BENGALURU: Deepa V. Nayak secured 92% in her SSLC exam. For a student with
visual-impairment this is a big feat. A student of Ambubai Residential
School for Blind Girls, Ms. Deepa spent a considerable amount of time after
school at Mitra Jyothi, a foundation in HSR Layout that assists the
visually impaired. She would prepare for the exam with the help of the
audio and Braille books available at the centre.

Established in 1990, Mithra Jyothi has been behind many such success
stories. Madhu Singhal, the founder and managing trustee of Mithra Jyothi,
is visually impaired herself. “The visually impaired should be respected
and should be looked at as equals. We want to bring in this equality. The
real challenge starts once they go for higher education. There aren’t much
resources available. We are working towards providing them with study

Around 40 visually challenged children from Ranga Rao Memorial School for
the Disabled will participate in the mass yoga demonstration on at Mysuru
Racecourse on Wednesday.

A yoga teacher appointed by the district administration has been training
the students and more than 1,000 employees of Cycle Pure Agarbathies for an
hour every day.

It takes more skill and planning for a teacher to train visually challenged
students. The instructions should be clear, concise and direct, giving an

Doors of higher secondary education open for visually impaired.

THIRUVANANTHAPURAM: The General Education Department has issued orders
giving conditional permission to admit visually impaired students in the
state’s higher secondary and vocational higher secondary schools. The order
also lays down the admission procedure to be followed for such students by
the Directorates of Higher Secondary Education, Vocational Higher Secondary
Education and the State Council for Educational Research and Training

ACTIVISTS TERM TAX CUT ON DIVYANG DEVICES EYEWASH.

Activists representing people with disabilities (PwD) have termed as
eyewash the Government’s move to cut down tax from 18 per cent to 5 per
cent on some essential devices for the sector under the new GST regime.
They said the inclusive society as envisaged under the Centre’s ‘Accessible
India’ Campaign is possible only if all the appliances are exempted from
tax.

They reasoned that as poverty and disability are interlinked in India and
many disabled in rural areas are below poverty level (BPL), even this 5 per
cent should go. Around 5 per cent of the population has some sort of
disability. Apart from an increase in prices, it is also felt that it will
force such people to use poor quality devices or further push them to
poverty.

Delhi-based disability rights activist Satendra Singh said PwD pay all the
taxes still they can’t access transport, education, employment and
information because of inaccessible infrastructure.

‘The Government which is making tall claims of making India Accessible is
all set to levy tax for the first time on the eyes, ears, limbs of PwD
i.e., Braille, crutches, wheelchairs, hearing aids,” Singh said. Currently,
all these appliances and devices are currently exempt from all taxes like
Sales Tax/ VAT/ Excise/Customs. Source:

HYDERABAD: With the Central Board for Secondary Education (CBSE), for the
second time in two years, issuing a circular stating that schools
affiliated to it must appoint special educators as part of inclusive
education, the Special Educators Forum of India (SEFI) has sent two
representations to the Kendriya Vidyalaya Sangathan and the Navodaya
Vidyalaya Samithi. By a circular which was issued two weeks ago, the board
has once again directed all schools to promote inclusion of students as per
the provisions of the Persons With Disabilities Act 1995 and in conformity
with the National Education Policy. The Rights of Persons with Disabilities
Act, 2016 also mandates inclusive education for children with disabilities

Kerala auto driver’s blind son secures 98% marks in CBSE exams.

Ajay R Raj, a visually impaired student from Thiruvananthapuram, emerged as
the all-India topper in the differently abled category of the CBSE Class
XII board examinations, by scoring 98 per cent marks.

Ajay, a student of the St Thomas Higher Secondary School in the capital,
topped the category with an impressive score of 490 out of 500. The son of
an autorickshaw driver from Kozhikode, Ajay has been suffering from
diminishing eyesight from his fourth standard onwards, caused due to venous
insufficiency. However, he was determined to not let the condition pull him
down in life.
A student of the humanities group, Ajay used to record all the lectures
from school and store it in his phone and laptop. He would listen to them
whenever he found free time. Ajay had studied at a Malayalam medium school
in Thottipalam up to his Class X, which he had passed with high marks as
well. He then opted for CBSE syllabus at St Thomas HSS, and took to English
medium learning like duck to water.

*Karnataka’s Shekhar Naik, who became the first blind cricketer to be
conferred the Padma Shri, talks about the game*

The year 2017 has been a momentous year for blind cricket in India. After
having won the inaugural T20 World Cup for the Blind title in 2012, India
captured the second too, beating Pakistan in the final in early February.

What was also special was the fact that the Indian skipper in 2012,
Karnataka’s Shekhar Naik, was awarded the Padma Shri on the eve of the 2017
edition. Naik, now 31 and retired, became the first blind cricketer to be
conferred the award.

“When I started playing cricket I never imagined I would achieve such a
feat,” says Shekhar. “Looking at me now, other blind cricketers are
motivated to strive hard and achieve just like I did. I hope this honour
helps the cause of blind cricket in India.” Source:

Helen Keller, whose birth anniversary falls on June 27, is this
educationist’s inspiration. Paramjit Kaur, Principal, Braille Bhawan
Government Institute for Blind, believes that visual impairment is nothing
more than a form of ‘limitation’. “Being visually challenged is a
limitation – nothing more. Anyone can have a limitation. There’s no need to
be ashamed of any limitation for which you are not responsible. I am not
responsible for my visual impairment. Why should I be ashamed of it?” The
best and most beautiful things in the world cannot be seen or even touched
– they must be felt with the heart. Paramjit cites Keller’s most famous
quote. Keller could neither see nor hear, yet she wrote beautifully
inspiring books. Drawing inspiration from Keller’s life of extraordinary

honoured during a function organised by the Punarjot Guldasta Eye Bank
Society here today.

The function at SCD Government College saw the visually-impaired veterans
share their words of wisdom.

Several persons, including Dr S Tarsem, Prof CL Bhalla, Netarheen
Association president Devinder Singh, Nimita Sharma and Yogesh Sharma,
professors at Government College for Girls; and Sandeep Kaur who performed
during the cultural programme were honoured.

Dr S Tarsem inspired everyone with his words. His vision kept decreasing
till he became completely blind due to a genetic problem by the age of 31,

Training in computer skills for visually challenged.

It would concentrate on basic and advanced computer skills.

It is a misconception that a visually impaired cannot lead another visually
impaired person, said G.A. Peter Kishore, principal of Andhra Loyola
College, here on Wednesday.

He was addressing the inaugural meeting of a month-long computer training
organised by the college.

He said the trainers from a Bengaluru-based NGO Enable India, Siva Sankar;
Lakshmi Narayana and Raghu — all visually challenged — would impart
computer skills to a batch of 30 visually impaired students from the
college and its neighbourhood.

Siva Sankar said the training would focus on basic and advanced computer
skills that will enable the students to read, write and think independently.

He suggested that the training programme be extended to other districts and
said the department would support it. Fr. S. Melchior and Dr. G Sambasiva
Rao, college vice-principals of the Degree section , Fr. Ch. Vana
Chinnappa, vice-principal of the Intermediate section participated. Source:

The Ministry of Social Justice & Empowerment, Department of empowerment of
persons with Disabilities, Government of India is going to organize a
national competition for the youth with disabilities to meet the global IT
challenges in young generation of disabled at National Institute of
Technology, Kurukshetra. It will be a two days competitive program from
July 20 –July 21, 2017 in which disabled candidates of various categories
from different parts of India will
participate to show their talent in the field of information technology and
e-learning. The winner from each category may get a chance to represent
India in Global IT Challenge for Youth with
Disabilities 2017 in Vietnam in September, 2017. All expenses of which will

14,500 special children to get supportive aids.

Those diagnosed with autism to be treated at six centres

The Sarva Shiksha Abhiyan (SSA) is planning to complete the distribution of
supportive aids to 14,500 differently-abled schoolchildren in the district
by August. A.K. Abdul Hakkeem, district programme officer, SSA, said here
on Sunday that hearing-impaired and visually-impaired children were given
special attention this time. “They were broadly categorised into four
groups – fully deaf and partially blind; partially deaf and fully blind;
fully blind; and fully deaf,” he added. Some of their problems could be
cured through corrective surgeries. “As many as 7,500 students will be
distributed spectacles. Those having hearing problems will be subjected to
audiogram tests and will be given hearing aids,” Mr. Hakkeem said. Source:

Agarbattis light up the lives of visually impaired.

Nagpur: Sonali Nandkumar, 38, who is partially blind, lost some courage
when less marks in banking exams meant she would not get a job there. "They
told me that exams would be re-conducted once the new government takes
over, but I failed to clear those too," says the BA graduate. However, like
the silver lining to dark clouds, Nandkumar found employment last month at
NGO Atmadeepam Society's new Agarbatti Project. Nandkumar had never seen an
agarbatti machine before and was unsure whether she would be able to do it.
But after training for a month, she now boasts of making 7-8kg agarbattis

The Center for Women’s Development Studies (CWDS), New Delhi is engaging in
an action research project titled ‘Violence against Women and Girls with
Physical Disabilities in India: Understanding the Issues and Promoting
Legal Empowerment’. Professor Renu Addlakha is the project director of this
two year research-cum-advocacy project being funded by the South Asia
Women’s Fund (SAWF). The project has a two-fold agenda:
a. To conduct empirical research on the topic of violence against women and
girls with physical disabilities (including sensory disabilities) in India.
This work would enter the public domain in the form of presentations at
seminars, conferences and publications.
b. To develop a legal literacy training manual for empowerment of girls and
women with physical disabilities (including sensory disabilities). This
manual would be distributed among NGOs, schools, colleges, corporate and

At the 17th convocation of the International Institute of Information
Technology-Bangalore (IIIT-B) held on Sunday, 269 candidates were part of
the graduating batch.

Vidhya Y., a visually-challenged student, was the topper of her batch in
Masters of Science in the Digital Society. She bagged a 3.82 out of 4 CGPA.
She has done her internship with Microsoft Research and now wants to work

Never-say-die attitude is what made them winners.

BENGALURU: It was no easy journey for Sheikh Tanveer Asif to success in
UPSC exams. Overcoming numerous odds, this candidate from Kalaburagi
secured the 25th rank.
It was his second attempt at the exam. Asif said as he was preparing for
both state civil service and IAS exams, he was unable to dedicate his time
fully to the national level exams.
An engineering graduate from MS Ramaiah Institute of Technology of
Bengaluru, he stayed in Delhi for two years to prepare for UPSC exams
during which his family had to manage with his father’s pension of `14,000,
said Asif.

For Kempahonnaiah, who secured the 340th rank, it was no small feat for
someone with a visual impairment. He hopes to bag an IAS posting with his
score.
This achiever had to drop out of school when he was in class 4 when his
visual impairment began aggravating. Later, he joined a school for the
visually challenged in Mysuru. Then on, there was no looking back for him.
He went on to pursue his degree from Maharaja’s College and post-graduation
from KSOU. Currently, he is working as a lecturer in Mysuru’s Ontikoppal

Devices for disabled taxed at discounted 5% rate: Govt

The central government on Tuesday refuted Congress leader Rahul Gandhi's
charge of GST rates being "insensitive" to the disabled, saying a
discounted 5 per cent levy will bring down prices of assistive devices for
physically-challenged and promote domestic manufacturing.

From Braille writers and Braille paper to wheelchairs, talking books,
Assistive Listening Devices (ALD) and implants for the severely
physically-challenged, as many as 22 items for them will attract a Goods
and Services Tax (GST) of 5 per cent.

The rate was kept at 5 per cent because the inputs and raw material like
steel used for manufacturing these assistive devices or equipment attract
18 per cent GST.

Since the final consumer tax is lower than the tax on inputs, a domestic
manufacturer can claim refund, Revenue Secretary Hasmukh Adhia said adding
if the GST tax rate was zero it would have meant that domestically
manufactured equipment would have been uncompetitive as compared to

million elderly people. Despite of knowing these facts and figures, there’s
little that’s being done to cater to the special needs of these sections of
the population. Moreover, in this digital age, multiple applications and
information portals help us plan seamless experiences when it comes
to travelling and exploring, adding to our social life. However, what about
the social life of persons with disabilities and the elderly?
It is close to negligible – firstly, a disabled-friendly infrastructure is

Hongkong based Help the Blind Foundation
having its Indian office in Chennai has announced scholarship scheme for
blind boys and girls for various states. Last date for submission of
applications 31st August, 2017. Abstract of the letter from the Foundation:

It has been decided that the applications have to be submitted
by students to college coordinators/volunteers at respective centers.
Foundation will NOT consider any application received directly
from student.We will process the applications from colleges from
those centers where we could find volunteers. We can accept applications
from Jodhpur in Rajasthan, Chandigarh in Haryana , Lucknow and Varanasi in
UP and Bhopal ,Indore in Madhya Pradesh in addition to Delhi. Students

CR TO BEGIN SMS HELPLINE FOR HANDICAPPED PASSENGERS

The Central Railway plans to start a new helpline system to redress the
grievances of the handicapped passengers and cancer patients. Following
complaints from handicapped passengers that they were not getting adequate
help when they called the helpline number 9004411111, the CR is all set to
implement a new system where passengers just need to send an SMS on this
number, which will then be forwarded to the concerned department.

“The SMS-based helpline will be set up in a couple of days, and be ready
for implementation,” said Divisional Railway Manager of CR, Mumbai
Division, Ravinder Goyal. Asked about the difference between the existing
helpline and the proposed helpline, the officer said, “Sometimes, it is not
possible to make a call. In such a case, when we get a message (on the
helpline) it will be transferred to the concerned department for as

Congress vice-president Rahul Gandhi’s allegation that the government has

District library to get funds under central scheme.

The District Central Library in the city will soon get funding under the
National Mission on Libraries, an initiative of the Union government, for
improving infrastructure.

Disclosing this here on Sunday, A.P.Sivakumar, District Library Officer,
said Rs. 70 lakh had been sanctioned under the programme. Of the total
funding, 75% would be contributed by the Centre and the rest by the State
government.

A conference hall would be established at the library under the initiative,
apart from taking up some outreach programmes. Besides, assistive devices
for persons with disabilities would also be acquired.

Earlier, speaking at the inauguration of a training programme on Access and
Use of Digital Talking Book for Visually Impaired, organised by the
District Central Library and Rotary Club of Tiruchi Elite, Mr.Sivakumar
pointed out that the library had taken up various initiatives to impart
necessary skills and encourage youth and persons with disabilities. The
library would extend all necessary support for persons with disabilities,
he said.

This Delhi-based group of visually impaired students performing acrobatic
yoga are an inspiration.

It’s an age-old saying that when you don’t have one of your senses, the
others are exponentially heightened. One such example of this adage would
be the amazing kids from Delhi-based Yoga Artist Group — a group of
visually impaired students who perform acrobatic yoga under the training of
Hemant Sharma, a social activist and a yoga teacher.

When Sharma started teaching the children four years ago, he was expecting
them to take time learning the postures. He was in for a surprise, however.
“The concentration levels in these students are higher than regular
students, who naturally tend to be distracted by so many other things. So,
they learned the postures faster than I thought they would,” says Sharma.

New York, July 13

Tech giant Microsoft has released an iPhone app, including in India, that
uses Artificial Intelligence (AI) to help the blind and visually impaired
see world around them like never before.

The free ‘Seeing AI’ app can read out short snippets of text, describe
people, identify products and currency denominations, and take a stab at
identifying the objects in a person’s surroundings.

Using a smartphone camera or a pair of camera-equipped smart glasses, the
app can identify things in your environment — people, objects, and even
emotions — to provide important context for what is going on around you.

It is a Microsoft research project that brings together power of cloud and
AI to deliver an intelligent app, designed to help you navigate your day,
Microsoft said. The app relies on iPhone camera, backed by Microsoft’s
machine-learning and image-recognition algorithms, Seattle Times reported.
It is available in the US, Canada, India, New Zealand and Hong Kong.

2. GOVT TO REGULATE FUNCTIONING OF OPTICAL SHOPS.

With optical shops mushrooming at every nook and corner of the country, the
Government has, for the first time, moved in to regulate their functioning
to ensure a standard of "sanitation, hygiene and professional practice".

The Union Health Ministry has set up a panel to deliberate issues like
whether the optical stores have the requisite qualification to provide
ophthalmology services or for that matter, whether computerised eye tests
at most of the optical shops can be relied upon. Presently, these shops are
guided by the State Commercial Establishments Act with no check on the
quality or standard of the human resources running them.

"We are talking to all the stakeholders in the industry including
associations concerned from eye care industry besides optometrists and
ophthalmologists and opticians from government and private sector to
deliberate the issue and recommend provisions for regulation of the optical
stores," said Dr Atul Kumar, Chief and Professor of Ophthalmology at Dr RP
Centre, AIIMS. Delhi.

In India, usually, the eye care sector is represented by ophthalmologists,
optometrists and opticians, the last two operating at the optical stores.

Professor shows the vision to make way for job to the hearing impaired.

3.COIMBATORE: Even as the State government has ordered a vigilance probe on
the recent recruitment done by the Bharathiar University, a visually
challenged Assistant Professor at the Social Work department of the
University, resigned saying it should have been reserved for a hearing
impaired. He added he did not want to continue in a post that belongs to
someone else.

P Ven­­ka­t­e­s­an, who was appointed in November 2016, has sent copy of
his re­signation letter to the HoD FX Lo­­­v­e­l­ina Little Flower, as per
the university rules. The varsity is yet to accept his resig­na­tion.

“He had not reported for work for the past two days,” said
Vice-Cha­n­c­e­llor A Ga­­­n­a­pathy. “He has sent copy of his

50 monuments in Gujarat to have Braille signboards. Summary: This as
Archaeological Survey of India (ASI), Gujarat circle, is set to install
braille signboards at around 50 monuments in the state for explaining their
historical and cultural significance to the visually-impaired visitors. “It
is a good initiative, but along with Braille signboards, miniatures of
monuments should also be placed somewhere so that the blind can touch and
feel them. To encourage them and disseminate the accurate historical
information to them, we have decided to put up Braille signboards at major
monuments in Gujarat,” said Anil Tiwari, Superintending Archaeologist, ASI,

The Shanta Memorial Rehabilitation Centre (SMRC) observed its 32nd
foundation day here on Tuesday. Prior to the programme, talent hunt
competitions were organised among children with disabilities of 10 special
schools of the twin city of Bhubaneswar and Cuttack. About 200 children had
participated. Social Security and Empowerment of Persons with Disabilities
Department Secretary Niten Chandra and renowned disability activist Jeeja
Ghose graced as guests and felicitated 20 children of different schools for
their talent.Ghose delivered the 5th Ashok Hans Memorial lecture and
presented a documentary on her life story. Visually-impaired Sanyasi
Behera, who got OAS recently, was also felicitated on the occasion. Among
others, Centre for Women’s Development Studies worker Renu Adalakha, Tata
Institute of Social Sciences, Mumbai’s Associate Prof Sandhya Limaye,
Psychologist Ratnaboli Ray, Institute of Development Studies, Kolkata’s
Assistant Prof Nandini Ghose and first visual impairment comedian Nidhi
Goyal were present.

Few differently abled at counseling.

At the ongoing counselling at Anna University, response from persons with
disability has been poor. This year, following an order issued by the
government, the university authorities had increased the number of seats
reserved for candidates with disability to 5% of the total allotted seats.
This amounts to around 8,000 seats but only 233 candidates had applied.
Candidates with speech and hearing impairment, visual impairment and
orthopaedically handicapped persons alone had applied, said Tamil Nadu
Engineering Admissions 2017 selection secretary J. Indumathi. The
university had opened up seats for candidates with autism, intellectual
disabilities, specific learning disability, mental illness and multiple
disabilities. “The government order was issued in the beginning of June and
each category has been allocated 1% reservation but candidates have not
applied,” she said. For the first time the university had also introduced
the use of battery car for candidates to be transported from the main gate
to the venue of counselling. It had provided 23 wheel chairs at the
entrance of the hall. As many as 62 candidates remained absent. Only 20 of
the 25 hearing impaired candidates; 24 of the 30 visually impaired
aspirants; 118 of the 178 eligible orthopaedically disadvantaged candidates
participated in the counselling. Eighteen candidates skipped counselling
and 162 were allotted seats. Candidates chose ECE, CSE and Mechanical

Treat the differently-abled as the “most treasured”
passengers, the Delhi High Court on Monday told the Railways which it
blamed for a visually impaired man missing his M.Phil entrance exam as he
could not board a reserved coach since it was locked from inside.

A Bench of Acting Chief Justice Gita Mittal and Justice C.Hari Shankar
noted that the youth tried to reach Delhi on July 3 for the exam to be held
on July 5, but could not as he first did not get a confirmed seat. On July
4, when he arrived at the station, the train was running late. When the

NDMA seeks Kerala's help to make disabled people disaster-ready.
KOLLAM: It was a special occasion for Kerala when it became the first
state to launch a disaster preparedness training programme for persons with
disabilities. That was in May 2016. A year after, the state is again in the
limelight.
The National Disaster Management Authority (NDMA), which is in the process
of chalking out guidelines for training the differently abled on survival
skills in times of natural disasters and other emergency situations, has
decided to seek the help of the Kerala State Disaster Management Authority
(SDMA) in preparing it.
Meanwhile, Kerala SDMA says it is gearing up to launch district-level
training programmes for the differently abled in the state. Around 200 such
people from each district will be covered under this. “Yes, it’ a proud
moment for us. We were the first state to roll out a disaster preparedness
training programme for differently abled. We had also released a handbook
mentioning the training module and other related information. It might be
because of this that NDMA has asked us to join the panel which will prepare

Visually impaired honoured for making a mark in their lives at SCD
Government College.
Ludhiana, June 27
Visually-impaired persons, who have made a mark in their lives, was
honoured during a function organised by the Punarjot Guldasta Eye Bank
Society here today.
The function at SCD Government College saw the visually-impaired veterans
share their words of wisdom.
Several persons, including Dr S Tarsem, Prof CL Bhalla, Netarheen
Association president Devinder Singh, Nimita Sharma and Yogesh Sharma,
professors at Government College for Girls; and Sandeep Kaur who performed
during the cultural programme were honoured.
Dr S Tarsem inspired everyone with his words. His vision kept decreasing
till he became completely blind due to a genetic problem by the age of 31,

The phone never stops ringing at Pallavi Acharya’s house. It’s not hard to
understand why: the 35-year-old has taken up the responsibility of
arranging scribes for close to a 1,000 visually impaired students across
Karnataka. In the last two years, Ms. Acharya, who is a consultant with the
NGO Youth for Seva, has arranged scribes for 2,500 examinations for more
than 350 visually impaired persons.
Ms. Acharya is a blessing to visually impaired students in Karnataka.
Students from places such as Bengaluru, Mysuru, Mandya, Bagepalli,
Hubballi, Dharwad, Koppal, Mangaluru, and Kalaburagi come to her. They have

Colour-blind flatworms can still choose between colours.
Bengaluru-based researchers have found that flatworms, which are highly
averse to light and move away from it, have the ability to discern
different colours despite being colour-blind. Unlike humans who have three
colour-sensitive photoreceptors for red, blue and green, flatworms have
just one type. The study also found that flatworms were able to move in
response to long wavelength ultraviolet light even when the head was cut —
proof that the worms could sense light even without their eyes and brain.
The two light-sensing responses — brain-mediated network and
eye-independent response — seen in flatworms (*Schmidtea mediterranea*)

Visually-impaired city cyclist to go on Manali-Khardung La cycle
expedition.
In August 2016, Divyanshu Ganatra, a visually-impaired adventure enthusiast
set out with a sighted captain to pedal from Manali to Khardung La in the
Himalayas, a length of 550 kilometres that the team completed in just eight
days. He became the first blind tandem cyclist to accomplish the feat.
For Divyanshu, this was just a beginning and he decided to plan the annual
tandem cycling expedition on the same route. On the heels of last year’s
success, this year’s edition of ‘In Sync M2K2017’ which is Manali to
Khardug-La has drawn the participation of visually impaired, sighted, as
well as amputee cyclists from across India and beyond.
Cyclists are as diverse as one can imagine, with professions ranging from
corporate giants to language teachers, from the armed forces to
motivational speakers. The age bracket ranges from around 15- to about

ALL INDIA MADANLAL KHANDELWAL BRAILLE ESSAY COMPETITION 2017
The readers must be aware of the fact that Mr. Madanlal Khandelwal had
always thought and contributed for the betterment of the blind brothers and
sisters of India despite living abroad for years. His thoughts and ideas
were creative. He was not a preacher, but he certainly wanted to prove his
worth. It is true that he always
lived a saintly life. Therefore, the Confederation has been organizing
Braille Essay competition to commemorate his contributions for the last
five years. This competition was organized in different languages last
year, namely, Hindi, English, Marathi and Tamil. But it has been noticed
that we are not getting enough entries from the schools/participants. As a
result, justice is not done to such a great personality. Therefore, the
national Executive Council of the Confederation, in its recent meeting,
has decided the following:
The age limit for the junior group would be reduced from 25 to 18 years of
age, so that school-level students are not challenged by college students,
and they can participate with open mind and heart.
Any person who is 19 or more can participate without any hesitation in the
senior group.
It was decided that name, address etc. will not be included in the word
limit of the essay.
The minimum word limit of the essay for senior group shall be 800, and
maximum limit shall be 1000 words. For junior group, minimum word limit
shall be 500 and maximum word limit 700.
The essayist will have to ensure the accuracy of Braille,
diction, suitability of style, and interesting presentation of the
mentioned facts while writing the essay.
The essay submitted should be original in nature, and it should not be
copied from website or any other source.
The essayist should use either Braille slate or Braille typewriter to
write his/her essay.
For junior group, the first prize will consist of Rs. 8,000, second 5,000
and the third prize will consist of Rs. 3,000. For the senior group, the
sum of Rs. 10,000, 7,000 and 4,000 will be awarded to the first, second and
third winners respectively.
The topics of the essay for the junior group will be ‘Visually Impaired
Students and Sex Education’, (‘यौन शिक्षा और दृष्टिबाधित छात्र-छात्राएं’)
or ‘which I do prefer more—books in Braille or recorded books—why”?
(‘मेरी पसन्द--ब्रेल पुस्तकें या ध्वन्यांकित पुस्तकें--क्यों?’ while the
topics for the senior group shall be ‘India's Space Research
Programme—Utility and Relevance’ (‘भारत का अन्तरिक्ष खोज कार्यक्रम--कितना
सार्थक, कितना प्रासंगिक’) or ‘Militancy in India—real causes and prevention
solutions’ (‘भारत में आतंकवाद--वास्तविक कारण तथा निदान’).
The essay should reach AICB office by 30th September, 2017.

8.8 million blind in India in 2015, says study in Lancet
*In India, there were 7.2 million blind people in 1990, which rose to 8.8
million in 2015, making the country the home of almost a quarter of the
total 36 million blind people.*
As many as 8.8 million people in India were found to be blind in 2015 and
another 47.7 million people had moderate and severe vision impairment,
according to a study published online by The Lancet Global Health journal
on August 2. Worldwide, there are an estimated 36 million people who are
blind and this is set to grow to almost 115 million people by 2050, with
the highest number in developing countries in Asia and sub-Saharan Africa,
according to the study.
Although rates of blindness and vision impairment have gone down in recent
years, the number of cases has risen as the world population has aged, said
professor Rupert Bourne of the Anglia Ruskin University in the UK who is
the lead author of the study. Between 1990 and 2015, the absolute number of
blind people increased by 17.9 per cent.
In India, there were 7.2 million blind people in 1990, which rose to 8.8
million in 2015, making the country the home of almost a quarter of the
total 36 million blind people. The Lancet study was funded by the Brien
Holden Vision Institute and included researchers from Anglia Ruskin
University, University of Oxford, L V Prasad Eye Institute in India and
others. The study also suggested that prevalence rates could see an upturn
by 2020 up to 0.50 per cent rise for blindness and 3.06 per cent for vision
impairment.
The areas most affected are developing regions. For example, 11.7 million
people who are blind lived in south Asia in 2015. Dr G V S Murthy, the
director of Hyderabad-based Indian Institute of Public Health and professor
at the International Centre for Eye Health, London School of Hygiene and
Tropical Medicine, said the number of people above 50 years had increased
by 13 per cent in India and despite a decline in the prevalence of
blindness from 1 per cent to 0.6 per cent in the country, “we still have a
large number of blind people”.
Professor Rohit Khanna, the associate director of the L V Prasad Eye
Institute, said that with most vision impairment being a result of ageing
as the population continues to grow and age, the number of people affected
has increased globally. Other key researchers include professor Vinay
Nangia, the director of the Suraj Eye Institute, Nagpur, and Dr Ronnie

2. 14,500 special children to get supportive aids.
*Those diagnosed with autism to be treated at six centres*
The Sarva Shiksha Abhiyan (SSA) is planning to complete the distribution of
supportive aids to 14,500 differently-abled schoolchildren in the district
by August.
A.K. Abdul Hakkeem, district programme officer, SSA, said here on Sunday
that hearing-impaired and visually-impaired children were given special
attention this time. “They were broadly categorised into four groups –
fully deaf and partially blind; partially deaf and fully blind; fully
blind; and fully deaf,” he added.
Some of their problems could be cured through corrective surgeries. “As
many as 7,500 students will be distributed spectacles. Those having hearing
problems will be subjected to audiogram tests and will be given hearing

A MUSICAL EVENING BY VISUALLY IMPAIRED.
Going against all odds of life, these visually impaired artists of the city
gave a scintillating performance before the Bhopalites. An enthralling
musical evening ‘Ek Shaam Umeed Ke Naam’ was witnessed by art lovers at
Bharat Bhavan on Tuesday.
The musical evening of Indian traditional music was organised by an
organisation of Volunteers for the Blind, Bhopal. The students from four
schools of the city, Blind Relief Association, National Association for
Blind, Government School of Deaf, Dumb and Blind and Kendriya Vidyalaya
performed at the show. As many as 100 students participated in the musical
concert.
The concert began with prayer song ‘Itni Shakti Hume Dena Data’. Later it
was the time for the students to showcase their brilliant talent on stage.
The entire Antarang Hall was packed with the art lovers of the city as they
enjoyed the performances of the blind artists on stage.
Later, the solo performances of Bollywood tracks made the atmosphere more
enjoyable. The tracks like Ajeeb Dastaan Hai Yeh, Rimjhim Gire Savan,
Dagabaaz Re, Chahunga Main Tujhe, Zindagi Pyar Ka Geet Hai, Badi Door Se
Aaye Hain, Dil Diya Hai Jaan Bhi Denge and even more were presented on the
occasion.
The innocence of Sufiyana music was also witnessed by the audience at the
event. The songs like Chandi Jesa Rang Hai Tera left the audience totally
enthralled.
The eye catching performance of the show was given by Taz B Tazzy T. He
performed Sufi music and the audience took the pleasure of it. He was
accompanied by Suhel Saeed on Sitar and Babar Latif Khan on Tabla.
The audiences were overwhelmed to witness the tuneful show at Antarang.

of training and employment to people with blindness, low vision and
locomotor disabilities in the sports goods manufacturing industry. The
total area this organization having is 4000 Square Feet in which the
organization has the arrangement for boarding and lodging facilities for
the trainees for 3 months after which they will be placed. Mr. Sunny
Piplani who himself is a visually impaired wants to employ unskilled
and uneducated or less educated Persons with Disabilities as the job
opportunities for them is scarce in the job market.
First of all the trainee has to undergo the training of manufacturing
sports goods like Badminton, Shettel Cocks. The trainees will be given
mobility and orientation training of of the area along with meditation
classes.

and visually impaired have little means to access it. As a way to help such
people, a group of engineers from the city have built a device that
converts online text into braille. Called Sparsh, the device uses
electro-mechanical technology that reproduces the content of a smartphone
or a computer on a rolling display in braille. Powered by a Dynamic Braille
Board or dBB, it enables streaming of digital data into its equivalent

Eye camp for visually impaired children
The District Red Cross Society organised a special eye camp for visually
impaired children at the Regional, Hospital, Kullu today. The society has
taken a special initiative in collaboration with the Sarva Shiksha Abhiyan,
Rashtriya Madhyamik Shiksha Abhiyan (RMSA), Health Department, Indira
Gandhi Medical College Administration and the Social Justice and
Empowerment Department. In this special camp, a team of specialist doctors
from the Indira Gandhi Medical College, Shimla, and ophthalmologists from
the the regional hospital examined 130 children.
During the investigation, more 18 children were diagnosed with the
possibility of treatment and surgery. Deputy Commissioner, Kullu, Yunus
Khan, who is also the chairperson of the Red Cross Society, said the main
aim of the camp was to make efforts to revive the eyesight of such
children. “After conducting medical examination by experts, if there will
be any possibility of corrective measures, the authorities will bear all
medical expenses,” he added. “If we succeed to change the lives of these
children, it will be a huge success for us in our mission. The District Red
Cross Society will provide all possible support for the surgery, other
treatments and psychological treatment of these children,” he said. He said
such camps would be organised at other places of the district in the coming

Reading software to aid blind and visually impaired.
Blind and visually-impaired people in the country can now read any printed
Nepali characters using Optical Character Recognition (OCR) software, which
was launched on Monday.
The software, developed by two IT experts from the Kathmandu University
(KU) for the Nepal Netra Joyti Sangh in financial support of the Australian
government, was launched by Australian Ambassador to Nepal, Peter Budd,
amid a function.
Speaking on the occasion, the Australian envoy said that the software would
provide the blind and visually-impaired people the much-needed and rightful
access to public information and written knowledge. World Blind Union
estimates that less than 1% published works are accessible for
visually-impaired people in developing countries like Nepal.
The software was developed by Prof Dr Bal Krishna Bal and Nirajan Panta
after two years of intensive research. The software scans printed texts and
reads them out in synthetic speech. The scanned texts could also be saved
for future reading.
OCR could help an estimated 95,000 blind population in the country.

1. Nakilat organises bowling competition for the visually impaired.
Nakilat recently organised a bowling session for the visually impaired in
co-operation with the Qatar Social and Cultural Center for the Blind.
Volunteers from Nakilat acted as guides, some of them were blindfolded
during the session to better appreciate the challenge of bowling without
the sense of sight. Bowling is one of the few sports that can be enjoyed by
people of all ages and abilities, and blind bowling has proven to be very
popular with the use of guide rails.
Nakilat Administration Director Rashid Hamad al Marri said:"We are indeed
very fortunate to be able to learn and experience, although in a small
portion, the challenges the visually impaired face and how admirably they
overcome these in their daily lives. This gathering of Nakilat employees
and those from the Qatar Social and Cultural Center for the Blind has been

It's Official: RBI To Roll Out ₹200 Notes From 25 August
*With the introduction of ₹200 notes, the problem people have been facing
due to high-value ₹2,000 notes is expected to be resolved.*
NEW DELHI -- The Reserve Bank will launch ₹200 banknotes for the first time
on Friday, increasing the availability of lower denomination currency in
the system.
The bright yellow coloured notes will hit the market just a day after the
announcement by Finance Minister Arun Jaitley that the government has given
go-ahead to the RBI to issue the new currency bill.
"The Reserve Bank of India will issue on 25 August 2017 ₹200 denomination
banknotes in the Mahatma Gandhi (new) Series, bearing the signature of
Urjit R Patel, Governor, Reserve Bank of India from select RBI offices, and
some banks," RBI said in a press release.
As per new policy on theme-based currency notes, this currency notes bear
motif of Sanchi Stupa, to depict India's cultural heritage.
The base colour of the note is bright yellow, RBI said.
Following the demonetisation on 9 November last year, the Reserve Bank had
introduced ₹2,000 notes as also new ₹500 notes with additional security
features.
The move led to shortages in the system, putting pressure on small
denomination currency, mainly ₹50 and ₹100.
Now, with the introduction of ₹200 notes, the problem people have been
facing due to high-value ₹2,000 notes is expected to be resolved.
For visually impaired, the front side of the note will have intaglio or
raised printing of Mahatma Gandhi portrait, Ashoka Pillar emblem, raised
identification mark 'H' with micro-text Rs 200, four angular bleed lines
with two circles in between the lines both on the right and left sides.

initiative to support, encourage, help and enable those who are disabled by
enrolling special students in the 'Handicap Enabling Cell'.
At present, there are 17 students enrolled under this cell and 16 are
pursuing graduation, while one is a post-graduate student. Students not
only from the district, but from the neighbouring states are also studying
under this cell.
Anita Sharma, who heads the cell, said the cell was started in 2000. The
number of students increased when the college received a grant from the UGC
for audio-visual aids.
"Now, we have proper audio-visual aids for them. A separate Braille corner
in the library has also been developed, where visually challenged students
read newspapers and magazines. A ramp was specially made for these students

Blind, yet in perfect sync
“We can’t see the color of our costumes. We can’t see you all. But we can
see your expressions through our hearts,” said Taraka Ramudu one of the
dancer among the five visually challenged dancers who gave an extraordinary
performance arranged by the Department of Language and Culture, Government
of Andhra Pradesh on Sunday evening at Ghantasala Venkateswara Rao
Government Music and Dance College.
Buse Goud, Guru Prasad, Taraka Ramudu, Satish Rao and Sivaswamy are trained
under the efficient Guru Suvarna Venkatesh. All five dancers being blind,
presented a Bharatanatyam recital and received the appreciations from the
art lovers of the city.
The ‘Articulate Ability’ group from Bangaluru had performed six items
namely ‘Ganesh Dwadasa Stotram’ of Narada, ‘Panchabrahma prabandham’,
‘Venuswana Vilola Vallabha’, ‘Kamsale’, ‘Khadga naman’ and ‘Thillana’ under
the supervision of Mysore B Nagaraj. In the item ‘Khadga naman’, the
dancers used swords in their dance performance. Even with being blind,
their meticulous calculation thrilled the audience.
Nagaraj conducted the programme with his apt, soft and expressional
narration for each dance item. On this occasion the chief guest Mandali
Buddha Prasad, Deputy Speaker, Andhra Pradesh Legislative Assembly said
that the artistes performed their dances with perfect ‘mudras’ and
expressions.

NDMC announces athletics championship for the disabled
The New Delhi Municipal Council (NDMC) has decided to hold an athletics
championship for the differently-abled of the national Capital. The
athletics meet will be held from October 11-13 this year at Talkatora
Stadium.
In this regard, the body has already invited entries from visually impaired
and orthopedically challenged students in the age group of 11-14 years
under junior category and 15-18 years under senior category for the
athletics meet.
The Special Para Olympic Federations and organisations which have been
affiliated and registered with the Sports Authority of India and the sports

state side in the future.

Panjab University polls 2017: Not blind to equal rights, says
visually-impaired vice-presidential candidate.

We are not blind to equal rights,” says the 21-year-old vice-presidential
candidate of All India Students’ Association (AISA) at Post Graduate
Government College, Sector 11.

Badri Prasad, who is 100% visually challenged, will be contesting the
student council elections at his college on September 7, the same day as
Panjab University and its all 11 affiliated colleges in the city go to the
polls. “Representation of disabled students is an issue,” says Badri. “We
are always sidelined. By contesting the elections, I want to tell the
students that we too have equal rights.”

Badri had lost his eyesight at the age of two after he suffered from
chicken pox. A resident of Chhoti Karoran in Mohali, he is a second-year BA
student. His subjects are Hindi, music and political science.

*‘Fighting for full fee waiver’*

“There are nine visually challenged students in the college,” said Badri.
“When we took admission here, we realised we need representation. So we all
decided to fight for our rights.” Badri said Panjab University charges no
fee from visually challenged students, but the college took full fee from
such students when he took admission in 2016.

“We joined AISA and struggled for lower fee. Now we pay half the fee,” says
Badri. “We will work further for full fee waiver.” At present, only those
visually impaired students get full waiver who are below poverty line.

While teaching the visually impaired children for the last 17 years at the
Vocational Rehabilitation and Training Centre (VRTC), Hambran Road, Maya
(50) makes sure her lessons are interesting and replete with anecdotes and
stories.

Despite being devoid of sense of sight, she goes out of her way to inspire
the children she teaches.
“I faced many odds in my childhood, as I wanted to become educated. My
parents were not educated and nobody in the village in Narnaul in Haryana
would cooperate. But I completed my schooling because of my uncle’s
efforts. He used to take me to school, holding my hand and bring me back,”
she said. Despite such ordeal, she was determined to study and completed
her graduation. After that, she started teaching as a special teacher in
Rewari village, where she taught for nine years before moving to Ludhiana
to teach at the VRTC. She now teaches children from Kindergarten to Class
IV. She says she knows everything about her students. “Good teaching begins
with knowing your pupil well. I make up for not being able to see by
touching students and feeling their expressions,” she says. She ensures
that students share everything, even problems, with her.
“I also tell their parents to treat them as normal kids and allow them to
do everyday chores at home. I especially tell them to learn to dress up
well and keep themselves neat and clean,” she said.
Harjiv Kumar, another teacher at the school, says he makes children feel
different things to improve their ‘touching’ power so that they can
understand different surfaces more effectively. A music teacher, he also
goes out of the way in teaching students how to read and write Braille
script.
“It is important for children to become self-sufficient and lead a life of

If we think of a blind person as anyone who likes to go out, watch a movie,
grab a meal with friends, it becomes easier to associate and interact. Here
are some easy tips to help you communicate better with someone who cannot
see.

*1. Ask before you help*

Before venturing to assist a blind person, ask if the person really
requires your help. If the answer is in the affirmative, then you should
find out what help is required and exactly how to help. There could be
people who require partial assistance, there could be others who require
help in specific situations and then there could still be others who
require no help at all. So it's important to find out before you make an
offer.

*2. Avoid visual gestures*

Remember, the blind person cannot see. So smiles, hand gestures or eye
movements don't communicate anything. Instead use verbal or physical forms
of communication. You can help by giving oral instructions or gently
assisting by touch.

Exemption of TET test for visually impaired sought.
Ludhiana, September 7
Ankit Kapoor, member of the Empowerment Association for the Blind, said the
association had been struggling for the rights of visually impaired persons
for a long time.

He said some of the important demands raised during the recent meeting of
association members with the Principal Secretary, Education, in Mohali were
that the visually impaired should be exempt of any TET test for the
fulfillment of master cadre or for the posts of lecturers. The backlog of
the blind quote of master cadre and school lecturers should be fulfilled.
They demanded that the backlog of due promotion of the visually impaired
employees in the Education Department should be done on priority. Amongst
other demands, they said a toll free number to link with the Education
Secretary must be released so that they could reach out to the official in

XRCVC Inclusive Education Support Programme Education for the blind and low
vision has long been pulled either in the direction of the Mainstream or
the Special. Often, students receive special skill training that is not
effectively used in their education. On the other hand, students who are
part of 'mainstream' classrooms end up missing the special skill training
needed to make their experience holistic.

The XRCVC Inclusive Education Support Programme (XIESP) attempts to bridge
this gap! Our experience over the past ten years has highlighted the
need to provide a combination of special skills training along
with continued support to ensure that the skills become a part of
the student's learning experience in their mainstream classrooms.
This is what makes true inclusion possible. If what you have read interests
you, please see the Details Of The XIESP mentioned below. The Programme is
open to students between Class 1 and Class 6, as well as to students above
Class 6 who feel that they have not yet gained the necessary skills.
The Programme is structured to offer training and ongoing support, from
October 2017 through October 2018.

National Handicapped Finance & Development Corporation (NHFDC) for and
behalf of Dept. of Empowerment of Persons with Disabilities (Divyangjan),
Ministry of Social Justice & Empowerment, Govt. of India, invites
applications from Students with Disabilities for award of Scholarships
under the Scholarship Scheme (Trust Fund):-
Under this scheme, 2500 Scholarships will be awarded to eligible students
with disabilities for Degree and Post Graduate level professional and
technical courses from recognized instituions in India.
30% scholarships will be reserved for girls, which will be transferable to
male students in case of non-availability of female candidates.
Scholarships wll be awarded on quarterly basis for the applications
received in preceding quarter. Under this scheme, an advance copy of

Reimbursemnt of Non-refundable fees restricted to the limit of fee of

GOING by the dictum ‘Impairments don’t make people disable, but the lack of
information does’, differently abled students of Himachal Pradesh
University were imparted training in a workshop on the Right to Information
(RTI) for the first time. Stress was laid on changing the rules to accept
RTI applications in Braille and supply information to the visually impaired
persons in Braille and CD format. As many as 35 students participated in
the workshop, which was jointly organised by the Disabled Students’
Association (DSA) and Umang Foundation. It aimed at enabling these students
use the RTI as a tool to solve their problems such as reservation in
admission and hostels, accessibility, basic amenities, scholarship and
non-implementation of disability laws.
More wait for new VC
Instead of short listing the eligible candidates, the screening committee
decided to give advertisement for inviting applications to the post of Vice
Chancellor of Himachal Pradesh University, further delaying the process.
Sources in the university said the number of application had crossed 25,
with a number of junior professors applying for the post. Some junior
professors having political influence are banking on their political
bosses, while several senior ones, including some from outside the state,
are also in the race. The search committee had two meetings so far, but
nothing much has been done for clearing the appointment of the VC and it

Disabling the differently abled.
In July, the goods and services tax (GST) was rolled out to a mixed
reception. Its objective is to prevent cascading of taxes and avoid
built-in taxes — for example, excise duty at the factory gate, duty on
equipment used by telecom companies, etc — thereby lowering retail prices
and increasing tax revenue by more voluntary compliance.
If it proves effective, there is an anticipated increase in GDP by 2%. But
the implementation of GST has not gone down well with everyone as the
initial impact on the market has been an increase in the prices of goods
and services. It is also because taxes have become more visible, as
compared to earlier when they were hidden and built into the price itself.
What was visible earlier was a value-added tax (VAT) imposed by states at
the retail level or the service tax imposed by the Centre. The new 5%, 12%,
18% and 28% tax based on categories divided into essentials, necessities
and luxuries has also left the public confused. But if anyone has been
particularly hurt by GST, the differently-abled are facing a double blow.
With 5% GST being imposed on disability equipment, the message sent out is
not one of inclusion. Unfortunately, this notion of economic ‘demands and
costs’ associated with disability is rooted in the misconceived perception
that the disabled cannot contribute economically and socially. Source:
