regardless of how many players you have on your roster.

Players will be eligible to be placed in the minors if they haven't
reached 75 AB's or 45 IP's. These rules do not start until April 1,
2007 so we can complete one full year under the old rules.

Please note this is for players you drafted ONLY or were drafted as
MINOR LEAGUERS

TRADES
Standard USFLnation Trade Rules apply:
No review of any trade will be posted. If you`re inclined to say
anything you must consider it a trade veto and then post.

Trade Deadline July 31st @ 8pm est
All trades must be complete by then ... (posted and voted on)

Trades will be handled in the following manner. Two teams
work out a deal.

One of the trading teams must post the trade on the message board.

A poll will be posted and teams are required to cast a vote.
Both GM`s will have a spot to vote as will the Commish.

YES ... Approve
NO ... I`ll post why

Commish

Any league member, can post an objection to this potential trade on
the message board. This objection should be based on a statistical
argument on why this trade
is too one sided to be allowed. Please keep this objection in a
professional format. We are all professionals here and personal
attacks will not be tolerated.

All votes in favor of a trade veto MUST post their reason/reasons on
the message board, why they think a trade is too one-sided to be
allowed. Any votes to veto a trade that is not backed up by an
explanation on the board will not count. This procedure was designed
to eliminate any stealth veto votes.

A majority of the league based on a reasonable review period * will
decide the fate of a trade.

* Reasonable review period is defined as a period of time that we
can assume a majority of the league has had an opportunity to receive
and review e-mail. Since it should be understood that, unless out of
town, each league member should bear the responsibility to receive,
review and respond to e-mail at least every other day during the
season.

All off season trades will not be processed till EVERYONE votes.

POST SEASON
The three division winners as well as one wild card will advance to
the FLFB Championship Playoffs.
WILD CARD PLAYOFFS
8/13/07 - 8/19/07 (Game 1)
8/20/07 - 8/26/07 (Game 2)
8/27/07 - 9/2/07 (Game 3 if necessary)

CHAMPIONSHIP SERIES
9/3/07 - 9/9/07 (Game 1)
9/10/07 - 9/16/07 (Game 2)
9/17/07 - 9/23/07 (Game 3 if necessary)

DRAFT LOTTERY
All teams that didn't make the playoffs will be eligible for the draft
lottery. The playoff teams will draft in the last four spots and will
be ordered inversely to their finish (League Champion will draft last,
2nd place will draft 11th and so on). The eight non-playoff teams will
be in the draft lottery. The last place team will have the greatest
chance of winning the first pick.

Once the lottery has been completed the entire draft order will be
posted on the League's WIKI.

INTEGRITY RULE
If a team does not submit , or submits a lineup containing a player
(s) on the IR/DL for more than 3 days, the commissioner will replace
that player (s) with an active player in their place. The player that
will be replacing the IR player will be the commissioners choice and
in most situations it would be the highest scoring player at that
position on that teams bench or a DH. The same will be done for a
player that has experienced a season ending injury or has been cut
from a team and is no longer active. This rule will keep the league
more competitive and guard against teams from having incomplete
rosters. This rule is used to strengthen the league. All teams should
compete on a fare and competitive level each week. Some teams may not
have a player available at a position due to injury. In this case, the
spot cannot be changed by the league. The commissioner will evaluate
the weekly lineups and make the changes if necessary for the team.

TEAM ABANDONMENT
Any team that does not update their roster for a period of two weeks
during the regular season or has not had contacted the league in this
time period will be considered abandoned. If a team has been ruled as
abandoned, the league commissioner (BoG) will run the team for the
remainder of the season if another owner isn't found. All efforts will
be made by the league before announcing a team as abandoned. The
franchise will then be `sold` at years end. The team or teams will be
assigned new owners.

Teams stay AS/IS ... no combination or entry draft will be held at ANY
TIME.

EXPECTED OWNER CONDUCT
Owners will be expected to conduct themselves in a manner that will
not disparage the league nor its owners in any way, shape or form.
While bragging is always a part of many owner`s personality and is to
be expected, inflammatory or taunting acts will not be tolerated.
The Commissioner will have total authority in drawing the line between
a brag and a taunt. This will be strictly enforced.

***
All rules subject to change or adjustment by Commissioner / Board of
Governors at any time and for any reason.
