USI RC19 Handbook revisions/updates

Good afternoon,

The handbook for this years competition has been updated to: REV B

Description of major changes:

• Update words describing gameplay elements to be ALL CAPS.
• Changed "blocked" to "occupied" when describing the wrong path/NEST. (Never our intention to physically block off the wrong path like previously worded)
• Changed gameplay regarding RADAR. Robots no longer must pause for 5 full seconds. INSTEAD, 5 seconds must pass after the robot passes the CAVE ENTRANCE before the robot approaches the RADAR.
• Added better description regarding RADAR gameplay.
• Changed gameplay description of NEST to better align with how it will be scored in the competition.
• Added dimensions for OXYGEN TANK placement
• Added course Bill Of Materials (BOM) in the FAQ
• Added paint descriptions and Mix Charts in FAQ
• Updated FAQ with additional questions and answers.
