Vietnamese youth communi(ty)cation changes

As I am no longer the arts chair for UVSA and now filling in a role outside of UVSA (at least until they hire me), I'm proposing a bit of a communication structure change.

OLD

• UVSAex...@googlegroups.com (aka exch...@norcaluvsa.org) used to be a mailing list for the UVSA core; essentially all student/youth stakeholders sharing everything in and out of UVSA.
• UV...@googlegroups.com (aka ne...@norcaluvsa.org) are public announcements on events/projects of UVSA and its affiliates.
• UVSA...@googlegroups.com (aka arts.co...@norcaluvsa.org) are for the art students within UVSA to share information about art projects/events in the community.
  

NEW

• UVSAex...@googlegroups.com and UVSA...@googlegroups.com will be decommissioned (well, it kinda already is by virtue that no one posts onto there)
  
• UVSA will have their own internal core mailing list
• UV...@googlegroups.com will continue to do the same as before: announce UVSA events/projects
  
• VietYo...@googlegroups.com will be the generic, unaffiliated mailing list for Vietnamese American youths representing different organizations or the general community to exchange information.
• As for the Vietnamese youth artists who were on UVSA...@googlegroups.com, I'm sure we'll find a new home.
