so i freed 2 more gb to make a total of 5gb.
but this message showed again,
so i repeated same command and finally creation succeed.
Is this message related with available disk space?.
Or another meaning?.
BTW in the workstation (10gb free space) where i usually works has not
seen this message.

Yes, this message indicates that the bid was rejected because there was
either not enough disk space or the bid amount was too small. In your
case, it looks like the disk space was too small.
Note that the auctioneer is conservative in it allocation. File system
image files take up less space than their reported size. The auctioneer
counts these their allocated size, not their size on disk. Also, the
auctioneer makes sure to keep extra space for system tasks. This is why
it seems there is extra space when there really isn't.
