Is UrlRewritingNet.UrlRewriter supported on Windows Server 2008/Server 2012?

No, you need to use the MS URL rewriting, sorry!

Yes it is, but you will have to recompile the source. They stopped actively developing it since like .Net 3.0/3.5. But if you change the target framework to 4.0 (2008) or 4.5 (2012), and it builds fine, then it should be good.

On a lighter note, just use Asp.Net Web API 2.x. URL Routing through the server is way overboard now a days. Using JS/JQ, Templating Library, and Web API (Controller) will provide the same effect and probably be more supportable.
