Respect, empathy for the visually impaired main requisites for a scribe’
Chitralekha Vanamamalai for volunteer-scribe Padmini, service is for
pure soul satisfaction and nothing else in this world can give her
that satisfaction. A resident of Virugambakkam, Chennai, for the last
two decades, she has been helping many visually challenged persons
pass examinations. Speaking to News Today, Padmini said the job of a
volunteer scribe does not end with writing the exam for them but many
a time it is more than that. Citing a incident, she said, “A student
wanted a lesson in Tamil and I had to search for that particular book.
But that book was in English and I translated the text into Tamil. It
took nearly a week for me to search and complete the work.” To be a
scribe, it needs many skills, including being punctual and having good
vocabulary. While writing an examination for a visually-challenged
person, one should not write what s/he knows, but try to get the
maximum out of the candidate. Respect and empathy for the
visually-impaired person is another main requisite for a scribe, she
points out. Padmini can be reached at 91760 21017.

2.    Brilliant Odisha Initiative Helps Visually-Impaired ‘See’ Our
Majestic Heritage!
On February 3, the Mukteswar temple in Bhubaneswar opened its doors to
a group of visually impaired students who got a rare chance to explore
and experience the architectural grandeur of the erstwhile Kalinga
empire. “I had read about the Mukteswar temple when I was a high
school student, but as a part of this heritage walk, I got to
experience its art, architecture and cultural history,” said Sipu
Nayak, one of the students after the walk. This walk was the idea of
Nituranjan Dash, who is the general secretary of the Centre for Youth
and Social Welfare (CYSW) in Odisha, and the part of a greater
initiative titled India Heritage Walk Festival. The festival, a
collaboration between Sahapedia and YES Arts & Culture, has been
dedicatedly working to ensure that India’s cultural legacy becomes
more popular and accessible. The students, who had come from different
parts of Odisha were supplied with braille books containing tactile
images as well as information on history and architecture of the
10th-century temple. Jitu Mishra, a renowned archaeologist, provided
valuable insights to them. In an interview with The Better India,
Nituranjan spoke about about how his brainchild became a tangible
reality. “Museums and heritage sites are a reflection of our society
and culture, and their vast collection of artefacts are a storehouse
of memories. Many of us take them for granted, but it was during my
research on disability rights in Odisha, that I began to wonder if all
museums and heritage places could become more accessible for people
with special needs,” says Nituranjan. He was also inspired by Siddhant
Shah, a heritage architect and access consultant with UNESCO who
specialises in bridging the gap between cultural heritage and
disability. In fact, Shah’s organisation, Access for All, has been
working towards making Indian heritage sites disable friendly. “India
is taking exemplary initiatives to propel the SDG (Sustainable
Development Goals) agenda forward, but we cannot achieve them without
also becoming more inclusive. We are in the 21st century, and with the
revolutionary innovations that keep emerging in the tech and creative
arts sector, it should not be very difficult for vulnerable groups to
gain access to our rich cultural heritage and introduce them to a
whole new world,” states Niturajan. Niturajan and his team have
several plans in the pipeline to further their goal.

I. Some recreational activities for visually impaired people
Thanks to technology, the range of recreational activities available
for people with visual disabilities are many. Visually impaired people
must look at the choices that are available and choose that suits
their interests most. There are community programs as well where
people can meet others socially.
For Simran Chawla, a beauty pageant winner, dancing is among her
favourite recreational activities.
Here are some recreational activities that visually impaired people could look:
·       Craft and culture - Are you good at dance, theatre or music?
Identify what suits your interest and go for it. Going to the movies
with community members is also a lot of fun. Just make sure the
theatre is accessible for visually impaired people. PVR Cinemas for
instance has taken many steps to make theatres in some cities
accessible to people with various disability types. Download the app
or visit the website to find out the theatre closest to you.
·       Sports and games - Sports keep you healthy and fit and you
hear of many visually impaired people taking up activities like
running and swimming. You can also hire a personal trainer. Swimming
is also a great way to keep physically fit.
·       Gardening - Nature in itself is therapeutic. It can provide a
wonderful sensory experience as well. To make gardening fun for
visually impaired people, you can use pots and plants with sensory
borders. There are professionals and experts who can guide you. Make
sure that everything is kept at an accessible place that is easily
available at your fingertips.
Penav Mota, a blind law student, swears by cricket to stay fit and to
de-stress. "After my studies, I hardly get any time for recreation.
But having your own free time and doing something is very important. I
play blind cricket, and that is one of the best recreational
activities that I indulge in".
So, what are you waiting for? Check out all these options to figure
out what suits you best.

BrailleGuwahati: For the first time, the Class X state board exams —
beginning on Thursday — will have question paper in Braille. This time,
there are 13 blind candidates appearing for the exam from five
examination centres in the state. The general science question paper
will be offered in Braille. While visually challenged candidates
appearing for the boards under the Board of Secondary Education, Assam
(Seba) have to appear for all six papers, the syllabus for general
science and general maths they follow are different. Seba controller
of examinations Nayan Jyoti Sarmah told TOI that the board plans on
introducing Braille for other papers as well. For the time being,
however, the education board will continue the older system of
providing the assistance of a scribe for writing the answers. “Under
the new system, blind candidates will be able to read the question
papers in Braille mode and then dictate the answer to the scribe. But,
since many blind schools in Assam are yet to put ample emphasis on
Braille, we haven’t taken a decision to do away with the old system in
place for blind candidates. If they feel hesitant to read the question
papers in Braille, the scribe will read it out for them,” Sarmah said.
Introduction of the tactile reading and writing system used by the
blind and visually impaired, who cannot access print materials, is
aimed at boosting confidence of the candidates whose eye sight can
hinder their job prospects in future. Despite securing a 100% success
rate in the matriculation exam under Seba in last 10 years, the
visually impaired students of the state have struggled to get jobs,
which the board’s officials attributed to a lack of expertise in
Braille. “The blind candidates, who have been appearing in the Class X
state board examination conducted by Seba have been doing fairly well.
None of them have failed, at least in the last 10 years. But
unfortunately, their performance in the exams start declining after
matriculation. This interruption can be attributed to lack of
knowledge in Braille. Moreover, for blind candidates, the introduction
of Braille system in the first major test of their life will also give
a major impetus to their preparedness for appearing in interviews for
jobs, where expertise in Braille is a must,” Sarmah said.Source:

3. Look Out, Look Within - in Print, Braille and Sign language

Mumbai: White Print, India’s first English Lifestyle Magazine in
Braille launches ‘Look Out, Look Within’ – a story book in print,
braille and sign language.
“Through White Print and Tactabet, we’ve strived to encourage and
promote Braille literacy to the depths of our country and it has been
an immensely gratifying learning process for us. We’ve come to realise
that there is a great need to shift existing perceptions and
pre-conceived notions about the lives of the differently abled, among
adults and more importantly so, children. Keeping this in mind, we
felt it was imperative to address the subject of an ‘inclusive’
society and sow this seed of thought at a young age in the minds of
children. We wanted to make sure we widen the reach of our message of
an inclusive society and hence, have made the book available in Print
(English), Braille (English) and Indian Sign Language. We’ve
distributed complimentary Braille copies of the book to 100 schools in
the country.” says Upasana Makati, Founder, White Print.

Look Out, Look Within is a children’s storybook (Age group 5+) that
celebrates the friendship of two little girls, both wonderful and
special in their very own right. Mia is unable to see the world with
her eyes but explores it with her super senses of being able to touch,
hear, feel and smell. Anya, her best friend enjoys learning about the
world in an enriching and different way thanks to Mia. The book opens
their world of fun and learning to the readers.

I. Disability rights body seeks Health Minister's intervention to
overturn guidelines that discriminate against MBBS aspirants
Angered by the Medical Council of India (MCI) callous and
discriminatory attitude towards disabled medical aspirants, the
National Platform for the Rights of the Disabled (NPRD), has written a
strong letter to J P Nadda, Union Minister for Health & Family Welfare
(MoHFW) registering it’s protest.
A cross disability organization of disabled people with a presence
across many states, the NPRD has slammed what it has called “the
continuation of certain blatantly discriminatory attitudes in the
matter of admissions to MBBS”.
The revised MCI regulations bar people with locomotor disabilities
above 80% from being admitted into the MBBS program. It also
discriminates against people with blood disorders and chronic
neurological conditions, with a disability of over 80%.
All of these go against the directions of the Supreme Court is an
earlier case relating to a student in Haryana who was denied
admission. Not only that, they go against the MoHFW’s own amendments
regarding admission of students with disabilities.
The letter also says that in framing the guidelines, “certain
preconceived notions and prejudices were patently visible. We had also
underlined that it was drafted without proper application of mind,
oblivious of the best practices worldwide and divorced from the
reality that advances in science and technology have become great
enablers”.

II. First ever sound ball tennis workshop in Mumbai for people with
visual impairments
What is sound ball tennis you may ask? Well, it is a sport for people
with visual impairments. Similar to tennis and played with a modified
ball.
Sound ball tennis is played indoors using rackets and sponge balls
that make sound when in motion. The rattling sound made by the balls
is followed by the players. The game takes some practice and technique
is such that players need to stay agile and focused on the sound the
ball makes while using hand moments to hit the ball.
Sound Ball Tennis is quite popular in other countries particularly the
United States, parts of Europe and Mexico, but is still testing waters
in India. The International Blind Tennis Association (IBTA) regulates
sound ball tennis across 18 member countries and also organizes
competitions at international levels.

III. Review petition challenging 50% vision, hearing disability limit
for judge's post to be filed next week
The Supreme Court bench order stipulating a 50% disability limit in
hearing and vision impairment for the post of civil judge is all set
to be challenged.
Next week, Advocate V Surendra Mohan plans to file a review petition
seeking that the order be placed before a larger bench.
Advocate Mohan was held ineligible for the post of civil judge by the
bench of Justices Ashok Bhushan and K M Joseph as he has a 75% vision
disability. The bench was hearing his appeal against the Madras High
Court’s dismissal of his writ petition challenging the Tamil Nadu
Public Service Commission (TNPSC)’s order that only someone with a
40-50% vision and hearing disability was eligible.

join more orchestras. The ‘Haptic Baton’ contains sensors that pick up
even slight motions. These are then transmitted via radio signals to
vibrating devices attached to musicians’ wrists or ankles.

Number of voters up by 8.4 cr: EC
The number of  people eligible to vote in the Lok Sabha polls
beginning next month has increased by 8.4 crore as compared to the
2014 general election, and this includes 1.5 crore “young voters” who
are in the 18-19 age group and will exercise their franchise for the
first time. The total electorate in the country this year has
increased to approximately 90 crore compared to 81.5 crore in 2014.
According to the Election Commission (EC) these “young voters”
constitute 1.66 per cent of the total electors. The EC had allowed
enrolment of “transgender persons” with gender mentioned as “Others”
in the electoral rolls since 2012. The number of voters enrolled in
this category is 38,325. The EC will set up nearly 10.35 lakh polling
stations in the country, as compared to nearly 9.28 lakh set up during
2014 polls. This marks an increase of 10.1 per cent.
“The increase is largely due to rationalisation of polling stations,
which the Commission undertook in the recent years,” the EC said.
Nearly 39.6 lakh electronic voting machines and 17.4 lakh paper trail
or voter verifiable paper trail machines would be used in these
polling stations. These include reserves. One control unit and at
least one ballot unit where buttons are placed constitutes EVM.
This time, the visually impaired and blind voters will be provided
with braille voter slips to cast their vote. Braille is a script with
raised dots that can be read with fingers by people who are blind or
who have low vision. It is a tactile reading and writing system used
by blind and visually impaired people who cannot access print
material.
As part of its strategy framework for ‘accessible elections’, the
Commission has told all chief electoral officers to issue accessible
photo voter slips with braille to voters who are visually impaired or
blind. The braille enabled slips were used in recently held assembly
elections too. EVMs already have the braille feature. The ballot paper
pasted on the machine with name and symbol of candidates is
braille-enabled. The EC also plans to provide braille election photo
identity cards to visually challenged voters across the country.
The Lok Sabha elections will begin on April 11 and continue for over a
month till May 19 across seven phases. The counting of votes will be
held on May 23, the Election Commission announced on Sunday,
kick-starting a mega electoral battle.

For visually challenged students, looking for scribes is only adding
to examination stress.
80 such students in Mysuru will be appearing for their degree
examinations in April
Like his classmates, Divakar, a student of Mahajana First Grade
College in Mysuru, is preparing for the crucial final semester
examinations scheduled to begin in April. But, as a visually
challenged student, he is finding it tough to arrange for a scribe who
will have to put on paper all that he has studied.
Scribes are not easy to come by, and the hunt for one is not only
sapping his energy, but also adding to the examination stress. “We
move heaven and earth to locate a scribe. English-medium students
cannot afford to engage a scribe who writes in Kannada. We don’t find
suitable candidates even if we are ready to pay for their
transportation costs,” said Divakar.

Accessible Coins for Visually Impaired Are Welcome, But the Vision Must Expand.
I guess it’s time to celebrate.
India finally has a new set of coins that are accessible to the
visually impaired. Recently released by the government, these coins –
in denominations of Re 1, Rs 2, Rs 5, Rs 10 and Rs 20 – are easily
recognisable by their distinct weight, size, touch and feel.
For me, the new coins bring back memories of the 1960s and 1970s, when
both coins and currency notes were easy to identify. Back then, the
coins had distinctive sizes and shapes while the size of currency
notes varied with value. One paisa could buy you a candy, an orange
bar would cost 10 paisa, a bottle of Coke was 40 paisa and one dollar
was valued at a mere Rs 7.50.
Those were days when visually-impaired people like me could transact
with confidence and freedom. Source:

Election Commission makes voting accessible for disabled in Karnataka.
BENGALURU: Election Commission in the state has received registrations
of four lakh physically disabled voters and has left no stone unturned
to ensure their voting process is hassle-free.
Chief Electoral Officer (CEO), Karnataka, Sanjeev Kumar told The New
Indian Express that visually impaired voters will be provided with
Braille-enabled voter slips and voter guides. The visually impaired
and blind voters will also be provided with the candidate list, that
will be written in Braille. They will also have candidate symbols in
braille. Special buses will also be provided to all the physically
challenged voters, which will be ferried from their home to the voting
booths. Earlier, very few differently abled persons would go to vote,
due to lack of facilities. We have taken enough care in whatever way
possible to ensure that physically challenged persons don’t have
problem while casting their votes,” Sanjeev Kumar said. Like last
year, the ballot paper pasted on the voting machine with the name and
party symbol of candidates would also be braille-enabled, he
explained.
“The provision of pick-and-drop facilities for the physically
challenged during elections is a new move, and we will also be
providing wheelchairs at polling stations,” he said.
Moreover, the Election Commission will be appointing sign language
interpreters at the booths.
Appreciating the efforts, Swayamveda Narayan, a physically challenged
person said, “I am so glad these measures are being taken by the
central government to help people like us. There is no discrimination
and we don’t feel helpless when such arrangements and facilities are given.”
Member of Karnataka Welfare Association for Blind, Radhika NS, said,
“Move to ferry us to the polling booth is an excellent facility. I
just hope we are allowed to bring at least one family member or helper
along with us to be there in the bus.”  Poll personnel are also
trained and sensitised regarding the needs of persons with
disabilities.

Rising Star Tours & Travels is helping visually impaired people
experience the magic of new places
Travelling is an experience that requires considerable planning. The
best laid plans can fall apart if there a change of weather or delay
in flights/trains, a factor that tends to put off many blind and low
vision people from planning a holiday. Something Amit Jain is trying
to address by organizing tours exclusively for people with vision
impairments.
Jain, founder of Rising Star Tours & Travels, a Delhi-based company,
has organized three such trips since December last year and is
planning the fourth in May.

These tactile books help children with visual impairment.
By turning the pages, and touching and feeling its elements, children
with visual impairment see the world in a new light
A three-year-old girl was on a bus in Chennai with her mother. When it
pulled up at a stop, someone outside called out “Mylapore poguma?”
(Will this bus go to Mylapore?) The girl instantly sat up straight.
She asked her mother excitedly, “Is he going to buy rubber bands,
bindi, and hairclips there? You get them in Mylapore. Can we go there,
too?” Visually-impaired, her idea about the markets of Mylapore was
based entirely on a storybook she’d read. Her mother recounted the
incident to Namita Jacob, founder and director of Chetana Charitable
Trust, who brought out the book. To date, it is amongst the most
heart-warming feedback Chetana has received. Source:

reproductive system helps girls understand puberty
When 13-year-old Reema’s mother told her to change her clothes, she
was confused. She had bathed and worn a freshly washed dress just
moments ago. When her mother told her that her clothes had blood
stains, Reema was only more confused. She could not see the stains,
being visually impaired, and she could not understand why she should
be bleeding when she had not injured herself in any way. Her mother
tried to explain to her that this was a monthly occurrence in a female

to Bombay High Court.
The Reserve Bank of India (RBI) on Friday told the Bombay High Court
that it is in the process of making a mobile application to aid
visually impaired persons to identify Indian currency notes. Chief
Justice Naresh Patil and Justice N M Jamdar were hearing a petition
filed by the National Association of the Blind (NAB), seeking
directions to include distinctive features in new coins and notes for
easier identification by the visually impaired.
Justice Jamdar told the lawyer appearing for the petitioner: “RBI is
doing their work but meanwhile the association should also look for a
software expert till then, it will serve the purpose. You should have
your own private mobile application, why wait for RBI?” Source:

The World Health Organisation (WHO) estimates that there are over 1.3
billion visually impaired people, of which more than 36 million are
blind. Home to the world’s second largest population, blindness is no
stranger to India. According to a report by Centre for Sight, one of
every three blind people is an Indian. The country is home to over 30
per cent of the world’s blind population—an estimated 12 million.
While technology advancements can be leveraged to cure blindness,
there is an impending need for doctors, government agencies, NGOs and
healthcare companies to collaborate to bring these benefits to more
people across the social spectrum. Source:

Wrong attitudes, not disability, barrier to inclusion’
At a film screening of the climb, members of the expedition say the
experience opened up their minds
There were 13 people on screen, summiting Mount Kilimanjaro, at an
altitude of 5,895 metres. There were nearly a 100 people in the hall,
cheering them on, clapping each time they surmounted an obstacle,
shedding a tear at their struggles, rejoicing in their bonding.
Extraordinary effort
This was no ordinary expedition. The 13 climbers were a mix of people
with visual impairment and their sighted partners, who were on India’s
first inclusive climb to Kilimanjaro in Tanzania in September last
year. Their experiences have been captured in a film called Unseeing,
which was screened at the Mysore Association auditorium in Matunga
last week.

Election Commission introduces ballot paper in Braille for
visually-impaired voters.
To make elections more inclusive, the Election Commission has
instructed the chief electoral officers of all the states to print
ballot paper in Braille for visually-impaired voters.
Uttar Pradesh chief electoral officer L Venkateshwarlu has directed
the district electoral officers to make arrangements for Braille
voting ballot paper to ensure their participation in the Lok Sabha
elections beginning April 11.
“There is a sizable section of visually-impaired voters that can use
Braille. For the first time in the country, the Election Commission
has instructed all the state electoral officers to print Braille
ballot paper,” said Venkateshwarlu.
According to officials, the Uttar Pradesh Divyang Kalyan Nigam has
been instructed to print about 10,000 Braille ballot papers.
“This is a unique exercise. The state is preparing the names of all
Braille proficient visually-impaired people who are eligible to cast
their vote,” an official familiar with the matter said. “Divyang
Empowerment Directorate in Nishatganj has written a letter to the
Braille Press, Nishatganj, to print special ballot paper. Each sheet
prepared for polling stations will be certified by the Commission of
Disabilities of the state concerned,” said Ajit Kumar, director of
Divyang Empowerment Directorate.
“We look forward to an election this time where many visually-impaired
people will be able to cast their vote on priority without any
assistance. This will give a boost to their self-respect. The Braille
ballot paper will be of great help in making election process more
inclusive,” said Prof Rakesh Chandra, an educationist. Source:

Delhi: For visually impaired, voter IDs in Braille.
It was a bittersweet moment for the family of a visually impaired girl
from East Delhi who received a braille voter ID card Thursday. Kavita
Kumar (19) was one of the 50 visually impaired people from the area,
including a few first time voters, who collected the card from Chief
Electoral Officer Ranbir Singh at an event at Kashmere Gate.
Amidst the celebrations aimed at increasing election participation of
persons with disabilities, Kavita’s father Rajinder (52) broke down.
“We have been turned away by every school we approached for her
admission,” he said.
The school that Kavita last studied in did not have proper facilities
to support visually impaired people, the father alleged. Source:

Disabled friendly? Physically challenged persons continue to face
problems at booths
While efforts have been made to improve facilities at polling booths
for persons with disabilities, there was quite a bit of disappointment
reported by such persons with regard to their voting experience.
Voters with disability had to tackle issues such as steep or
non-existent ramps, lack of railings along the ramps and unreachable
EVMs and VVPATs.
M. Kamaraj, a differently-abled activist, complained of inadequate
facilities. “At my booth in the police colony in Anna Nagar, I had to
hold the railings and climb. We were promised facilities better than
the previous elections, but I found that it was much worse,” he said.

News-
Online series Safe Cooking offers lessons specially for visually
impaired people.
Are you a visually impaired person who wants to pick up some basic
tips in cooking? Well, help is online in the form of a series called
Safe Cookingon YouTube.
The brainchild of Sushmeetha Bubna, founder of Voice Vision, a
well-known NGO for blind people, the series aims to empower people
with visual impairments. Bubna is also the series host. The first
episode is already out and focuses on the theoretical aspects of
cooking.
As a visually impaired person, Bubna is always looking for ways to
teach people from the community essential life skills that are needed
to be independent.
“My mother taught me the basics of cooking at a time when my vision
was still intact”, says Bubna. “So, I knew the hands-on skills needed
and after I lost my vision, I built on that and gathered information.
What I found is that many visually impaired people have a passion for
cooking but are not encouraged to learn”.
In the videos, Bubna guides the participants, all students of SIES
College, through basic skills, including an orientation of the
kitchen, hygiene tips, chopping, making rotis, etc. Amit Jaiswal, a
third year BA student at the college, says he found them useful.
“I was there as a trainer as I am used to cooking at home”, says
Jaiswal, who was forced to learn when his parents had a family
emergency to attend to and left him alone at home. “I ran out of money
for food after some time and decided to start by learning how to make
tea”, says Jaiswal. “That was the start to learning more. “
Jaiswal believes this is a skill all visually impaired people must
learn. Yes, sighted people can do it easily but that should not
discourage us. It is important to be careful especially when it comes
to handling hot things like oil, but today there is kitchen equipment
available like chopping machines and electronic cookers which make the
process safer and easier”.
Bubna feels learning these skills reduces the dependency on others.
“These are things one should know. Not everyone can afford a cook or
have access to assistants while cooking.”
For Husna Shaikh, whose mother does not allow her to cook at home, the
sessions were an opportunity to practice her skills. “I also learned
how to make tea, rotis and to use equipment like vegetable choppers
and electronic cookers. I feel much more confident of my abilities in
the kitchen now", says this second year BA student.

1.    ‘Respect, empathy for the visually impaired main requisites for a scribe’
Microsoft, world's largest technology giants, has always been torch
bearers of inclusion. Last year, Microsoft had launched the Xbox
Adaptive controller for people with disabilities. Now, the tech giant
is all set to design an Xbox Controller with Braille for visually
impaired people. This is truly going to revolutionise the way visually
impaired people access video games. Reportedly, Microsoft has already
filed for a patent for a game controller that will have Braille inputs
and outputs. Preetham Sunkavalli, who is visually impaired, works with
a leading automobile company. Sunkavalli says that this new device is
definitely interesting.

 2.     Don't Say Cannot: He may be blind, but he can text faster than you
Edwin Khoo, 43, surprises friends with the speed at which he types on his phone.
The reason? He's been blind since birth.
"When I correspond with friends, sometimes they ask me, 'eh Edwin why
you type so fast ah?'" shares Edwin Khoo, 43. "It's because of the
braille input in the phone. Sometimes I can reply even faster than
sighted people."
Edwin, a braille transcriber, cannot perceive any light or colour and
his world is enveloped in darkness. So since young, he has honed his
sense of hearing, and picked up braille and the use of text-to-speech
technology.
For him, the game-changer was having braille input on a touchscreen
phone. "10 years ago, who would have thought a blind person can use a
phone without physical buttons? But this touchscreen mimics a braille
keyboard and translates my input into words that you can read," Edwin
shares.

Dear All,
Greetings from the National Eyeway Helpdesk!
Please, follow below the Daily Eyeway Alerts:

NEWS
Sightsavers helped 65-year-old Shoba to undergo a cataract removal surgery.
Shobha, a 65-year-old daily wage worker, is a resident of the
Alipurduar district in West Bengal. Thrice a week, she would walk up a
hill to collect dry leaves and branches for fuel. One day, she felt
her vision blurring out, but paid no heed. That was until she was
diagnosed with cataract.
“Healthcare services in this locality is poor. I got lucky by
attending the screening camp organised as part of the Rural Eye Health
Programme. That’s when I got to know that I had an eye ailment.
Sightsavers was kind enough to help me undergo a cataract-removal
surgery. Now, I am able to see clearly,” she says.
India is home to a third of the world’s blind population. The country
has about 12 million individuals with visual impairment as against the
global total of 39 million according to a report published by the
National Programme for Control of Blindness (NPCB). Despite this, when
it comes to accessibility of education, healthcare and employment, the
visually impaired are cut-off. Only 29.16 percent of the blind in
India are part of the education system as per a survey conducted by
the National Council of Educational Research and Training(NCERT). The
same survey points out that only 6.86 percent of schools have access
to braille books and audio content.
The World Health Organisation (WHO) says some of the major causes of
blindness are cataract and refractive errors, which are preventable 80
percent of the times but lack of awareness and poor access to eye care
in India make the situation tough.

Expanding possibilities for the visually impaired
Imagine not being able to see as you walk down the bustling alleys of
a metropolitan city or trying to get admission in an educational
institution, or even attempting to crack a job interview given the
discrimination and many prejudices. Sightsavers offers a variety of
programmes to ease these difficulties, as well as strengthen
healthcare and promote inclusive education. The enterprise runs many
eye health programmes. The Rural Eye Health Programme, also known as
Netravasanth, targets 68.84 percent of Indian population residing in
rural areas. It has a five-year programme that came to effect in 2015,
and is focusing on setting up eye care centres for screening and
treating cataract.
The School Eye Health Programme, called Vidyajyothi, was launched in
2014 to improve learning outcomes in government schools. Raahi, the
National Truckers Eye Health Programme was initiated to help truck
drivers keep a better eye on the roads. “One in every four truckers
have a distant vision problem, and nearly half of them need spectacles
to be able to see clearly. This initiative aims to help them get
access to eye care services and drive safely. We have set up vision
centres, pop-up outreach camps, and eye screening stalls across
locations where truck drivers stop to rest or unload cargo,” Jatin
says. Quality education and access to appropriate learning tools for
the blind still remain a far-fetched dream in India. The Inclusive
Education Programme attempts to break this cycle. Sightsavers is
equipping blind students in government schools with free assistive
devices, audio books and learning material in braille. Besides, the
programme imparts training for teachers and support staff in order to
enhance learning outcomes of children.
“Poor eye health hampers the academic performance of students. We
provide facilities like free eye check-ups, provision of spectacles to
correct refractive errors, and even conduct awareness sessions about
the importance of eye health. In this way, eye ailments are nipped at
the bud,” explains Jatin Tiwari, Corporate Fund Raising (CFR),
Sightsavers India. The Urban Eye Health Programme, or Amrutha Drithi,
was started in 2014 to cater to the urban slum population. Sightsavers
works with the Ministry of Health and Family Welfare as part of the
National Urban Health Mission to provide healthcare services like eye
screenings, retinopathy, and corrective treatment. “The Social
Inclusion Programme empowers the visually impaired to be able to lead
an independent and fulfilling life. We help them to earn their daily
bread by conducting skill development sessions and offering vocational
training. We also work with the government to implement changes at the
policy level for better inclusive practices,” Jatin notes. All these
initiatives have their presence across the states of Chhattisgarh,
Madhya Pradesh, West Bengal, Odisha, Rajasthan, Uttar Pradesh, Bihar,
and Jharkhand.
