Yes it is, but you will have to recompile the source. They stopped actively developing it since like .Net 3.0/3.5. But if you change the target framework to 4.0 (2008) or 4.5 (2012), and it builds fine, then it should be good.
On a lighter note, just use Asp.Net Web API 2.x. URL Routing through the server is way overboard now a days. Using JS/JQ, Templating Library, and Web API (Controller) will provide the same effect and probably be more supportable.
