UGRID Version v0.9 finally tagged on GitHub!

Folks,

Many of you likely thought this day would never come: We have finally tagged version 0.9 of the UGRID Conventions on GitHub!

The direct link to the v0.9.0 document is:
https://github.com/ugrid-conventions/ugrid-conventions/blob/v0.9.0/ugrid-conventions.md
but it's probably better to more general URL above.

 I've placed a link to the v0.9 version in the README.md on Github, so hopefully it should be clear to people.

In case you are wondering, I tagged it as v0.9.0 just so that if we find some typos or something we can tag as v0.9.1 without changing any of the functionality.

So we should refer to this as v0.9, and specify 

Conventions = 'UGRID-0.9'

in NetCDF files that follow these convensions.
