As I continue to play around in development, I have the honor to report to you that the features on internationalization at the most basic level have successfully been implemented for the USV Framework for three languages: English, French, and Dutch. I'ven't done anything special yet, but I took the "Language Localization for your Computer" application and applied localization to the window title of the words,
Universal Scripture Viewer. As all of this is still the introductory phases, everything is still rather inconvenient to get to.
rant: [IT TOOK ME THE PAST 4 HOURS TO SORT THINGS OUT!!! Stupid class file wasn't declared public!!! This should've just taken 15 seconds to figure out!!! This is the sickness of java!]
Anyways, I've attached the program called, example.jar. You will need to download it to your computer. And, you will need to get to the command prompt(windows users; mac, unix, and linux users will have to get to the terminal window). Get to the folder where 'example.jar' is stored at the prompt, and type in any of the following:
java -jar example.jar en
java -jar example.jar nl
java -jar example.jar fr
Any of the three will do, and the words
Universal Scripture Viewer will display in English, Dutch, or French respectively, dependent on which of the above three you decided to try out. You will require the Java 7.0 Runtime(ie., JRE) to run this software, God willing. get that at:

Checking this build out isn't a big deal at all! I mean, I've included a screenshot which illustrates that the title changes languages - THAT'S ALL IT DOES! So, no need to run the program. But, the example illustrates that the USV Framework is now ready to accept multiple languages as far as the interface is concerned and is very much ready to handle it!
I hope that this inspires the rest of the Internationalization Committee to get to work, God willing!

By the Grace of God, so far, I have received the AEVQ in Spanish and Russian as well! I am very excited to move this forward!
