A little transit thought experiment

If you were emperor/press of Massachusetts, or for some other reason had total control of capital and power in the state, how would you improve transit in metro Boston?
Here's a website I found with its own proposals. Maybe it will get some of you thinking about what a better transit system could be in Boston, or in your own hometowns.
