Samsung made an app that adjusts its TVs for color blindness
Samsung has launched an app that makes watching TV a more vibrant
experience for people with color vision deficiency (CVD) -- the
inability to distinguish certain shades of color (also known as color
blindness). Through the SeeColors app, users can test their visual
color spectrum, and based on their unique diagnosis their QLED TV will
adjust settings to give a more accurate color display (something a
number of video games have been working on for a while, too).

India to celebrate International Day of Persons with Disabilities with
awards function in New Delhi
President Ram Nath Kovind will confer the "National Award for
Divyangjan, 2017" at a function organized by Department of Empowerment
of Persons with Disabilities (Divyangjan) under the Ministry of Social
Justice and Empowerment on International Day of Persons with
Disabilities on 3rd December, 2017 in Vigyan Bhawan, New Delhi, stated
an official release.
According to the release, Minister for Social Justice and Empowerment,
Thaawarchand Gehlot; Minister of States for Social Justice and
Empowerment, Krishan Pal Gurjar and Ramdas Athawale will also be
present the occasion.

Innovations for inclusion

For people with visual disabilities, most learning material in school and
college has tended to be in Braille, the tactile writing system developed
by Louis Braille in 1824, or increasingly in the modern world, via audio.
But in workplaces, suddenly they are in an environment where everyone is
using standard text on computers, and there is no tool which can easily
convert Braille to conventional text and vice versa.

Also, Braille takes up more space than conventionally printed text does; a
book of a certain number of pages would need up to eight times that in
Braille, and cost eight times as much too. “A schoolchild cannot carry such
books without a trunk,” says Surabhi Srivastava. “Less than 1% of published
text globally is available in Braille, due to the effort involved in
customising it and the high costs.”

Ms. Srivastava and Shyam Shah, co-founders of Innovision Tech, aim to solve
the problem with a simple, affordable solution, BrailleMe, a digital
assistant that can connect to phones, and computers.

Buildings in Mohali not easily accessible to visually impaired

While all government buildings in the town are more or less
disabled-friendly, apparently visually impaired persons were not kept in
mind while designing even new buildings that have come up here recently.

To make buildings visually impaired-friendly, certain guidelines of
specific architecture in this direction have to be adhered. One such
guideline is installation of special tactile tiles (a tile having elevated
surface in its middle) on the floor so that visually impaired persons
should not face any problem in reaching various sections of the building.

In Mohali, all buildings, even the newly-built Mohali DC Complex and Mohali
Judicial Complex at Sector 76, here, lack such simple things. Source:

Indian Cricket Squad Announced for World Cup for Blind

*New Delhi:* The Cricket Association for Blind (CABI) on Monday announced a
17-member squad for the fifth ODI World Cup which will be held in Pakistan
and Dubai from January 7 to 21, 2018. Apart from India, Pakistan, Nepal,
Bangladesh, Sri Lanka, Australia and South Africa are the other
participating nations in the event.

Prior to selecting the World Cup squad, zonal and national tournaments were
conducted in different parts of the country from October 8 to November 3,
2017. The 24th national championship was conducted in Mumbai from where 56

Special schools for children with disability needed: Supreme Court to UP

The Supreme Court today asked Uttar Pradesh to come up a mechanism for
promotion and facilitation of inclusive education, so that students
suffering from disability are not kept away from mainstream education. The
court sought a reply from the state government on how it would work out the
provisions of the Rights of Persons with Disabilities Act, 2016, by

BENGALURU: For 30-year-old Nagaraju, November 26 was very unlike his normal
days. This bank employee is used to finding his way to his office near
Vidhana Soudha every day from his house in Kamala Nagar about 10 km away.

New Act will be boon for persons with disability: Madkaikar.

The state government has passed the Rights of Persons with Disabilities Act
2016 (Central Act), however, the rules are being framed and the file in
this regard has been forwarded to the law department, informed Social
Welfare Minister Pandurang Madkaikar. He was speaking as a chief guest at a
programme held to commemorate International Day for Persons with
Disabilities here, on Tuesday. Madkaikar said that through this Act, the
persons with disabilities can rightfully demand government facilities
including admissions in schools, colleges and that the onus lies on

Celebration of International Day of Persons with Disabilities at IGNOU

The Indira Gandhi National Open University’s (IGNOUs) National Centre for
Disability Studies (NCDS) is organising a series of activities at IGNOU for
observing International Day of Persons with Disabilities during November 30
to December 6, 2017. A painting competition was organized on 30th November,
2017 for the wards of University staff members on the theme “Sports for
Persons with Disabilities”. The children were divided into three age
groups of below 8 years, between 8 to 12 years and 12 years to 17 years. A
total of 45 children participated in the painting competition. A slogan
competition is also being organised for all the staff members of IGNOU
including those working at the Regional Centres across the country on the
topic “Disability” where participants can send the slogans in Hindi or
English. The main function of the International Day of Persons with
Disabilities will be held on 6th December, 2017 at the Baba Saheb Ambedkar
Convention Centre, IGNOU where George Abraham, Founding Chairman of World
Blind Cricket Council and CEO of SCORE Foundation has been invited as Chief

World’s first ever IT park for the disabled soon to come up in Hyderabad.
For the first time ever, a specially designated IT park is soon going
to be established for persons with disability (PwD) in Hyderabad near
the Rajiv Gandhi International Airport, Shamshabad. Under a model of
Public-Private Partnership, the government of Telangana has allocated
10 acres of land for this project. The announcement was made on
December 3 on the account of International Day of Persons with
Disability.
The unique IT park shall have facilities for training, residential
quarters and delivery centres for domestic and international clients.
According to a report by Times of India, IT Secretary for Telangana
State government Jayesh Ranjan said that the project is also
anticipated to create jobs for 2,000 persons with disability in the
coming five years by providing them the requisite training and jobs.

Pakistani student creates a device for the visually impaired
Pakistani student from Peshawar has developed a device that helps
people with visual impairment walk. The device, Sonic Eye, includes a
white stick which has a navigation device attached along with a sensor
that buzzes each time it detects an object in close proximity. The
student behind the device, Hafsa Jamal, stated that she is also
preparing a mobile app which would help the visually impaired navigate
using their phone instead of a stick altogether.Late last year,
students from Karachi University developed several applications for
Android and websites. One of the projects displayed was a website
DockKnock developed by Mehak Shakeel and Nashra Ghauri, which enables
patients to contact doctors online regarding whichever disease or
illness they are suffering from.Jamal also wants to eventually place
such navigational devices on items used in the daily life; currency
notes, cameras to help identify any and every obstacle.

Japan to donate Braille Printers for Blind Students
KATHMANU — Ambassador of Japan to Nepal Masashi Ogawa signed a grant
contract to provide Braille printers and ancillary equipment to the
Nepal Association for the Welfare of the Blind (NAWB) here today. The
contract was signed between the Embassy of Japan and the Chairman of
NAWB Kumar Thapa.
The Project for the Installation of Braille Printers for Visually
Impaired Students in Nepal is funded under the Grant Assistance for
Grassroots Human Security Projects of the Japanese Government. The
total grant assistance is approximately 8.4 million rupees, according
to a press release issued by the Embassy today.
The project will support the installation of a set of high quality
Braille printers. The NAWB prints Braille text books and distributes

The Supreme Court has come out with a series of directions to ensure
that public infrastructure is accessible to differently-abled persons

Facebook's new face recognition service uses AI to help blind users
know who is in the photos in their feeds. When Matt King first got on
Facebook eight years ago, the blind engineer had to weigh whether it
was worth spending an entire Saturday morning checking whether a
friend of his was actually in his friend list. Such were the tools at
the time for the visually impaired — almost nonexistent. Today, thanks
to text-to-audio software, it just takes a few seconds for him to
accomplish the same task. And because of a new face recognition

Visually impaired Kannada prof receives doctorate from BU.
Bengaluru: Disability is not a reason to give up on life, but a weapon
one can use to prove that nothing is impossible. Nagashetty, 37,
swears by this motto. Born blind in one eye and losing sight in the
other when he was 15 years old, the gritty professor is probably the
first visually impaired candidate to receive a doctorate from
Bangalore University. A notification on Nagashetty's doctorate was
released by the varsity on Thursday. Completing his thesis on the
topic 'Intuition in Kuvempu's literary works' ('Kuvempu Kavyagalalli
Anthardrishti' in Kannada), from BU's Kannada department, Nagashetty

Telecom regulator TRAI began a dialogue on making ICT accessible for
the disabled, saying more policy interventions are needed in this area
where benefits of technology have not been fully realised. The Telecom
Regulatory Authority of India (TRAI), releasing its latest
consultation paper on Information and Communication Technology (ICT),
has also sought industry views on whether handset makers should be

FIRST ONGC PARA GAMES CONCLUDE
The first edition of the three-day ONGC Para Games, an HR initiative
for the specially abled employees, has evoked considerable enthusiasm
among the 120 participants, out of which 20 were lady sports
enthusiasts. Speaking on the occasion, ONGC HR director DD Misra said,
“The philosophy behind conducting the ONGC Para Games is to provide
similar sporting avenues to specially abled employees that the regular
employees enjoy”.
ONGC Para Games, which kick-started on December 19, will be an annual
feature. George Abraham, the architect behind the concept of Blind
Cricket in the country was also present at the valedictory function.
Incidentally, ONGC is the first corporate in the country to
acknowledge the talents of the differently abled and organise an event
of this stature. A total of 46 events were organized over three days

Trichy: Jegajothi Readers Club, in association with Humanitty club of
National Institute of Technology-Trichy (NIT), launched a five-day
training programme on computer expertise for the visually challenged
here on Tuesday
Aimed at bridging the gap between the visually impaired by means of
computer, the five day programme is expected to impart technical
hnads-on knowledge to the camp attendees. On the first day, sixty
students were given orientation classes on softwares, in a bid to
enable them to use computers for acquiring knowledge.
At the end of the training session on December 30, about 20 students
are likely to receive Flextalk players from the central government.

Boosting self-confidence of visually challenged.
Devnar School for the Blind in Begumpet in Hyderabad has been a beacon
of hope for the visually challenged for almost two and a half decades.
Started by ophthalmologist Saibaba Goud, the school has been offering
free education for the visually challenged, giving them the
much-needed confidence to become productive and face the outside
world. The school, which offers classes from lower kindergarten to
12th standard in English medium, is unique as admissions are open
throughout the year.
Goud recalled his journey of starting the school nearly 25 years ago.
As an eye doctor he would tell parents that blindness is incurable and
sight cannot be restored. This would leave parents devastated. A dark
future would stare at parents of the child. This went on for a few

S. Korea court rules only the blind can get massage licences
SOUTH Korea's Constitutional Court has ruled that it
is not against the law to grant massage licences only to blind people
because such work is virtually the only job the blind can have,
reported the Yonhap news agency. The ruling marks the fourth time that
the court has rejected an appeal challenging the medical law, which
allows only visually impaired people to win massage licences and open
massage salons, and calls for up to five years in prison or 50 million
won (RM190,395) in fines for violators. In the latest case, a massage
salon owner filed a petition after being charged with offering massage
services without a licence in 2015, arguing that the current law
infringed on the occupational freedom of non-blind people. But, the

Government to notify guidelines for assessment of new disabilities soon
Patients suffering from thalassemia, hemophilia, sickle cell disease
etc will soon start getting disability certificate from designated
government hospitals which were earlier denied to them for lack of
guidelines.
The Union ministry of social justice and empowerment has framed
guidelines for the assessment of those disabilities which were added
for the first time in the Rights of Persons with Disabilities Act,
2016.
Fourteen new categories of disabilities were included in April 2017 in
the new Act replacing the previous law, Persons with Disabilities Act
1995. Rules to implement the new law were framed in June 2017.
However, the guidelines for assessment and certification of
disabilities were not immediately framed. That loophole has now been
plugged.
“We have already framed the guidelines and in a couple of days all the
hospitals will be intimated to issue certificates to new category of
disability,” a social justice and empowerment ministry official told
HT on Tuesday.
Hospitals, designated to issue certificates, say that every day they
receive one or two patients who suffer from new disabilities.

Three visually impaired students from the Donyi Polo Mission School
for the Hearing & Visually Impaired, Itanagar, passing the 2017 Class
X board examinations is a landmark in the history of rehabilitation of
differently-abled children in Arunachal Pradesh.
Toku Mary from Palin, and Switzer Taggu and Ree Koyu from Pasighat
were the three who passed the board examinations and set an example.
This also leads to a strong need for upgrading the school to higher
secondary level in the larger interest of blind children to continue
their higher education in their home state.
Twelve other children of the school are going to appear for the Class
X board examinations this year.
Disability is generally linked with poverty. Most such children belong
to rural areas, and require free education to be part of the main

Mission Blind Boys’ Academy.
Kolkata: Amway India, the country’s largest Direct Selling FMCG
company celebrated 209th birth anniversary of Louis Braille with its
15 NGO partners for ninth consecutive year by organizing myriad
initiatives.
In Narendrapur, Amway organized a six-day workshop in collaboration
with the Ramakrishna Mission Blind Boys’ Academy starting from 4th
January 2018. The main highlight of the workshop was the creation of a
magnificent piece of artwork on a huge canvass measuring 3.5 x7.8 m by
the visually impaired students. The artwork was based on the theme
‘Kids Guernica for Peace’, which is a decade old initiative celebrated
around the world to spread the message of peace and coexistence. The
mural will be exhibited at Hiroshima, Japan on 6th August, 2018 on the

 Shambhoor government school students shine at national event
Yakshagana staged by government school children of Dakshina Kannada
has bagged the first prize at a national-level competition organised
by the Union government in Bhopal. A visually- impaired girl was among
the 10 students who performed.
The prasanga (episode) titled “Kishkinda Koutuka” performed by Bondala
Jagannatha Shetty Memorial Government High School, Shambhoor in
Bantwal taluk, was adjudged the best in the three-day Kala Utsav held
from January 3.
A team of 10 students staged it under the drama category competing
with 33 teams.
What tilted the scale in favour of the school in the competition was
role of Class 10 student Chandrika, a visually-impaired student.
“Chandrika’s performance helped us earn full marks allocated
especially for performance by visually-impaired students,” said Mr.
Kamalaksha, who travelled with the team to Bhopal.

Enabling a law: rights of the disabled.
The Supreme Court has struck a blow for the rights of the disabled,
with a direction to the Central and State governments to provide full
access to public facilities, such as buildings and transport, within
stipulated deadlines. People with a disability form 2.21% of India’s
population according to the 2011 Census. They have had a law for two
decades to enable their full participation in society, but successive
governments have done little to realise those guarantees. Now, in
response to a public interest petition filed by a visually handicapped
activist, the court has issued a series of orders: that all government
buildings should be made accessible by June 2019; half of all
government buildings in the capital cities should meet accessibility
norms by December this year; the Railways should present a report in
three months from December 15 on implementing station facilities; 10%
of government public transport must be fully accessible by March 2018;
and advisory boards should be formed by the States and Union
Territories in three months. The court’s directions should be welcomed
by the government and service providers as an opportunity to steer
policy and practice towards a universal and humane system. For too

The Delhi High Court on Wednesday asked the government and civic
bodies here to submit details of all government offices and public
buildings which are not disabled friendly.
A Bench of Acting Chief Justice Gita Mittal and Justice C. Hari
Shankar gave the order after it was told that while new buildings are
disabled friendly, most of the old buildings, including hospitals, are
not.

Cricket meet for blind from today
Chandigarh: The National Cricket Tournament for Blind will be held at
Panchkula from January 18 to 21. The championship will be played at
the Tau Devi Lal Stadium, Sector 3, Panchkula. A total of eight teams
-- Uttar Pradesh, Uttarakhand, Rajasthan, Karnataka, Punjab, West
Bengal, Odisha and Chandigarh -- will participate in the event. An
11-member team will include players of B1, B2 and B3 categories. The
bowler will be only allowed to bowl underarm while the players of B3
categorises will play after being blindfolded. “We are trying to bring
more and more teams. The association is making efforts to bring all
the visually impaired people on a single platform to promote cricket.
We are also looking forward to getting recognition from the Sports
Ministry and the BCCI,” said international player Nirmal Kumar, who

3. Here's proof that blindness is no barrier to app-making
Can blind people write programming codes?
The answer would be a firm yes as you watch them clustered around
tables, putting their heads down and discussing what kind of apps to
create in a 24-hour period at the hackathon held at the International
Institute for Information Technology-Bangalore on Saturday.
The sighted people are not present to help them, but to partner with
them in the effort.
Organised by I-Stem, a self-advocacy group with 10 blind students
pursuing BTech in IITs, IIITs and NITs, the hackathon is to
demonstrate the ability of the blind to work in an inclusive team.
"Part of our activity is to sensitise teachers, students and special
instructors on the possibility of the blind students learning science
and math at school," said Kartik Sawhney, a visually challenged MS
Computer Science graduate from Stanford University, who created I-Stem
with fellow blind persons pursuing technology programmes.
The 10 work with the zeal of an evangelist in persuading teachers,
special educators and even students to make science, engineering and
math learning accessible to the blind.
"Sometimes talk is cheap and we need to demonstrate the difference
science/engineering education can make to a blind person by doing
something as hands-on as this," Sawhney, who would take up a job with
Microsoft soon, added.

Gurgaon: Visually impaired lead the way in this unique car rally.
It was a car rally like no other, as visually impaired participants
turned navigators and guided drivers with normal vision through rough
terrain spanning 47 kilometres. The idea was to send out a message
that disability is no bar to taking up any pursuit and breaking new
grounds.
While the rally sought to raise general awareness on the importance of
adhering to traffic rules, it also presented visually impaired people
with an opportunity to overcome their disabilities and showcase their
road navigating skills.
Sanjay Kaushik, president, Uthaan, an NGO, flagged off the rally from
Manger police post on Gurgaon-Faridabad road at 10.30am on Saturday.
The rally covered a range of terrain, from state highways to dirt

with an opportunity to experience and explore the Aravallis and other

                         PUNE: Most colleges in the city have not
introduced the screen-reading software made compulsory for visually
challenged students by the higher education department two years ago.
Vijay Narkhede, joint director of higher education for Pune division
comprising Pune, Ahmednagar and Nashik said, "We had issued this
circular in December 2015. All institutes have to introduce 'Jaws' or
'Lekha' software, screen reader programmes that convert text to speech

CHENNAI: The Railway Boardhas decided to replace the words 'blind,'

The Allama Iqbal Open University (AIOU) has set up a separate counter
at its main campus for differently-abled persons in an effort to

companies would take it up and then discontinue. Then we decided to

Mani Clubwala, former president, NAB who flagged off the car rally
this year, recalled the first rally, which she was a part of. “I
wanted to find out what it was like, so I took a navigator, went to
Mumbai and participated in a rally there. Once I came back, it was a
task to convince people and tell them that they would have to only
navigate and not drive. I had to visit so many schools,” she said.

story showcases how will power coupled with support at home can help

Braille, it was Zephine's parents who spent hours reading out to her
so that she could learn, revise and record information as a student.
She not only passed the civil services examination but a rank of 343

Two visually impaired tie knot in Jagatsinghpur.
JAGATSINGHPUR: Bajapur village under Jagatsinghpur tehsil witnessed a
rare marriage on Wednesday as two visually impaired married each
other. Visually impaired Dillip Sahu (35), who is also physically
disabled, tied knot with 28-year-old blind girl Anita Barik of
Khapuria in Cuttack. Sources said both were working as singers in a
music troupe, which performs ‘Bhajan’ across the State, to earn their
livelihood and became thick friends. Dillip has also completed his
graduation from SVM College, Jagatsinghpur. In 2013, Dillip was
returning to his village after performing at Balasore in a train when
a miscreant snatched away his money and cell phone. As Dillip
protested, the miscreant allegedly threw him from the running train
and he lost his left hand and leg in the mishap. During his treatment,
Anita took care of him and provided all support. They went to an
extent that they wanted to live together forever and Anita accepted

SHILLONG : The Meghalaya Liberation Association of Visually Impaired
(MLAVI) raised concern on the attitude of the society towards persons
with disabilities (PWDs) who often call them differently abled.
Speaking to reporters, president of the association, Elkin Rynniaw
said, “The society often looks down upon us by calling us blind, deaf
which affects us psychologically. According to us, to call us
differently abled is disrespectful to us.”
He added that it affects their mentality which often discourages them
to pursue further education and other works as the word “differently
disabled” is synonymous to being called “unintelligent”.

Sporsho: Braille publication house sets up stall at Ekushey Book Fair
Sporsho, a braille book publication centre, has set up their stall at
the book fair premises with the aim of satiating the book cravings of
visually impaired people.
The distinguished publication house promotes itself with the slogan:
“People are blind not because they are unable to see with their eyes,
but because they do not have the knowledge to visualize life from
within.”
Nazia Jabeen, founder of Sporsho, believes that in order to build a
sustainable society, the participation of visually impaired people
under a favourable environment is required.
The stall manager, Sheikh Rakibul Islam, said: “Just like general
people, visually impaired people are also entitled to explore the
world through books. With that in mind, we provide books on literature
and culture in our stall for them.”
“We are not selling any books here,” added Rakibul. “Any visually
impaired person can visit our stall to read. But we will provide free
books to those who register for an event to be held later at the
fair.”
With the assistance of visually impaired braille readers, Sporsho is
helping visually impaired visitors navigate through their stall in an
easier manner.
One of the braille readers from the stall, Shahinul Huq Joy, said: “We
are showing here how we study with braille. We also want to provide a
message to other publication houses to come up with braille books so
that the visually impaired readers can get bigger opportunities to
enrich their knowledge.”
“Often we suffer from an inferiority complex,” said Irin Sultana, a
visually challenged individual. “We do not get the chance to read
diverse books like the general people do. In this regard, Sporsho is
giving us a unique chance to pursue our search for knowledge.”
Since 2009, Sporsho has published a total of 61 books in braille, and

Sachin Tendulkar Urges BCCI to Recognise India's Blind Cricket Body.
New Delhi: Batting great Sachin Tendulkar has called on the BCCI to
recognise the Cricket Association for the Blind in India (CABI) and
bring its players under the Board's pension scheme.
Tendulkar wrote to the Committee of Administrator's (CoA) chairman
Vinod Rai, requesting him to consider recognition for CABI, weeks
after the team won the Blind World Cup 2018, beating Pakistan by two
wickets in the final on January 20.
As we celebrate the fourth consecutive victory of the Indian team in
the Blind World Cup, I urge you to consider recognition of Cricket
Association for the Blind in India by the BCCI," Tendulkar wrote in
the letter.
The cricket icon was impressed with the team's fighting spirit, citing
it as an example for others to follow. "The team has overcome many
hurdles and single-mindedly focussed on getting laurels for our
country. Their victory is inspirational and reminds us of the
limitless power of the human mind.
"I am given to understand that the BCCI has lent its support to these
players in the past and considering a similar initiative this time
too."
It was India's second title at the mega event as earlier they had won
the 50-over World Cup, outclassing Pakistan at Cape Town, South Africa
in December 2014.
"However, I believe that it is time that a long-standing request to be
recognised by the BCCI be considered. This gesture will truly be an
acknowledgment of their passion for the sport of cricket.
"You may also consider bringing these champions under the BCCI pension
scheme towards their long-term financial security."
Rai had said after the triumph that the World Cup-winning players will
be rewarded for their performance by the BCCI. Tendulkar said
recognition for CABI could have a ripple effect.
"The recognition by BCCI will go a long way in ushering a new era in
Indian sports for the physically challenged where every athlete feels
secure and celebrated, not struggling and eventually forgotten.
"Needless to add, it will also serve as a motivation for many others
to take up sports passionately. I keenly look forward to your prompt

Visually impaired man gets PhD in Kannada.
Bengaluru: For 37-year-old Nagashetty, who was born visually impaired,
the journey to win a doctorate was an uphill one. During the 53rd
Annual Convocation on Thursday, he was awarded with Doctor of
Philosophy (Faculty of Arts- Kannada) for his research on ‘Kuvempu
Kavyagalli Antherdrusti’ from Bangalore University.
Hailing from a remote village of Shalebeeranahalli near Chincoli Town,
Nagashetty currently works as a Kannada teacher in a Government PU
College, JC Nagar. To begin with Nagashetty was not even sure of
receiving proper education, let alone a doctorate.
Nagashetty completed his schooling from Gulbarga Blind School and
owing to the lack of options he stayed at Puttaraj Gawai ashrama in
Gadag to complete his under-graduation.
“I somehow used to study for exams with the help of classmates and
others,” said Nagashetty, who never gave up on pursuing higher
education. He joined Adichunchanagiri College and completed his BA and
PG courses.
Remembering the challenges during student days, Nagashetty recollected
that many times books were not available in Braille version. “I used
to ask people to read it loud for me and listen to the audio scripts,”
he added.
He attributed his accomplishments to Dr Siddalingaiah, who encouraged
him to study for PhD.
A keen student of Kannada literature, Nagashetty said safeguarding
Kannada language was his priority. “I would like to continue as
Kannada teacher and encourage people to learn the language,”
Nagashetty said.

New Delhi: A three-year collaborative research by IIT-Delhi and
Indiana University in the US has led the team to new technologies and
cognitive strategies that could improve the lives of the blind and
visually impaired (BVI).
 The collaboration has resulted in research for the development of a
novel new design approach to tactile graphics. "Tactile graphics" --
sometimes called as raised line drawings -- are two-dimensional images
composed of linear and textured design elements raised very slightly
above a flat surrounding surface.
 "It's not that what we are doing is attempted for the first time in
the world, there are people who have formed similar solutions in the
US, Europe, Britain, Japan etc. But the key challenge was to make it

cricket team, says CABI Secretary.
There are two men cricket teams in India that have taken the World by
the storm. One is the national cricket team led by Virat Kohli and the

Cup.
John David, Secretary of Cricket Association for the Blind in India
(CABI) said in an interview to India Today that Kohli and his men
should play a blindfold match against the blind cricket side to

Budget: Tokenism for disabled
Finance Minister Arun Jaitley's Budget 2018-19 has come as a shock for
the disability sector. The increase in the allocation proposed to the
Department of Empowerment of Persons with Disabilities (DEPWD) -- from
Rs 855 crore last year to Rs 1070 crore this year -- is peanuts. The
department was established in 2012 to look after disability affairs in
the country. A cursory look at its short stint shows that the
department is far behind in achieving its transformative objectives of
providing Unique Identity Cards to the disabled, facilitating
Accessible India campaign, setting up of regional sports centres for
the disabled and establishing the National University of
Rehabilitation and Disability Studies proposed in the previous years'
budgets. The meagre funds provided to the department and shuffling of
officials at short intervals are the main hurdles in the smooth
implementation of the projects. Such lackadaisical approach on the
part of the government which is bent on imposing the patronising term
'divyang' (divine body') on the disabled is a cause of great concern.

Visually impaired to spearhead Heritage Week car rally.
The Patiala School for the Blind, along with the Royal City Riders, as
a mark of respect and goodwill will be organising a car rally during
Patiala Heritage Week.
The rally has been aimed to make the blind children feel that they are
very much part of society and have equal rights like others.  Around
50 drivers will participate in the event to be held on February 25.
The rally will commence from Polo Ground and the drivers will cover a
distance of 64 km.
Students from the Patiala School for the Blind will be co-pilots and
will give directions through special Braille notes.  Gurbhajan Singh
Gill, one of the organisers said, “This is the second time we are
organising such a rally. The idea behind the event is to bring forth
that the blind are equally talented as other people.”

another 15 youth with required skill set and qualifications.

We are an outbound call center which currently runs the process for
fundraising for large organizations. For your reference, I am

Budget: Tokenism for disabled
Finance Minister Arun Jaitley's Budget 2018-19 has come as a shock for
the disability sector. The increase in the allocation proposed to the
Department of Empowerment of Persons with Disabilities (DEPWD) -- from
Rs 855 crore last year to Rs 1070 crore this year -- is peanuts. The
department was established in 2012 to look after disability affairs in
the country. A cursory look at its short stint shows that the
department is far behind in achieving its transformative objectives of
providing Unique Identity Cards to the disabled, facilitating
Accessible India campaign, setting up of regional sports centres for
the disabled and establishing the National University of
Rehabilitation and Disability Studies proposed in the previous years'
budgets. The meagre funds provided to the department and shuffling of
officials at short intervals are the main hurdles in the smooth
implementation of the projects. Such lackadaisical approach on the
part of the government which is bent on imposing the patronising term
'divyang' (divine body') on the disabled is a cause of great concern.

Retinal diseases are one of the biggest causes of chronic blindness
NEW DELHI: The blind population in India is estimated to rise to 15
million by 2020. Retinal diseases account for a significant share of
the vision loss burden, compared to other eye-related diseases that
can cause blindness.
Of the various retinal disorders, age-related macular degeneration
(AMD) and diabetic macular edema (DME) are two progressive diseases
that cause loss of vision. AMD and DME can be effectively managed if
patients are diagnosed in a timely manner.

New Delhi, Feb 21 (UNI) Union Minister for Social Justice &
Empowerment Thaawarchand Gehlot on Wednesday felicitated the 17-member
Blind Cricket World Cup winning Indian Team and presented them with a
cash award of Rs 34 Lakhs here.
The Minister of State for Social Justice & Empowerment, Ramdas

Disabilities, Ministry of Social Justice & Empowerment, Shakuntala
Gamlin and senior officers of the Ministry were among those present on
the occasion.
The cash award has been given under the Awareness Generation and

CATARACT SURGERIES OF 2 VISUALLY IMPAIRED BROTHERS PERFORMED AT SEWA SADAN.
Cataract surgeries of two visually impaired brothers Vijay (14) and
Aman (10) have been successfully performed in Sewa Sadan Eye hospital
here on Tuesday.
Gopal Singh of village Goriyakheda of Vidisha tehsil is a farm
labourer and earns very meager. He is father of two daughters and two
sons. Both his sons were ailing with cataract since birth, so they
were not able to see anything.
With the cooperation of International NGOs Sightsavers and Orbis, Sewa
Sadan eye hospital have undertaken school screening programme in
Bhopal, Raisen and Vidisha districts. Blindness of these children were
identified during the school screening.
Later, children were brought to district hospital Vidisha for their
eye examination. Observing the miserable condition of these children,
chief medical and health officer Vidisha sanctioned them part
financial assistance under Rashtriya Baal Swasthya Karyakram. In view
of their very young age, Sewa Sadan eye hospital implanted lenses of
superior quality in the eyes of both the children at the hospital
cost.

This course aims at building the capacity of trainers of various
institutions/NGOs/schools to conduct sessions on computers and
employability courses effectively. The course will also give the
trainers exposure on exploring and understanding the learners, various
teaching methodologies, evaluation techniques, accessing and teaching
self-learning tools. Trainers will begin the journey to adopt the
self-development tool which will transform learners. Trainers can also
learn how to create a training environment and practice conducting

responsibilities. The trainer will experience the training process and
will be able to implement the best practices once he/she starts taking

CUTTACK: With over 6 lakh students appearing at the High School
Certificate (HSC) examination, beginning Friday, the Board of
Secondary Education (BSE) has issued guidelines which are mandatory
for candidates to follow.

liable to expulsion from the examination hall and further penalty. The

Blinded by pellets, 16-year-old Insha Mushtaq joins course for
visually impaired in Delhi Public School.
SRINAGAR: Blinded by pellets, 16-year-old Insha Mushtaq joined a
special course for the visually challenged at Delhi Public School
(DPS) Srinagar on Wednesday, having cleared her matriculation exam in
January this year.
“I am very excited. I got my admission in 11th class in Delhi Public
School, and today is my first day in the school,” Insha said while
heading to school.
Insha was hit by pellets in both eyes at home in Sedow village in
south Kashmir’s Shopian district on July 11 2016, three days after the
killing of Hizbul Mujahideen commander Burhan Wani in an encounter
with security forces.
She was watching protests against Wani’s killing from a window when

HC notice on plea to bring out Thirukkural in Braille
MADURAI: The Madurai bench of the Madras high court on Monday ordered
notice to various organs of the state government and the Tamil
University on a plea seeking steps to disseminate ‘Thirukkural, the
ancient didactic Tamil literary work, to the visually impaired by
bringing out a Braille version in Tamil as well as English.
The petitioner, Vellore-based P Ramkumar, who is 100 % visually
challenged and doing his postgraduation in the Tamil Nadu Dr. Ambedkar
Law University, said that a Braille version of the famed literature
was yet to be brought out and it was the prime duty of the government
to ensure it was done.
Thirukkural, written by Thiruvalluvar reportedly between 2 BCE and CE,
had been recognised by the world as a book of virtue.

Mumbai: Visually challenged encourage students for careers in STEM
Paras Jain remembers his school principal’s reaction when he told him
about his decision to pursue engineering.
“He told me you are making a big mistake. Instead pursue arts,” Jain
says. Now 22, Jain is happy he chose a career in Science, Technology,
Engineering and Mathematics (STEM), even though the graduation period
for the visually challenged student was tough with lack of access to
physical infrastructure in college and zero availability of digital
books to support students like Jain.
Jain is in his final year now. Along with nine visually challenged
persons, he has co-founded a group. They are approaching colleges and
blind students on social media platforms to encourage a career in
STEM. Together they are
building a digital archive of books on STEM for students like them to access.
“I have been passionate about technology. Students who are blind have
been deprived of education in science and engineering. The government
colleges have little infrastructure support,” Jain says. He would
often sit in class not knowing which code or diagram was being drawn
by the teacher on the board.
The idea to encourage visually impaired students to pursue STEM, areas
where lucrative careers are available, was not born overnight. It came
slowly over months and the group officially started in 2016. Neha
Trivedi, attached to the Xaviers Research Centre for Visually
Disabled, says, “Usually it is considered that people with blindness
can’t get into STEM careers. The point is it is possible, but how to

KOCHI: A seeing App that can assist the visually impaired, a tool to
prevent avoidable blindness, a data cruncher that can stop school
dropouts and a program to help farmers tackle the vagaries of climate
change - the power of Artificial Intelligence to solve real life and
large-scale problems were detailed here on Friday by a man who is in
the midst of some of the most exciting innovations in technology.
Joseph Sirosh, corporate vice president, Artificial Intelligence &
Research, Microsoft, presented a vision of artificial intelligence
(AI) to a packed audience at the #FUTURE Global Digital Summit during
a 15-minute video address.
Microsoft's Seeing AI App, empowers the blind to sense the world and
hear the world by helping recognise people, understand the
environment, handle currency and even help watch TV. "In the future,
all software applications will be built in the cloud, all combining
data and AI and working with our mobile devices. It will be
revolutionary," he said. Mr Sirosh, who was born in Kochi, said states
like Kerala have the opportunity to be at the leading edge of the AI
revolution.  "Understanding, reasoning and interacting are the three
powerful capabilities that AI brings to the software", he added.

Visually challenged climbers take Bengaluru to peak.
Bengaluru: Visually impaired athletes from Karnataka won four out of
six medals at the first Indian Mountaineering Federation (IMF)
National Sports Climbing Championship that took place in Jammu on
March 28.
Karnataka women made a clean sweep, bagging all the medals, while men
secured one gold. The IMF had organised the first National Sport
Climbing Championship for the visually impaired in Jammu.  Eleven
athletes from Karnataka participated in the event and all of them were

City advocacy group launches devices for people with disabilities.
Chennai: Two low-cost devices that enable people with motor
disabilities to access and use electronic and tech devices were
launched by a city-based advocacy group for People with Disabilities
(PwD).
Aimed at increasing self-sufficiency among people with motor
disabilities, the switch and the interface launched on Wednesday, will
improve their access to battery-operated devices and appliances as
well as electronic devices such as computers, tablets, and laptops.
One of the two low-cost devices, VBoss, is a switch that helps in
operating battery-operated toys or devices, as motor difficulties make
it difficult to yield the necessary pressure required to operate
switches. When VBoss is inserted in an interface device, Vinner, —
which can be plugged in a USB slot of a phone or a laptop — the latter

PUNJAB TO COVER 21 DISABILITIES UNDER NEW RIGHTS OF PERSONS WITH DISABILITY ACT
The Punjab Government has decided to add 14 new disabilities under the
Rights of Persons with Disability Act-2016 taking the total number to
21.
Announcing this, the state Social Security, Women and Child
Development Minister Razia Sultan on Tuesday said: “With this, the
financial and other benefits of other social security schemes would be
extended to more number of disabled persons.”
The decision was announced during the first meeting of the State
Advisory Board on disabilities, constituted under the Rights of the
Persons with Disabilities Act, 2016 (RPWD), to review the working of
different mentally retarded homes being operated in the districts.

Visually impaired Gurbir does the city proud
Wins two medals in Para National Athletics Championship held recently
at Panchkula
Gurbir Singh Dehlon, a visually impaired athlete from Ludhiana, has
brought fame to his parents and the coach by clinching two medals in
the recently held Para National Athletics Championship.
Gurbir, a total blind athlete, participated in this championship held
at Panchkula where he finished at the victory podium in two events. He
finished ahead of others to annex gold medal in the 400-metre race

Disabilities Act to cover 21 disabilities: Minister
Chandigarh: Punjab minister of social security, women and child
development, Razia Sultana on Tuesday said 21 disabilities would be
covered under the Rights of the Persons with Disabilities Act, 2016.
Sultana chaired the first meeting of the state advisory board on
disabilities constituted under the Act, on Tuesday.
The minister said other important provision of this Act is increasing
reservation for the disabled persons in government jobs from 3% to 4%
and reservation for disabled students in higher education from 3% to
5%. The disabled students’ up to the age of 18 years would be given

MOVIE ‘NETRAHEEN SAKSHI’ SCREENED AT TRIBAL MUSEUM
A children’s movie Netraheen Sakshi (The Blind Witness) was screened
at Madhya Pradesh State Tribal Museum here on Thursday. The movie was
screened under the regular film screenings of the tribal museum
‘Ullas’.
The movie is based on the life of a blind boy who can actually
identify people correctly through their voices. But, what he witnesses
formed rest of the story. The movie is directed by Nabendu Ghosh and
features, Beena Bannerjee, Alok Nath and Manisha Patel in lead roles.
13 year old Ram maybe blind but he has an uncanny ability to identify
people by their voices and footsteps. One day Ram hears gun shots
fired at his neighbours place and hears two people run out and
identifies them. He tells the police who laugh at the idea of a blind

New Menu-Reading, Web-Based App Helps Visually Impaired.
Reading the menu at a restaurant wouldn’t take much effort for most
sighted diners. But for the blind and visually impaired, trying to
figure out what to order and what the meal would cost could be a
daunting experience.
Just ask Stephanie Jones, who had to rely on her children and friends
to read the menu so she could order what she really wanted. “Whoever
was with me would read the menu,” said Jones, the mother of five
children. “I used braille menus in the past, but they’re not always
updated. But you learn to work through it.”

Now, free e-rickshaws for all differently abled at varsity
The Panjab University (PU) authorities have declared e-rickshaws free
for the physically-challenged students on the campus.
Earlier, the service was given for free to only the poor physically
challenged students. But when no student came forward with the
application, the PU has declared it free for all of them.
e-rickshaws have been plying on the PU campus since May 18, 2016, and
a uniform rate of Rs 10 is fixed for a trip.
The Panjab University Campus Students’ Council (PUCSC) had submitted a
representation for free e-rickshaw service for the differently-abled
and blind students. On January 10, the demand was considered and
approved, but only for the weaker section with more than 40 per cent
disability.
“As hardly anyone applied for the service, we have issued a fresh
order making it free for all physically-challenged students,” said

BENGALURU: Meet a Bengalurean Paul D’Souza, who has developed Touché,
which works as an e-reader for the blind.The device, a Refreshable
Braille Display, has a display area or a window where there are

embossed Braille dots on paper.
Paul explains, “These dots change as the text is being read. The
result is a device that could be likened to an e-reader (like the

CM MANOHAR LAL ISSUES INSTRUCTIONS
Haryana Chief Minister Manohar Lal on Wednesday issued instructions
that such JBT teachers as are either visually impaired or are
suffering from chronic disease, should be posted at stations near
their house.
Due to non-availing of opportunity in the transfer policy of the
Education Department, such teachers have been deprived of allotment of
stations near to their house. Now, all such teachers will be
transferred immediately, said the Chief Minister while holding a Janta
Darbar to address issues and grievances of the people here.
About 50 people met him with their problems ranging from encroachment
on panchayat land, inter-district transfers, special promotion benefit
to employees, and improvement of graveyards.
A delegation, led by the president, State Primary Teachers
Association, Tarun Suhag, pointed out that in the transfer policy, JBT
teachers who were visually impaired and were suffering from serious
diseases had been allotted stations away from home, due to which they
were facing huge problems.
On this, the Chief Minister directed the Additional Chief Secretary,
School Education, Dheera Khandelwal, to immediately allot stations to

Visually-impaired get a vision of future with football
The final leg of Third Edition of the National Blind Football
Tournament for the visionless concluded with flying colours in Kochi,
Kerala on Tuesday.
The home team won the game and with it the sparkling trophy too. The
tournament which started four days ago was organized by Indian Blind
Football Federation (IBFF)-an independent federation setup in 2016
affiliated to the Paralympic Committee of India & IBSA New Delhi, with
an aim to promote sports in the blind people's community.
A player from the winning team, Gabby, after winning the tournament
said that the group of members were preparing hard for the day, and
for the tournament.
The outfield players in this version of the game are completely blind
and wear eye-shades to ensure their completely blocked vision,
however, the goalkeeper may be partially sighted too. There are no
throw-ins and offside rules in this form of sport and the field has a
rebound wall. The spectators too, sit quietly to ensure that the

 2.  Blind man not allowed river rafting alleges discrimination.
Dehradun: A blind man has claimed that he was discriminated against
after he was denied a chance to go river rafting. Shailendra Yadav,
general secretary, North Zone Blind Cricket Association said that he
has been visiting Uttarakhand for last few years for river rafting but
was never refused because of his disability. “The Rights of Persons
with Disabilities Act, 2016 has been implemented in Uttarakhand so
there’s no reason for anyone to refuse participation of any
visually-impaired person in the sport. I have never faced this kind of
bias anywhere and it just shows that even though the Act might have
been implemented by the government, it has not been properly executed
by the administration who has failed to sensitise people about it.

TRAINING :- Technical and practical knowledge about various

AGE :- between 18 to 35 years

BASIC REQUIREMENTS :- willingness to run a farmer through cultivation
and village industry.
ABOUT TRAINING :- Here you will be given appropriate training to
overcome your vision of
blindness, like any common man, cultivating, gardening, animal
husbandry, village industries.
Also, knowledge of basic massages, mavliti, hindi-english-Gujarati
Braille etc. will also be given.
ABOUT PLACEMENTS :- After 3 years of this course, you will also get
the opportunity to earn income by cultivating yield by cultivating
yourself as a 6 month internship.
Not only that, after the investment, you will be encouraged to work
privately by providing resources related to the farming industry from
one lakh to 1.5lakh rupees.
