League Name
The league shall be known as American Football League (AFL). A member
of the USFLnation

Board of Governors
The commissioner will ask two people to join the Board of Governors.
The Bog members will have equal power to run and operate the league
under the by-laws. We will also have one alternate to be added in case
of a current BoG member has to leave for any reason. Any AFL member
may ask to be considered for a BoG position. Currently no "term of
office" is in place for BoG members. The commissioner will always be a
member of the Bog.

Board of Governors Duties
Preside over draft and settle draft disputes.
Settle any trade disputes.
Post polls for trade voting - Approve trades.
Maintain and regularly update the league home page.
Maintain the integrity of the league and its Owners by enforcing rule
below, "Expected Owner Conduct."
Issue all disciplinary action.
Notify all members (by email) of all meetings and/or events.

League Season
Each league season (year) shall begin March 1st and end on the last
day of February.

Each season shall have the following segments:
Preseason - March 1st until Week #1 of the NFL regular season.
Regular season - Week #1 until end of Week #13 of the NFL regular
season.
Post Season - Week #14 of the NFL regular season until the end of
February.
League Time Zone
The time zone for the league is Eastern (ET). All times listed below
are ET.
League Communication
AFL uses AOL's Instant Messenger (AIM) as its primary instant
messaging tool. www.aim.com.

AIM is free (you do not need AOL to use AIM), reliable, and stable.
Since no email address is tied to your user account (unlike Yahoo or
MSN) there is no spam. AIM uses very little bandwidth so it won't slow
you down even on a dialup connection. Unlike Yahoo and MSN, you don't
get unsolicited advertising messages. It's both secure and safe. In
short, of all IM software AIM is simply the easiest and safest
software. It will provide our league a much better drafting experience
than the league chat room.

For those who do not already use AIM, now is the time. Before you
download you'll need to provide some basic information including a
screen name which you create. It's a 3.24 meg download so it won't
take very long, even on dialup. Be sure to note where the file is
saving. Saving it to your desktop would make finding it later very
easy. Once it completes the download, double click on the file. It
will ask you a few questions and then install the program. The install
is quick and painless.

If you already use AIM on another computer (such as work) you can
simple install the software on your computer and sign in with that
screen name and your "address book" will automatically load.

The Teams
The league will consist of 16 teams.

Team Names
MUST be in CITY/STATE - Nickname form. Only acceptable "professional"
names will be accepted.

Replacement Teams
If an owner chooses to leave the league or is removed. Priority will
be given to prospective owners that current owners know. If a suitable
owner cannot be found, an advertisement will be placed on the
Internet. The new owner may choose a name for his squad, but the team
will remain in the division where it currently resides.

The Draft

Initial Draft Order
The initial draft order will be randomly determined by Draftorder.com.
Draft Order will be posted on the site.

Draft
The initial draft will be a serpentine format (1-16 all odd numbered
rounds and 16-1 on even numbered rounds).

All future drafts will be linear drafts with the 8 non qualifying
teams in a draft lottery each December.
Playoff teams' order will be determined by finish.

Rookie Draft Order ( JULY 22, 2007)
The rookie draft will proceed in reverse order of the previous
season's finish and adhere to the same draft rules listed above. The
draft will be two (2) rounds. These spots will not count towards your
team total of 12 but are your final 2 keepers (14)

Draft Pick Trades
Trading of draft selections is permitted prior to and during the
draft. This may include draft picks and previously selected players.
Teams may only trade picks from the upcoming draft and the next
immediate future draft.
2008 draft picks will be available March 1st.

Rookie Draft Picks
Rookie Draft picks my be traded at any time. Each team has two picks
each draft. (Order TBD) Rookie Draft picks may be traded, but teams
with less than two picks will be assigned a "roster blank" to fill the
spot on the final keeper list. Roster blanks will be filled after the
regular draft and thru Free Agency. Teams may have more than 2
selections and keep all they the rookie picks. However this would
result in keeping less from the regular roster. Teams with less than 2
Rookie picks may not keep more than 12 players from the yearly roster.

Rosters

Composition
Each team will have 30 roster slots. These slots may be filled by
players in any of the following positions:

Starting Lineup
QB,RB,RB,WR,WR,TE,KR,K,P,DE,DT,LB,LB,CB,S
KR must be listed as such on NFL.com. Each week a full starting roster
must be entered.

Starting a player on bye has now been blocked so that will eliminate
any need for the 25 point penalties

Roster Maximums
3 on all positions except RB(5), WR(5) and LB(4)

Roster Freeze
All rosters freeze each year at noon on the Saturday preceding the
final regular season games. (December 3rd in 2006)

Player Eligibility
Players must be listed on an NFL roster.

Player Trades
Trades will be handled in the following manner. Two teams work out a
deal.

At least one of the trading teams must post the trade on the message
board.
The Commish will send out a global Email to all teams. A poll will be
posted and teams are required to cast a vote.
A minimum of 9 votes are needed to pass the trade. (9 total votes)
Any league member, can post an objection to this potential trade on
the message board.
This objection should be based on a statistical argument on why this
trade is too one sided to be allowed. Please keep this objection in a
professional format. We are all professionals here and personal
attacks will not be tolerated.

All votes in favor of a trade veto MUST post their reason/reasons on
the message board, why they think a trade is too one-sided to be
allowed. Any votes to veto a trade that is not backed up by an
explanation on the board will not count. This procedure was designed
to eliminate any stealth veto votes.

A majority of the league based on a reasonable review period * will
decide the fate of a trade.

Reasonable review period is defined as a period of time that we can
assume a majority of the league has had an opportunity to receive and
review e-mail. Since it should be understood that, unless out of town,
each league member should bear the responsibility to receive, review
and respond to e-mail at least every other day.

Trade Restrictions & Deadlines
Trades between teams are unlimited. The deadline for all trades is the
The Friday of week 10 of each season.
Trades must be complete (posted and voted on)

Free Agents
Any player not acquired during the draft becomes a free agent (FA). A
player also becomes a free agent when he is waived by a league
franchise.

Free Agent Acquisitions
Via free agency, league franchises can acquire any player not
currently on another team's roster.

25 total maximum adds per season (waiver and FA total)

Waivers/Drops
Players released by a team are said to be waived.

By January 1st, each franchise must have no more than 25 players on
their roster. Rosters that are over the 25 player limit on January 1st
will have their players dropped at the discretion of the BoG. So
please set your rosters before you leave for the winter.

Email reminders will be sent out before any action is taken.

IR roster spots ... Can be used for injured players. Healthy players
should be removed from this list. Injured players are defined by NFL.

EXCEPTION ... ... I call this the ...Ricky Williams Rule

Any player in a contract hold out or on a tour of the world may be on
your active roster but not listed on your IR or Taxi Squad. Drug
Suspensions are also not allowed on your IR.

Taxi Squad 2 Roster spots(NEW FOR 2006)
Any NFL rookie (designated with an (r) on MFL) may be placed on your
taxi squad. This player remains there until promoted to your main
roster. Players may stay there until the roster cuts after the season.
They Must be protected as a keeper to be on your roster the following
season.
Once promoted to your active roster this player may not return to the
taxi squad.
These taxi squad spots may not be filled until after the yearly draft
and must be emptied when rosters are cut in December.

May Free Agency Period

May Free Agency (first week of May each year)
Team may add up to Three (3) players thru free agency. Players added
at this time are not considered keepers unless designated on the final
keeper list submitted.

Keepers
You will keep twelve (12) players each season and the two choices in
the Rookie Draft. You will enter each draft with 14 positions filled.
All General Managers must choose a minimum of 5 offensive and 5
defensive keepers. For competitive balance, there is a maximum of 2 at
any position.The yearly draft will be 16 rounds and will be a "message
board" draft each year.
The Keeper due date will be August 1st each year. (8pm est)
Keeper selections will be emailed to the commissioner and posted all
at once. for...@aol.com

League Schedule

Regular Season
The regular season will last thirteen (13) weeks. Teams will play an
inter Conference Schedule.

Playoff Schedule
The playoffs begin Week 14 of the NFL season.
The playoffs conclude Week 16, with the AFL Championship Game.

Qualifying
A total of eight (8) teams, the winner from each division and the next
two best records (wildcards), from each conference will qualify for
the playoffs. The Division Champions will be the top two seeds in each
conference.

Game Day Ties
Regular season games may end in a tie. There is no tiebreaker for
regular season games.

Disputes
The Commissioner will settle scoring disputes.

Expected Owner Conduct
Owners will be expected to conduct themselves in a manner that will
not disparage the league nor its owners in any way, shape or form.
While bragging is always a part of many owner's personality and is to
be expected, inflammatory or taunting acts will not be tolerated. The
Commissioner will have total authority in drawing the line between a
brag and a taunt. This will be strictly enforced.

All rules subject to change or adjustment by Commissioner at any time
and for any reason.
